The man portable, externally powered floodlight set (hereinafter called “floodlight set”) shall consist of a light source(s) that provides a minimum of 160,000 total mean lumens, lights shall b
17、e mounted on a mast, provision shall be made for mounting on various soil conditions, including frozen ground, soft mud and sand. All components shall be designed/designated for outdoor use. Floodlight set shall include durable containers for transport and storage of floodlight components. Assembly
18、and operation must be practical for personnel wearing leather work gloves, cold weather gloves, mittens, or MOPP4. Time required to unpack and erect floodlight shall not exceed 1 hour, personnel requirements not to exceed four people. Floodlight shall be operable with both 110 VAC and 220VAC single-
19、 phase power sources. Maximum power consumption shall not exceed 3KW. The floodlight set shall be complete with all components and accessories necessary for operation and storage under the conditions specified herein. The contractor shall be responsible for design of the floodlight set. When first a
20、rticle is specified (6.2), sample(s) shall be subject to First Article Inspection (4.2). 3.1.1 Tie down/lift points. Tie down devices shall be provided to allow tie down of containers for transportation. Lifting points shall be provided to allow lifting of the floodlight set containers. Lifting and
21、tie down attachments shall conform to MIL-STD-209, for type I equipment. Lifting and tie down provisions shall be indicated by a plate conforming to the vehicle shipping data plate described in MIL-STD-209. The lift and tie down provisions shall be identified by decals, in letters not less than 1 in
22、ch in height. 3.2 First article. The manufacturer shall furnish a sample(s) for first article inspection, test, and approval when specified in the contract or purchase order (see 6.2). 3.3 Operating requirements. The floodlight set shall conform to the following operating requirements: 3.3.1 Weight.
23、 The maximum weight of any container shall not exceed 147 lbs. (147 lbs is under the four man lift; and above the one man and three woman lift.) Total weight of all containers shall not exceed 1000 lbs. 3.3.2. Dimensions/volume of all containers. Transport/storage containers shall be man portable an
24、d shall be stowable in an M998A1 HMMWV. Acceptable dimensions for transport/storage containers include 40 inches by 50 inches by 32 inches high. 3.3.3 Test of containers. Containers shall be tested as specified in 4.5.2. 3.3.4 Operating Procedure Test. When tested as specified in 4.5.3, the floodlig
25、ht set shall operate at full capacity, without damage, for not less than 18 hours continuous. 3.3.5 Environmental conditions. 3.3.5.1 Operational conditions. When tested as specified in 4.5, the floodlight set and/or containers shall operate at full capacity without damage under the following condit
26、ions: a. Temperatures from minus 25 degrees F to plus 125 degrees F. b. Relative humidity up to 100 percent. c. Rain (spray). d. Shock to containers (rail impact). e. Packed container drop 4 ft. (Note: allows for/exceeds drop from 38 in height of HMMWV cargo deck). f. Packed container - Vehicle Stac

When tested as specified in 4.5.5, the fully erected floodlight set shall withstand, without damage, 50 miles per hour (mph) winds, and shall not overturn. 3.3.5.3 Ease of maintenance. All components that require s
29、ervicing or maintenance shall be readily accessible for maintenance, repair, and replacement. Covers or plates that must be removed for component adjustment, repair, replacement, or maintenance shall be equipped with quick-disconnect fasteners. System design shall permit lamp replacement by one pers
30、on in not more than 15 minutes. Reliability, Availability, Maintainability (RAM): System shall be fully functional at least 90% of operational time (operational time = 1040 hours/year). 3.4. Components. 3.4.1 Lights. Total light output shall be a minimum of 160,000 mean lumens. Each floodlight shall
31、 consist of a weatherproof housing and a reflector. Each floodlight shall have a lateral beam spread of not less than 105 degrees and a vertical beam spread of not less than 75 degrees. Each floodlight shall be provided with a keyless lamp holder to accommodate the appropriate bulb . Each floodlight
32、 shall rotate through an arc of not less than 120 degrees in the vertical plane, each floodlight shall be adjustable (directly or via mast rotation) to an arc of not less than 360 degrees in the horizontal plane. Identification markings shall be stamped or molded on the floodlight housing to indicat
33、e to the using personnel the approximate setting of the floodlight in the vertical plane. Lamp life (rated average life) will exceed 10,000 hours. Each lamp shall be designed to operate in a nominal horizontal position. Only lamps that produce a white light shall be used. Elapsed time for lamp restr
34、ike shall not be greater than 20 minutes. Failure of any one bulb shall not affect operation of remaining lamps. Provision shall be made to stow at least one spare bulb in one of the storage/transport containers. 3.4.2 Mast. The mast shall be fabricated such that that when in the vertical (operating
35、) position, it is adjustable from a fully retracted position of not more than 10 feet above the ground, to a minimum of 25 feet above the ground. The mast, with the light source(s) mounted thereon, shall be capable of rotating 360 degrees in either direction when in the upright operating position. T
36、he mast shall have components necessary to promote smooth, even tower rotation, extension, and retraction. The mast shall be constructed so that not more than four persons are required to raise or elevate the tower from the horizontal position to the vertical position, lock the tower in the vertical
37、 position, and extend the tower to the maximum height in not more 30 minutes, with no more than 30 pounds of force required to operate any control mechanism. The mast shall incorporate safety features to assure that the tower is completely under the control of the operator during elevating, extendin
38、g and retracting operations. If a hand winch is used to raise and lower the mast, the mast winch mechanism shall be corrosion protected and the cable shall be manufactured from durable corrosion resistant material. The mast shall have structural strength to withstand 50 mph winds from each cardinal
39、direction, with the light source(s) mounted thereon. Mounting means shall be provided for safe and reliable operation of the mast on various soil conditions including: frozen ground, soft mud and sand. If multiple lamps are used, spacing between fixtures shall be sufficient to prevent interference o
40、f lamps and associated hardware 3.4.3 Storage/transport containers. Containers shall be man-portable. Containers shall be constructed for one to four person lift. For one-person lift, containers with stored components shall weigh less than 37 lbs. Maximum weight of any one container, including store
41、d components, shall not exceed 147 lbs. Handles and grasp areas shall be IAW MIL-STD-1472. Relation between weight and dimensions shall be IAW MIL STD-1472. Containers shall be designed with internal storage compartments for all components and external tie downs to secure the container(s) to transpo
42、rt vehicles. Each packed container shall be capable of withstanding load and vibration IAW ASTM D 4169. Packed containers shall withstand a four ft drop to each side. 3.4.4 Cables. Cables shall terminate in properly sized weatherproof, grounding and locking type plugs or receptacles conforming to UL
43、 498 and NEMA WD 5. 44、om IHS-,-,-MIL PRF-32109(CR) 3.4.4.1 Connectors. Connectors if used, shall have locking type cord plugs with weatherproof covers. Any electrical supply ends shall interface with the weatherproof junction box. The cord plug shall conform to UL 498 and NEMA WD 5. 3.4.4.2 Conductors. Conductors for int
45、erconnecting wiring if used, shall have a flame-retardant and oil-resistant covering conforming to NFPA No. 70. Extra-flexible conductors shall be used where relative movement between parts may occur. Conductors shall be clamped in a neat manner and protected by grommets or other protection from abr
46、asion where the conductors pass through any wall. 3.4.5 Grounding rod and wire. A grounding rod of not less than 8 feet in length and not less than inch in diameter shall be provided. Driver/puller and tools for couplings shall be provided. A grounding wire of not less than 6 feet in length shall el
47、ectrically connect the grounding rod to the mast. The grounding rod and mast shall each provide a means for attaching the grounding wire. Grounding rod and wire materials and plating shall safely conduct lightning currents and voltages. There shall be no requirement for special tools for this system
48、. 3.4.6 Power control panel. The power control panel shall include Ground Fault Circuit Interruption (GFCI) circuit breakers and on-off switches of sufficient capacity to safely control lighting loads. The circuit breakers shall conform to NEMA AB 1 and UL 489, and shall have trip ratings as require
49、d for the application to protect against overloads, short circuits, and deficient grounds in accordance with NFPA 70. The inside of the control panel compartment shall be protected from dust and rain. The panel shall be mounted on the floodlight set in a readily accessible location (with the operator standing on the ground). 3.5 Ancillary equipment. The floodlight set shall be provided with a ground rod, a ground rod driver/puller, an engineers 8-pound sledgehammer, 100 foot extension cord and tool
