12、te (PETN).- Th moisture content of the PETN at the loading station at the time of loading the detonators shall not exceed 0.50 percent when tested ab specified In 4.4.1.2. 3.4 Functioning.- The detonators ahall comply with the following : 3.4.1 Time.- The detonatora shall fire on tho first attempt 3
13、.4.2 Output.- The detonatora shall fire on the first attempt within 120 111lCrosCCond8 when tested as speclfled in 4.4.2.1. and shall make a 3/16 Inch minimum (min.) perforation in a .1345 inch min. thick lead disc when tested as specified in 4.4.2.2. 3.4.3 (Duds).- The detonators shall not fail to
14、fire on the first attenpt xhen tested as specified in 4.4.2.3. 15、irements of 3.4.2 and 3.4.3 when tested as specified in 4.0.2.2, 3.6 Workmanship.- All parts and assemblies shall be fabricatet and loaded in a thorough, workmanlike manner. They shall be free of burrs, chips, sharp edges, cracks, surface defects, dirt, grease, rust, corrosion products and other for
16、eign matter. The cleaning method used shall not be injurious to any part nor shall the parts be contaminated by tho cleaning agent. All required markings shall be neat and sharply defined. 3.7 First article inspection.- This specification makes provisions for first article inspection. Requirements f
17、or the submission of first article samples shall be as specl-fied in the c0nt;rac.t; . 4. QUALITY ASSURANCE PROVISIONS 4.1 General quality assurance provisions.- Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requiremen
18、ts as specified herein. Except as otherwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable . to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessa
19、ry to assure supplies and services confarm to prescribed requirements. Reference shall be made to Standard MIL-STD-109 In order to define terms used herein. The provisi0r.s of Specification MIL-A-255C shall apply. I 4.1.1 Submission of product.- At the time the completed lot of product is submitted
20、to the Government for acceptance the con- tractor shall supply the following information accompanied by a certificate which attests that the information provided is correct and applicable to the product being submitted: a. A statement that the lot complies with all quality assurance provisions speci
21、fied within this specification. b. Number of units of product inspected. c. Date submitted. an identification a.nd date of changes. ingredients, and certificates of conformance on all remaining material when such mat
23、erial is covered by Government specifications. The certificate shall be signed by a responsible agent of the certifying organization. The initial certificate submitted shall be substantiated by evidence of the agents authority to bind his principal. Substantiation of the agents authority will not be
24、 required with subsequent certificates unless, during the course of the contract, this authority is vested in another agent of the certifying organization. 4.1.2 Government verification.- Using the contractors written quality assurance procedure, this detail specification, the applicable drawings an
25、d other contractual documents as a guide, the Government inspector shall verify at unscheduled intervals all quality assurance operations performed by the contractor. Verifi- .cation will be performed to the extent necessary to assure compliance with the contractual requirements. Severity of Govern-
26、 ment inspection of individual characteristics will be directly related to the seriousness of the classification assigned. In no instance will a characteristic classified “critical“ be accepted solely on the basis of the contractors records. 5 I 4.2 First article inspection. 4,2.1 Submission.- The c
27、ontractor shall submit a first article sample to an approved laboratory designated by the contracting officer. The first article sample shall consist of twenty-five (25) complete sets of parts which have been produced by the contractor or furnished by a supplier and which have been -manufactured usi
28、ng the same production processes, procedures and .equipment which will be used in fulfllling the contract, All parts and materials shall be obtained from the same source of supply as will be used in regular production. The sample shall be laccompanied by certificates of conformance for materials (se
29、e . 4.1.1.e). 30、pse in production for a period in excess of 90 days, or whenever a change occurs in manufacturing process, material used, drawing, specification, or source of supply as to significantly affect product uniformity as determined by the Government. Prior to submission, the contractor shall inspect the s
31、ample to the degree necessary to assure that it conforms to the requirements of the contract and submit record of this inspection with the sample. A sample containing known defects will not be submitted unless specifically authorized by the contracting officer. 4.2.2 Inspections to be performed.- Co
32、mponents will be subjected by the Government to any or all of the examinations specified in this specification and any or all requirements-of the applicable drawings. 4.2.3 Rejection.- If any component fails to comply with any or all of the applicable requirements, the first article sample shall be
33、rejected. Tne Government reserves the right to terminate its inspection upon any failure of a component in the sample to . comply with any or all of the stated requirements. In the event of rejection, the Government reserves the right to require the con- tractor to take corrective action and submit
34、a new first article sample or portion thereof, Until a first article sample is accepted the contractor is in no way authorized by the Government to initiate regular production unless otherwise directed by the contracting officer . 4.3 Inspection provisions. 4.3.1 Lot formation.- The term “lot“ as us
35、ed throughout this specification refers to an inspection lot, which is defined as an essentially homogeneous collection of units of product from which a representative sample is drawn and inspected to determine conformance of the lot with applicable requirements. The sample selected shall represent
36、only that quantity of units from which the sample was drawn and shall not be construed to represent any prior or subsequent quantities presented for inspection. Homo- geneity shall be considered to exist provided the lot has been produced by one manufacturer in one unchanged process, in accordance w
37、ith the same drawing, specification, or revision thereof. 38、ce, interchangeability, or storage, as determined by the Government inspector, shall not be deemed to aiter the homogeneity of the lot. Each lot shall contain: a. Parts of one lct interfix nuinber from one manufacturer. b. Lead azide from one batch or blending of batches which restlts in homogeneity
39、 of all lead azide used in loading the entire detonator lot . in homogeneity of all PETN used in loading the entire detonator lot. c. PETN from one batch or blending of batches wh-ch results Inspection lots shall comply with Standard MIL-STD-105 and shall be numbered in accordance with Standard MIL-
40、STD-1168. Unless otherwise approved by the contracting officer, the inspection lot size of major assemblies or end items deliverable under the contract shall be not less than the smallest weekly estimate of quantities contractually scheduled for production during the contract period, nor more than t
41、he largest quantity contractually scheduled fcr delivery during any month of the contract period. Inspection lots for components, or sub-assemblies other than items for delivery, shall be homogeneous and of a size convenient to the contractor. 4.3.2 Examinations.- Sampling plans and procedures for t
42、he following classifications of defects shall be in accordance with Standard MIL-STD-105 except that inspection for critical defects (and Majors, when so specified) shall be 100 percent. Contractors .sampling plans, if used, shall be approved by the Government and shail provide, as a minimum, the pr
43、otection afforded the Government by the sampling plans in Standard MIL-STD-105. Continuous sampling plans in accordance with Standard MIL-STD-1235 for defects other than critical may be used if approved by the procuring activity. Also, at the option of the procuring activity Aals and sampling plans
44、may be applied to the individual characteristics listed using an AQL of 0.40 percent for each major defect and an AQL of 0.65 percent for each minor defect. performance of the inspections listed shall be in accordance with 4.3.4.
