SCOPE 1.1 Scope. This specification covers the perfo
2、rmance and acceptance requirements for an insulated case for the 5-gallon military water can (see 6.1). 2. APPLICABLE DOCUMENTS - None 3. REQUIREMENTS 3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.1.1. 3.2 Operatino reauirem
3、ents. The insulated case shall satis the following user oriented requirements. 3.2 . 1 Color. The insulated case shall be desert tan or olive drab as specified (see 6.2 and 6.5). 3.2.2 Means of carrying. The insulated case shall be designed to provide lifting and carrying by an individual, when used
4、 as intended with the water can. 3.2.3 Accessibilitv to water can. The top (cover) of the insulated case shall provide a seal when closed and be readily opened by an individual wearing arctic mittens. The material used for the outer shell and insulation shall be nonflammable and nontoxic. 3.2.5 Insulation of 5-gallon water can. The insulated case shall keep water in
7、a full 5-gallon water can from freezing at temperatures set at -40F for 20 hours. 3.3 Support or ownership reauirements. The insulated case shall meet the following requirements. 3.3.1 Weight. The weight of the insulating case shall be no more than ten pounds. 3.3.2 Thickness. The thickness of the o
8、uter material and insulation used in the case shall not exceed 1 1/2 inches. 3.3.3 Rigid bottom and sides. The bottom of the case shall be made of a rigid material and it shall extend up from the bottom along the front, back and sides for a distance of at least 1 1/2 inches. 3.3.4 Durability. The in
9、sulating case shall withstand the rigors normally exerted by field operations when dropped. 3.3.5 Identification marking. The identification marking shall be located on the inside of the case cover and shall be applied with a marking medium that is well-defined, clearly legible and with characters t
10、hat are approximately 1/4 inch in height. The marking medium shall be durable and compatible with the material used on the inside of the case cover. The following information is required: “CASE, MILITARY WATER CAN, INSULATED; Contract No; Stock No. and Contractors name“. 3.3.5.1 Special marking. The
11、 letters, “US“ shall be permanently placed on the outside of both sides of the case. The letters shall be in block form and shall be at least 1 inch in height, and the marking medium shall be durable and compatible with the material used on the outside of the case. 3.4 Fnvironmental reauirements. Th
12、e insulated case with full 5-gallon water can shall be functional in ambient temperatures from -40F to 125OF. 3.5 Interface and interoperabilie reauirements. The insulating case shall be designed for use with the 5-gallon water can (NSN 7240-00-089-3827 or NSN 7240-01-365-5317). The water can shall

The inspection requirements specified herein are classified as follows: a. First article inspection (see 4.1.1) b. Conformance inspection (see 4.1.2)
15、4.1.1 First article inspection. When a first article inspection is required (see 3.1 and 6.2), a sample shall be examined for all the verifications listed in table I. 4.1.2 Conformance insDection. Conformance inspection includes those examinations and tests from table I as defined in the contract or

Verification methods can include visual examination, measurement, testing, certification and similarity to previously-approved or previously-qualified designs. 4.2.1 Verification alternatives. The manufacturer may propose alternative test
19、methods, techniques, or equipment, including the application of statistical process control, tool control, or cost-effective sampling procedures to veri performance. See the contract for alternatives that replace verifications required by this specification. 4.3 Operating reauirements verification.
20、All user requirements shall be verified as follows: 4.3.1 Color examination. Visually inspect the insulating case color for similarity to the standard color samples, as specified in the contract or purchase order (see 6.6). 4.3.2 Means of carrying verification. The insulated case shall be visually i
21、nspected to verify that the design is such that an individual can lift or carry the insulated case with the water can inserted. 4.3.3 Accessibility to water can test. A 5-gallon water can shall be inserted in the insulating case and the cover closed. Don a pair of arctic mittens and open the cover t
22、o access the water can. With mittens on, close and seal the cover of the insulating case. Opening and closing of the insulated case cover, with mittens on, shall not exceed 20 seconds for each function. 4.3.4 Safety certification. A certificate shall be provided, verifying that the materials used fo
23、r the outer shell and insulation of the case, do not pose a fire or toxic hazard. 4.3.5 Insulation of 5-gallon water can verification. The insulated case with a full 5-gallon water can inserted, shall be placed in a freezer unit set at - 40F for 20 hours. The starting temperature of the water shall
24、be approximately 50“ F. At the end of 20 hours, remove the insulated case and water can from the freezer and pour the water into gallon containers. At least 4 gallons of water shall be liquid. 4.4 SuDpor or ownershi? reauirements verification. All support or ownership requirements shall be verified
25、as follows: 4.4.1 Weight examination. Verify, by weighing, that the insulated case weighs no more than ten pounds. 4.4.2 Thickness examination. Veri, by measuring, that the outer material and insulation material combined, do not exceed a thickness of 1 1/2 inches. 4 Provided by IHSNot for ResaleNo r

Visually verify and measure that the bottom of the insulating case is made of a rigid material. This material shall extend upward from the bottom along the front, back and sides
27、for a distance of at least 1 1/2 inches. 4.4.4 Durabilitv test. Prepare a platform 4 feet from ground level. Fill the 5-gallon water can and insert into the insulating case and place on the platform. The insulated case shall be dropped 3 times from this height. Remove the water can and visually insp
28、ect the case to verify that the inside and outer materials are not damaged. 4.4.5 Identification markiw inmection. Visually inspect that the required identification marking is complete and accurate. Verify that all markings are legible, well-defined and characters are 1 /4 inch in height. The contra
29、ctor shall certify that the marking medium used is durable. 4.4.6 Suecial markine inwection. Visually inspect that the “US“ marking is on both sides of the outside of the case and the letters are at least 1 inch in block form. The contractor shall certify that the marking medium used is durable. 4.4
30、.7 Environmental requirements certification. The contractor shall certify that the insulated case with full 5-gallon water can is functional at ambient temperatures of - 40F to 125F. 4.4.8 Interface and interoperability requirements examination. Verify, by measwing, that the 5-gallon water can fits
31、snugly inside the insulated case, With the water can inserted inside the case, there shall be no more than 114 inch distance from the outside surface of the water can to the inside surface of the insulation. Measurements shall be taken with the cover open, at top front, top back and top sides. When
32、measuring, the opposite side shall be touching the inside of the insulation, e.g., if measuring the front, the back side of the water can shall be touching the back inside edge of the insulation. Repeat this procedure for measuring back and sides. 5. PACKAGING 5.1 Packaging. For acquisition purposes
33、, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of materiel is to be performed by DoD personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are m
34、aintained by the Inventory Control Points packaging activity within the Military Department or Defense Agency, or within the Military Departments System Command. Packaging data retrieval is available from the managing Military Departments or Defense Agencys automated packaging files, CD-ROM products

NOTES (This section contains information of a general or explanatory nature which may be helpful, but is not mandatory). 6.1 I
36、ntended use. The insulated case is primarily for use in cold climates, for the 5-gallon water can to keep water from freezing. The case and 5-gallon water can may also be used for transporting warm food, coffee or other supplies to troops in the field. 6.2 Acquisition requirements. Acquisition docum
37、ents must specie the following: a. Title, number and date of this specification b. When a first article is required (see 3.1,4.1.1 and 6.3) c. Color selection in accordance with 3.2.1 d. Sampling plan for conformance inspection (see 4.1.2) e. Packaging requirements (see 5.1) 6.3 First article. When
38、requiring a first article inspection, contracting documents should provide specific guidance to offerors. This guidance should cover whether the first article is a first article sample, a first production item, or the number of test items. These documents should also include specific instructions re
39、garding arrangements for examinations, approval of first article test results and disposition of first articles, Pre-solicitation documents should provide Government waiver rights for samples for first article inspection to bidders offering a previously- acquired or tested product. Bidders offering
40、such products who wish to rely on such production testing must furnish evidence with the bid that prior Government approval is appropriate for the pending contract. 6.4 Conformance inspection. Affordable conformance inspection with confidence varies depending upon a number of procurement risk factor
41、s. Some of these factors include contractor past performance, government schedules and budget, product material and design maturity, manufacturing capital equipment and processes applied, the controlled uniformity of those processes, labor skills and training, and the uniformity of measuring process
42、es and techniques.
