Significance and Use4.1 Importance of Prequalification For required accuracyof test results and reliability of certification, it is essential thattesting laboratories be prequalified. This practice establishesthose qualifications.4.2 C

23、ontractual Relationships:4.2.1 Although testing laboratories may be qualified inaccordance with this practice, it is important for the contractingauthority to consider the relationship of the testing laboratorywith other interested parties before engaging the laboratory toperform the testing. The ot

24、her interested parties in the projectusually consist of the manufacturer of the material to be tested,the contractor (bidder), the owner of the project (user andcontracting authority), and the architect who serves as theowners agent in preparing the contract documents.4.2.2 Many sealant manufacturer

25、s have their own qualifiedtesting facilities that are used to conduct research and maintainquality control of their products. Generally, the companies thathave such facilities are willing to certify as to the performancestandards with which their products comply. The contractingauthority should dete

26、rmine if there are conflicting interests insuch a relationship. The contracting authority may prefer thatthe product testing to ascertain conformance with specificperformance standards and the reporting of such testing beperformed by a qualified but independent testing laboratory.The contract docume

27、nts should make this requirement knownso that bidders can bid accordingly.4.2.3 The testing of each caulking and sealant for each andevery project can be costly. On a small building project, thecost of testing, if required, may be more than the cost of thesealant materials. On a large project, on th

28、e other hand, the costof testing a sealant with accompanying certification by aqualified independent testing laboratory may be small incomparison to the sealant materials and commensurate with theassurances desired by the contracting authority.4.3 Requirements in Contract Documents:4.3.1 In addition

29、 to specifying the performance standardsthat the caulking and sealants to be used on a project shall bein compliance with, state that proof of compliance shall be inthe form of certification by a testing laboratory meeting therequirements of this practice.4.3.2 If the contracting authority desires t

30、hat the testing andcertification be by an independent testing laboratory thisadditional requirement should be included with the require-ments stated in 4.3.1.5. Laboratory Responsibilities and Duties5.1 The responsibility of the testing laboratory shall be:5.1.1 To ensure the performance of tests fo

31、r which it isadequately equipped and staffed, and5.1.2 That the laboratorys employees perform only tests forwhich they are qualified.5.2 The following duties are those usually performed by thetesting laboratory:5.2.1 Obtain representative samples of those materials au-thorized to be tested and evalu

32、ated, including complete iden-tification thereof, such as, batch number, lot number, date ofmanufacture, color, and any other pertinent information.C10210825.2.2 Ascertain that there is protection, handling, and stor-ing of the samples to assure that they remain representative ofthe material being u

33、sed at the time of sampling.5.2.3 Ascertain that the samples are identified with therespective portions of the work in which the material repre-sented was, or will be, used.5.2.4 Perform all testing operations in accordance with thedesignated standards.5.2.5 Promptly call to the attention of the con

34、tractingauthority any irregularity or deficiency noted when testing thesealant.5.2.6 Submit promptly to the contracting authority formalreports of tests which indicate compliance or noncompliancewith the specifications. The reports shall be complete andfactual, citing the methods used in obtaining s

35、amples, testsperformed, specified values for the measured characteristics,and related pertinent data. The laboratory shall be prepared tosubstantiate the reports to the fullest extent.5.3 The testing laboratory shall have its laboratory proce-dures and equipment inspected at intervals of no more tha

36、n 3years by a qualified evaluator as evidence of the laboratoryscompetence to perform the required tests.36. Laboratory Management and Supervision6.1 The testing services of the laboratory shall be under thedirection of a person charged with managerial responsibilityand having demonstrated competenc

37、e through educationalbackground or professional experience, or both.6.2 A supervising laboratory technician shall be able todemonstrate ability to perform or direct the tests, or both,normally required in accordance with ASTM or other govern-ing procedure.7. Testing Services7.1 Sealant testing servi

38、ces will normally include several orall of the sampling and testing of caulking and sealantmaterials, curing, and laboratory testing of specimens de-scribed in 8.1.1. and 8.1.2.8. Testing Equipment8.1 Laboratory EquipmentThe testing laboratory shall beequipped to test for compliance with the ASTM an
