14、REMENTS 3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection (see 6.3) in accordance with 4.3. 3.2 Material. The material shall be a room-temperature- drying primer for application to metals to obtain maximum adhesion with ablative resistant coating co
15、nforming to MIL-C-47244. 3.3 Physical properties. 3.3.1 Appearance. The primer shall be free of lumps, jelled or cloudy areas, or flocculent precipitate and shall show no evidence of separation that cannot be readily dispersed. The viscosity shall be not greater than 3.3.3 Alkalinity. 1000 centipo T-y. ses (cP) at 25 - + 3O Celsius (C). The primer shall have a pH value of not
17、less than 7.5 nor greater than 9.5. 3.3.4 Shelf life. The shelf life of the primer shall be not less than 6 months from the date of manufacture when stored in original unopened containers at a temperature less than 27OC. 3 . 4 Workmanshi The workmanship shall be such as to ensure a product di form,

19、t shall be prepared in accordance with the requirements of FED- STD-313 (see 6.5). 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise . specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements (exam
20、inations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves
21、 the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4*1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and 5. The inspection
22、set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Gover
23、nment for acceptance comply with all requirements of the contract. The inspection requirements specified herein are c
25、lassified as follows: a. First article inspection (see 4.3). b. Quality conformance inspection (see 4.4). 4.3 First article inspection. First article inspection shall be conducted only on the first article sample and shall consist of all the examinations and tests specified herein. 4.4 Quality confo
26、rmance inspection. Quality conformance inspection for acceptance of primer shall be as specified in table I. TABLE I. Lot size shall consist of all the primer submitted for acceptance at the same time which has been prepared by the same company without a change in materials or processes in one continuous period of operation. 4.6 S
28、ampling of material. Unless otherwise specified (see 6.2), 0.5 pint of primer from one unit representative of each lot shall be selected at random for quality conformance inspection. Each packaged container shall be considered as a unit of product. Failure of the sample to meet the quality conforman

The first artic1.e sample shall be prepared using the same methods proposed for the preparation of subse
30、quent production lots of primer, subjected to all examinations and tests specified herein. requirements of this specification shall be subjected to rejection. Subsequent quantities will not be considered for acceptance until approval of the first article sample has been obtained. 4.8 Inspection rout

The material shall be visually examined to assure conformance to the workmanship requirement specified i
37、n 3.4. 5. PACKAGING 5.1 Preservation. Preservation shall be level A or C as specified (see 6.2). 5.1.1 Level A. 5.1.1.1 Unit packs. Unless otherwise specified (see 6.2), each item shall be individually unit packed in accordance with method III of MIL-P-116. 5.1.1.2 Intermediate packing. Items, unit
38、packed as specified in 5.1.1.1, shall be placed in intermediate containers conforming to PPP-B-636, class weather-resistant. Intermediate containers shall be uniform in size, shape, and quantities, shall be of minimum tare and cube and shall contain multiples of five unit packs of not greater than 1
39、00 unit packs. No intermediate packs are required when the total quantity shipped to a single destination is less than 100 unit packs. 5.1.2 Level C. The industrial preservation shall be in accordance with the requirements of MIL-STD-1190. 5.2 Packing. Packing shall be Level A, B or C as specified (
40、see 6.2). 5.2.1 Level A. The packaged items shall be packed in containers conforming to PPP-B-601, overseas type; PPP-B-621, Class 2, style 4 or PPP-B-585, Class 3, style 2 or 3. Closure and strapping shall be in accordance with applicable container specifications except the strapping shall conform
41、to QQ-S-781, type I or IV, finish A. When the gross weight is greater than 200 pounds or the container length and width is greater than 48 inches by 24 inches and the weight is greater than 100 pounds, 3 inch by 4 inch skids (laid flat) shall be applied in accordance with requirements of the contain
42、er specifications PPP-B-585 and PPP-B-601. 5.2.2 Level B. The level B packaged items shall be packed in fiberboard containers, conforming to PPP-B-636, class weather resistant. Unitized loads, commensurate with the level of packing specified in the contract or order, shall be used whenever tot
44、al quantities for shipment to one destination equal 40 cubic feet or more. Quantities less than 40 cubic feet need not be unitized. to the greatest extent practicable. Unitized loads shall be uniform in size and quantities 5.2.4.1 Level A. Items, packed as specified in 5.2.1, shall be unitized on pa
45、llets in conformance with MIL-STD-147, load type I, with a fiberboard cap (storage aid 4) positioned over the load. 5.2.4.2 Level B. Items, packed as specified in 5.2.2, shall be unitized as specified in 5.2.4.1 except that the fiberboard caps shall be class domestic. 5.3 Marking. 5.3.1 Levels A and

In addition to any special or other identification marking required by the contract (see 6.21, each unit pack, intermediate and exterior container and unitized load shall be marked in accordance with MIL-STD-129. 5.3.2 Level C. Industrial marking shall be in,accordance with the rew-irements of M
47、IL-STD-1190. 5.4 General. 5.4.1 Exterior container. Exterior containers (see 5.2.1, 5.2.2 and 5.2.3) shall be of a minimum tare and cube consistent with the protection required and shall contain equal quantities of identical stock numbered items to the greatest extent practicable. 6.
