Terminology3.1 DefinitionsThe approved standard definitions arelisted below.3.1.1 quality system, nthe organizational structure, re-sponsibilities, procedure

、s, activities, capabilities, and resourcesthat together aim to ensure that laboratory services satisfy datarequirements.3.2 Definitions of Terms Specific to This Standard:3.2.1 agency, nthe organization engaged to test or inspectroad and paving materials as required by a specification orcontract.3.2

、.2 quality system manual (QSM)a set of documentsdescribing an agencys quality system.3.2.3 userthe person or organization engaging the agencyto provide inspections or tests; or using this specification toevaluate or accredit the agency.3.2.4 calibration, na process that establishes the relation-ship

、 (traceability) between the results of a measurementinstrument, measurement system, or material measure and thecorresponding values assigned to a reference standard.3.2.4.1 DiscussionThe purpose of calibration is to estab-lish the traceability of a measurement on certain types ofequipment, such as b

、alances (measurement instrument) anddynamic shear rheometer (measurement system). Uncertaintyestimates obtained during calibration are used to judge if aninstrument is suitable for its intended purpose. There is a needto re-establish traceability or recalibrate only when instrumentmeasurements drift

、 out of control (as determined throughverification of calibration).3.2.5 check, na specific type of inspection and/or mea-surement performed on equipment and materials to indicatecompliance or otherwise with stated criteria.3.2.5.1 DiscussionChecks are performed on items ofequipment that do not make

、 measurements, such as specimenmolds and ovens. Stated criteria can be dimensional tolerances.3.2.6 quality system manual (QSM), na set of documentsdescribing an agencys quality system.3.2.7 standardization, na process that determines whetheradjustments are needed to a specific piece of equipment, s

、uchas pycnometers and flow meters, when its performance iscompared with that of a generally accepted standard.3.2.8 traceability, nthe property of a result of a measure-ment whereby it can be related to stated references, usuallynational or international standards, through an unbroken chainof compar

、isons all having stated uncertainties.3.2.8.1 DiscussionThere is a need for traceable measure-ments. Measurements, not the instrument, can be traceable.Measurement traceability is established through calibration.Measurement traceability is maintained through check ofcalibration (a regular check of i

、nstrument output using acontrol standard).3.2.9 uncertainty, na parameter associated with the resultof a measurement that defines the range of the values that couldbe attributed to the measured quantity.3.2.9.1 DiscussionThe uncertainty of a measurement isrequired in order to establish its traceabil

、ity. The uncertaintyestimates obtained during calibration are used to judge if aninstrument is suitable for its intended purpose.3.2.10 user, nthe person or organization engaging theagency to provide inspections or tests; or using this specifica-tion to evaluate or accredit the agency.3.2.11 verific

、ation, na process that establishes whetherthe results of a previously calibrated measurement instrument, measurement system, or material measure are stable.3.2.11.1 DiscussionVerification is used to maintain thetraceability of a measurement and to determine when torecalibrate. Control charts are ofte

Significance and Use4.1 This specification provides the basic minimum criteriafor use in evaluating the qualifications of testing or inspectio
