Associate Government ASHRAE Director of Affairs Director Government Affairs Ost federal agencies have made con- M siderable progress over the past two yearstoward the goal of converting to metric units, according to two reports issued

6、 this year by the National Institute of Standards and Technology (NIST). Executive Order 12770 directs the Secretary of Commerce to oversee the federal governments conversion to the metric system and to issue annual reports on the governments progress. Late this fall, NIST publicly released annual r

7、eports for 1992 and 1993, as required by the order. However, the 1993 report notes that there is a large variation in progress among theagencies. Thisvariation correlates with the metric readiness of the industries that the individual agencys programs affect and the amount of high-level visible lead

8、ership for metrication within each agency. The 1992 report contains an assess- ment of the impediments that federal agen- cies face in complying with the metric-use mandates from the 1988 Omnibus Trade and Competitiveness Act. This report con- tains consensus recommendations for all federal agencies

9、 to overcome perceived conversion problems and to achieve the maximum beneficial effects of metric con- version in US industry. The 1993 report documents the progress of federal agen- cies in converting their business-related programs and activities to metric use. According to both reports, federal

10、agencies are striving to establish a metric standard within the industries that the agen- cies serve. The agencies have succeeded, however, only to the extent that companies have accepted the new standard of measurement. The reports said in industries that deal extensively with the global marketplac

11、e, agencies find that companies welcome federal efforts. In areas that are less involved in the international arena, executive depart- ments encountered barriers to change. Among these barriers are the fear that customers will be unwilling to use the metric system and concerns about the cost of con-

12、 vert i ng . According to a preliminary report issued by the General Accounting Office (GAO), however, the construction sector leads federal agency metric conversion efforts. Construction Metrication Council The Construction Metrication Council is composed of representatives of govern- mental

14、 and private-sector organizations as well as individuals with a substantial interest in a commitment to the use of the System International (SI) units (or metrication). The council supports the metrication of federal construction projects and promotes the adoption and use of the metric system of mea

15、surements as a means of increasing the international competitiveness, produc- tivity and quality of the US construction i n du st r y. The council, which operates as part of the National Institute of Building Sciences, meets bimonthly. The meeting includes briefings on activities in the private sect

16、or (new products, publications, etc.) as well as updates on progress towards metrication on federal construction projects. Represen- tatives from a broad cross-section of the federal agencies and departments that have responsibility for some aspect of facilities. Prior to each meeting of the council
