15、recedence. Nothing in this document however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 First article. When specified (see 6.21, a sample shall be subjected to first article inspection ( 6.3) in accordance with 4.3, 3.2 Guide samples
16、. Guide samples, when furnished, are solely for guidance and information (see 6.4). Variations from the document may appear in the sample, in which case the document shall govern. 3.3 Materials. The materials shall be as specified on Drawing 2-1-2143 and all subsidiary drawings and parts lists perta
17、ining thereto. It is encouraged that recycled material be used when practical and as long it meets the require- ments of this specification. 3.4 Design and construction. The design and construction of the vest shall be as specified herein and as shown on Drawing 2-1-2143 and all subsidiary drawings
18、and parts lists (PLS) pertaining thereto. 3.4.1 Stitches, seams and stitches. All seams and stitchings shall be as specified on Drawing 2-1-2143 and subsidiary drawings pertaining thereto. 3.4.1 Automatic stitching. Automatic machines may be used to perform any of the stitch patterns provided the re
19、quirements for the stitch pattern, stitches per inch, and size and type of thread are met; and at least three tying, overlapping, or backstitches are used to secure the ends of the stitching. 3.4.1.2 Lubrication of thread. Thread lubrication is permitted providing it does not stain the materials use
20、d to fabricate the vest. Ends of all stitching shall be b
21、ackstitched or overstitched as specified on the drawings except where ends are turned under or caught in other seams or stitching. there will be no loose stitching resulting in loose bobbin or top thread or excessively tight stitching resulting in puckering of the materials sewn. lock shall be imbed
22、ded in the materials sewn. Thread tensions shall be maintained so that The 3.4.1.3.1 Repairs of type 301 stitching. Repairs of type 301 stitching shall be as follows: a. When thread breaks or bobbin run-outs occur during stitching, the stitching shall be repaired by restarting the stitching a minimu
23、m of 1 inch (3/8 inch for box and box-x stitching) back of the end of the stitching. b. Thread breaks, or two or more consecutive skipped or runoff stitches noted during inspection of the item (in-process or end item) shall be repaired by overstitching. defective area (3/8 inch on box and box-x stit
24、ching), continue over the defective area, and continue a minimum of 1 inch (3/8 inch on box and box-x stitching) beyond the defective area onto the existing stitching. Loose or excessively tight stitching shall be repaired by removing the defective stitching without damaging the materials, and resti
25、tching in the required manner The stitching shall start a minimum of 1 inch in back of the (When making the above repairs in a. and b. above, the ends of the stitching are not required to be backstitched.) 3.4.1.4 Bartacking. Bartacking shall be 3/4 + 1/16 inch in length and 1/8 + 1/32 inch in width
26、 and shall contain 42 stTtches. free-from thread breaks and loose or tight stitching. Bartacking shall be 3.4.1.5 Thread ends. All thread ends shall be trimmed to l/4 inch maximum length. 3.4.2 Fusing of ends of nylon webbing, cord, and material. Ends of webbing, including bias cuts, cord and raw ed
27、ges of nylon material shall be fused smooth. Fusing of the webbing ends and nylon material shall be accomplished prior to assembling for stitching. and material shall be capable of providing sufficient heat to provide a smooth edge with the cut ends of the yarns fused together to prevent separation.
28、 The apparatus used to fuse the webbing and cord ends, 3.4.3 Location marks. Location marks shall not be drilled. Printed markings shall not be more than 1/32-inch in width. 3.4.4 Repairs. Repairs such as mends, darns, patches,or splices are not permitted on the vests. 3.4.5 Replacement of defective

Holes shall be prepunched or drilled to receive the eyelets. Holes prepunched to receive the eyelets shall be smaller than the outside diameter of the eyelet
31、barrel so that the barrel must be forced through the hole. 3.4.6.1 Eyelets, with washer, brass. The brass eyelets with washer shall be securely clinched in a manner that will prevent detachment from or cutting of the surrounding material. The eyelets shall be clinched without splitting. 3.4.7 Settin
32、g of grommets. Holes shall be prepunched or drilled to receive the grommets. Holes prepunched to receive the grommets shall be smaller than the outside diameter of the grommet barrel so that the barrel must be forced through the hole. The grommet shall be securely clinched without cutting the adjace
33、nt material. 3.4.8 Setting of snap fasteners. A hole shall be prepunched or drilled to receive the button and eyelet components of the snap fasteners. The hole shall be smaller than the outside diameter of the button and eyelet barrels so that the barrel must be forced through the hole. The hole sha
34、ll not be punched in the setting operation with the button or eyelet barrel. The fasteners shall be securely clinched without cutting the adjacent materials and no more than three splits shall occur in the button or eyelet barrels. 3.5 Marking. The letters 11US1 shall be applied in the size characte
35、rs and in the location indicated on Drawing 2-1-2143 and shall conform to type IV, class 9 of DDD-L-20. Fastness of class 9 marking shall be as specified for class 5 mar king. 3.6 Combination identification and instruction label. A combination identi- fication and instruction label shall be applied
36、on the inside of the back part as indicated on Drawing 2-1-2170. The label shall conform to type VI, class 15 of DDD-L-20. The label color shall be medium green, cable number 70034, 70130 or 70131. The legend shall be located on the label so that no part of the legend will be obscured by stitching o
37、r binding when sewn on the vest back part. The instructions shall be as follows: HAND WASHING Scrape dirt/dust from the vest using a brush or flat stick which will not cut Wash vest in a pail of warm water using mild detergent or soap. Rinse thoroughly in clean water. Do not use Chlorine Bleach, Yel
38、low Soap, Cleaning Fluids or Solvents as these will discolor/deteriorate the item. Dry item in shade or indoors. Do not launder or dry item in Fixed/Commercial/Home Type Laundry Equipment. During high combat stress situations, the easiest to reach rounds are to be extracted first. 2. During low combat stress situat
40、ions, the rear most rounds are to be extracted first. 3. The vest should be worn with the chest straps and equipment belt unfast- ened during water borne or water crossing operations. 3.6.1 Component cutting and marking. Cut all parts of the vest out of one piece of material except for pocket reinfo
41、rcement material which may be cut from ends or printed seconds. Printed seconds shall be cloth which has been rejected only for defects pertaining to color, infrared reflectance, or camouflage printed pattern as specified in MIL-C-43734. In addition, the cloth for pocket reinforcing material may be
42、dyed Olive Green 106, water repellent treated, conforming to all other requirements of MIL-C-43734. The component parts of the vest shall be cut, marked and bundled to insure uniform size and shade through- out the vest. The following marking methods shall not be used: a. Corrosive metal fastening d
43、evice b, Sew-on type ticket c. Adhesive type ticket which leave an impression or traces of paper or adhesive on the material upon removal of the ticket. 3.7 Patterns. Standard pattern drawings for textile components other than tape or webbing are shown full scale on drawings and provide allowances f
44、or all seams and shall be used for making working patterns. The standard pattern shall not be altered in any way. 3.8 Workmanship. The vest shall conform to the quality of product estab- lished by this specification and occurrence of defects shall not exceed the applicable acceptable quality levels.
45、 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the .contract or purchase order, the contr ctor is responsible for the perform all inspection requirements (examinations and tests) as specified herein. nce of Except as otherwise specified in the contr
46、act or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in this specification where
47、such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4.1.1 Responsibility for compliance. All items shall meet all requirements of sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall insp
48、ection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract. Sampling inspect
