17、tingequipment used in the delivery of nuclear facility components to a nuclear facilitys point of receipt and the handlingof such components until the start of the facilitys operating phase, defined as the point of initial fuel load. The require-ments of ASME HRT-1 may also be extended to the design

18、 and use of hoisting, rigging, and transporting equipment formodifications at operating nuclear facilities.Requirements for hoisting, rigging, and transporting equipment used in the construction phase of a nuclear power plantwere originally published in 1981 as ANSI/ASME N45.2.15, and, since 1994, h

19、ave been maintained by ASME as Subpart2.15 of ASME NQA-1. The ASME Committee on Cranes for Nuclear Facilities has rewritten that Subpart to create this firstedition of ASME HRT-1. This Standard replaces ASME NQA-1, Subpart 2.15.Following approval by the ASME Committee on Cranes for Nuclear Facilitie

20、s and ASME, and after public review, ASMEHRT-1 was approved by the American National Standards Institute on April 12, 2016.ivPREPARATION OF TE CHNICAL INQUIRIES TO THE COMMITTEEON CRANES FOR NUCLEAR FACILITIESIntroduction. The ASME Committee on Cranes for Nuclear Facilities (CNF) will consider writt

21、en requests for inter-pretations and revisions to CNF Standards and develop new requirements if dictated by technological development. TheCommittees activities in this regard are limited strictly to interpretations of the requirements or to consideration ofrevisions to the present Standard on the ba

22、sis of new data or technology. As a matter of published policy, ASME does not“approve, ” “certify, ” “rate, ” or “endorse” any item, construction, proprietary device, or activity, and, accordingly, inquiriesrequiring such consideration will be returned. Moreover, ASME does not act as a consultant on

23、 specific engineeringproblems or on the general application or understanding of the Standard requirements. If, based on the inquiry informa-tion submitted, it is the opinion of the Committee that the inquirer should seek assistance, the inquiry will be returnedwith the recommendation that such assis

47、s of attachment, operating speeds, environmentalconditions, and other pertinent features to be consideredas necessary for safe handling. Planning shall provide forcompliance with applicable federal, state, and localregulations.2.2 Classification of Items HandledThe requirements for activities are ba

48、sed on classifyingthe items into three categories according to their impor-tant physical characteristics. It is recognized that withinthe scope of each category there may be a range ofcontrols, and that the need for, and extent of, detailedhandling requirements for an item is dependent on theimporta

49、nce of the item to safe, reliable operation ofthe facility and the complexity of the operation.Pertinent manufacturers requirements shall be consid-ered when classifying the items. Items for which handlingactivities are covered by this Standard shall be classifiedinto one of the three categories described in paras. 2.2.1through 2.2.3 . An item shall not be reclassified to a lowerstatus without approval by the responsible organizationthat assigned the original category.2.2.1 Ca tegory A. Items classified in Category A arethose that require specially selected equipment no
