REQUIREMENTS3.1 First article Wh

10、en specified in the contract orpurchase order (See 6.2, a sample shall be subjected to firstarticle inspection in accordancewith the technical provisionsherein (See 4.3).3.2 General reauirement.3.2.1 Interface reauirements.3.2.1.1 Materials. Coated paper products or any othermaterial shall be used p

11、rovided all requirements specified hereinare met.a. The material shall produce a smooth and even sheetmeeting dimensional requirementsof this specification orpurchase order. (see 6.2)b. The material selected is certified as being chemicallyneutral, non-reactive, non-static,non-hazardous, and not abl

12、e togenerate any hazardous products when in use. (see 6.2)Certification is not required for paper products.The material is non-metallic (exceptfor any metal foilsused ; paper laminationwhich are acceptable).d. The material shall be of a clean and uniform appearanceand shall not be contaminatedwith f

Unle

14、ss otherwise specified in the contract ororder, finished sheets shall be furnished in sheets that are 40inches by 48 inches with a toleranceof plus or minus 1/8 inches.Finished sheets shall be sound and free of metal inclusions andodors not normally associatedwith the chemical composition ofthe fini

15、shed material.3.2.2 vironmenta 1 Requirements.3.2.2.1 Water absortion. The finished sheet shall have amaximum water absorption of 15 percent by weight and shall showno delamination after being submergedunder water for a minimumof 48 hours.3.2.2.2 $tabilitv The finished sheet shall notdelaminate, bec

16、ome tacky; ooze, blister, or show any evidence ofoff-gassing after being subjected to a temperature of 160degrees F for 24 hours minimum.3.2.2.3 Becvcled, recovered, or environmentallv Dreferablematerials. Recycled, recovered,or environmentallypreferablematerials should be used to the maximum extent

17、 possible providedthat the material meets or exceeds the operational andmaintenance requirements,and promotes economically advantageouslife cycle costs.3.2.3 ODeratinu Reauirements.3.2.3.1 Coloq. The finishedsheet shall be of a dark non-reflective coloration, Black, gray, brown, or dark green areacc

18、eptable. The material may also be of natural kraft papercoloration.3.2.3.2 Fractur. The finished sheet shall be capable ofbending in both directions without cracking or delamination.3.2.3.3 tif-. The finished sheet shall not exceed thepermissible drape of 40 degrees.4. VERIFICATION4.1 General rovisi

19、ons. The inspections (examinations andtests) herein shall be performed to determine whether or not theitem conforms to section 3 of this specification. This elementof inspection shall encompassall visual examinations anddimensional measurements. Noncompliancewith any specifiedrequirements or presenc

The inspectionrequirements specified herein are classified as follows:a. First article inspection (see4.3)b. Co

23、nformance inspection (see4.4),4.2.1 InSDeCtiOn conditionq. Unless otherwise specified,all inspections shall be performed in accordance with the testconditions specified herein.4.3 First article insectinn.4.3.1 Submission. The contractor shall submit a firstarticle sample as designated by the Contrac

24、ting Officer forevaluation in accordance with provisions of 4.3.2. The firstarticle samples shall consist of ten (10)sample sheetssufficient in size to perform the specified examinations andtests in the contract or purchase order (see 6.2).4.3.2 Inspections to be Derforme. As determined by theGovern

25、ment, the first article assemblies,components and testspecimens may be subjected to any or all of the examinations andtests specified in this specification. Unless otherwisespecified, all the inspectionsin 4.4.2.1 shall be performed.4.3.3 Reiection. If any test specimen fails to comply withany of th

26、e applicable requirements,the first article sampleshall be rejected. The Government reserves the right toterminate inspection upon any failure of a test specimen tocomply with any of the requirements.4.4 Conformance insDection.4.4.1 InsDection lot formatioq. The term “inspection lot”is defined as a

27、homogeneous collectionof units of product (i.e.40 inch by 48 inch sheets) from which a representative sample isdrawn or which is inspected 100 percent to determine conformancewith applicable requirements. Units of product selected forinspection shall represent only the inspection lot from whichthey

28、are drawn and shall not be construed to represent any prioror subsequent quantities presented for inspection. Homogeneityshall be considered to exist provided the inspection lot has beenproduced by one manufacturer, in one unchanged process, using thesame materials and methods, in accordancewith the

29、 samespecification revisions. All material submitted for inspectionin accordance with this specificationshall comply with thehomogeneity criteria specifiedherein, regardless of the type ofinspection procedure which is being applied to determineconformance with requirements.5Provided by IHSNot for Re

Conformanceexaminations and tests are specified in the followingClassification of Characteristicsparagraphs. The contractorsquality program o

31、r detailed inspectionsystem shall provideassurance of compliance of all characteristicswith theapplicable specification requirementsutilizing as a minimum theconformance criteria specified. When cited herein, attributessampling inspection shall be conducted in accordance with TABLE Ibelow, using the

32、 inspection levels stated in the classificationof characteristicsparagraphs.For the classificationof characteristics,the followingdefinitions apply:Critical - A critical defect is a defect that judgment andexperience indicate would result in hazardous or unsafeconditions for individualsusing, mainta

33、ining, or depending uponthe product, or a defect that judgment and experience indicate islikely to prevent performance of the tactical function of a majorend item such as a tank, land vehicle, missile, aircraft,artillery, or other major weapon system.Major - A major defect is a defect that is likely

34、 to result infailure, or to reduce materially the usability of the unit ofproductfor its intended purpose.Minor - A minor defect is a defect that is not likely to reducematerially the usability of the unit of product for its intendedpurpose, or is a departure from established standards havinglittle

Unless otherwisespecified herein or provided for in the contract, alternativeconformance procedures, methods or equipment, such as statisticalprocess control, tool control,variable

38、s sampling or other typesof sampling plans, etc., may be used by the contractor when theyprovide, as a minimum, the level of quality assurance required bythe provisions herein. Prior to applying such alternativeprocedures, methods or equipment,the contractor shall describethem in a written proposal

39、submitted to the Government forevaluation (see 6.5). When required, the contractor shalldemonstrate that the effectivenessof each proposed alternativeis equal to or better than the specified conformance provision(s)herein. In case of dispute as to whether the contractorsproposed alternative(s)provid

40、es equivalent assurance, theprovisions of this specificationshall apply. All approvedalternative provisions shall be specificallyincorporated in tothe contractrs quality program orapplicable.4.4.3 Testinq.inspection system, as4.4.3.1 Senditioninq. Unless otherwise specified, allspecimens shall be br

41、ought to equilibrium in a circulationatmosphere maintained at a relativehumidity and a temperaturespecified in ASTM D685.4.5 Methods of Inspection. (see 6.3)4.5.1 Water abso Dtion. Thoroughly condition (see 4.4.3.1)specimens measuring 6 inches by 12 inches (min.)and then weighthem. Immediately there

42、after immerse the specimens in clear tapwater (ph 6.5 to 7.5) at room temperaturefor 48 hours minimum.Surface dry the specimens and reweigh them. Compute the moisturegain as a percentage of pre-immersionweight.4.5.2 Stabilitv. Thoroughly condition (see 4.4.3.1)specimens measuring 6 inches by 10 inch

43、es min. and place in anoven (without ingress or egress of air) at 160 plus or minus twodegrees Fahrenheit and at a relativehumidity of 10 percentmaximum, for a period of 24 hours minimum. Remove the specimenfrom the oven and allow to stand for one hour at a temperature of70 plus or minus five degree

44、s Fahrenheit and a relative humidityof 50 plus or minus two percent. Examine for visible evidence ofdelamination, oozing, blistering, tacky surface, or any evidenceof outgassing.4.5.3 . Prepare ten specimens (five cut in themachined direction and five cut in the cross-machined direction)for this tes

45、t. Condition the finished sheet to a minimumtemperature of minus 20 degrees Fahrenheit for a period of 24hours minimum. Upon completionof conditioning, the boardspecimens, measuring 4 inches by 12 inches, shall be bent arounda mandrel 180 degrees with a radius equal to 96 times thethickness of the s

46、pecimen. Prepareand thoroughly condition (see4.4.3.1) tes

47、t specimensmeasuring 6 inches minimum by 18 inchesminimum. Immediately upon removal from the conditioning chamber,position the test specimens on a table allowing 12 inches of thesmaller width to extend off of the table. Apply a load,sufficient in weight to prevent movement of the specimen, to thebas

48、e of the extended position (seeFigure 1). Measurethe angle of drape at both ends of the extended portion usingstandard measuring equipment. The lot will be consideredrejected if either of the two sides of the specimen (drapedportion) exceeds the specified requirements.4.5.5 2nsDection eauiDment. The

49、 inspection equipmentrequired to perform the inspectionsspecified herein isidentified in the InspectionMethod Referencea column of theClassification of Characteristicslistings starting with 4.4.2.1.Contractor inspection equipmentdesigns shall be submitted forGovernment approval as specified in the contract. Designs whichprovide variable measurements instead of attributes data arepreferred in or
