Scope1.1 This specificat
3、ion covers the minimum requirements forfield and laboratory personnel, for establishing and maintaininga quality system, and establishes minimum qualifications foragencies engaged in the testing and inspection of road andpaving materials.1.2 Criteria are provided for evaluating the capability of ana
4、gency to properly perform designated tests on road and pavingmaterials, and for establishing guidelines pertaining to anagencys organization, personnel, facilities, and quality system.This specification may be supplemented by more specificcriteria, such as that in Specification E329, and requirement

30、e qualifications of testing or inspectionagencies, or both, for road and paving materials. The criteriamay be supplemented by more specific criteria and require-ments. An individual user can also use it to judge thequalification of an agency.4.2 The intent of this specification is to provide a conse
31、nsusbasis for evaluating a testing or inspection agency, or both,with respect to that agencys capability to objectively andcompetently provide the specific services needed by the user.4.3 This specification can be used as a basis for accredita-tion.5. Responsibilities and Duties5.1 The agency shall
32、ensure that only inspections or tests forwhich it is adequately equipped and staffed are performed.5.2 The agency shall ensure that personnel perform onlyinspections and tests for which they are adequately trained,qualified, and certified in accordance with applicable specifi-cations.3The last appro

General Capabilities6.1 Laboratory TestingThe laboratory testing services of aroad and paving materials testing agency shall include some orall of the following capabilities:6.1.1 Testing of road and pavin
35、g materials and mixtures inthe laboratory,6.1.2 Testing of aggregate for compliance with specificationrequirements,6.1.3 Preparation and evaluation of mix design in accor-dance with the proper method common to the geographicalarea in which it offers services or in accordance with theappropriate ASTM
36、 or AASHTO standard procedure,6.1.4 Determination of percent binder and gradation of plantaggregates in plant mix, and6.1.5 Determination and verification of mix properties forcomparison with the mix design.6.2 Field Testing and InspectionThe field services of aroad and paving materials testing and
37、inspection agency shallinclude some or all of the following capabilities:6.2.1 Investigation of aggregate at the source for compli-ance with specification requirements,6.2.2 Inspection of proportioning and mixing at the plant orproject site in accordance with users requirements.6.2.3 Inspection of h
38、andling, laying, and rolling operationsof the mixture at the site,6.2.4 Determination of thickness of compacted mixture, and6.2.5 Determination of density and the percent compactionof a bituminous pavement after construction.NOTE 1Since the requirements for construction control can varywidely from p
39、roject to project depending upon the nature of the mixture,location, and intended use of the bituminous mixture in the project, thecapability of the agency for testing and inspection should be that necessaryto accomplish construction control of the users specific project or specialrequirements.7. Pe
40、rsonnel Qualifications7.1 Management and SupervisionThe testing and inspec-tion services of the agency shall be under the direction of aperson charged with scientific or engineering managerial re-sponsibility. This person should be a licensed engineer and afull-time employee of the agency and shall
41、have a minimum of5 years experience in inspecting and testing of road and pavingmaterials and construction; however, in place of being alicensed engineer, a person with equivalent science-orientededucation and experience in having satisfactorily directedtesting or inspection services, or both, of ro
42、ad and pavingmaterials is acceptable. This person shall possess all applicableprofessional licenses or certificates required by public law orrequirements of the authority in one or more fields which theperson directs.7.2 Field/Plant Inspector or Testing Technician Supervisor:7.2.1 This person shall
43、have a minimum of 3 years ofrelevant and progressively more responsible experience intesting or inspection, or both, of road and paving materials andhot mix asphalt construction as appropriate to their jobclassification.7.2.2 This person shall have applicable technician level orinspector level, or h
44、igher, certifications/qualifications (see Note2) through a program approved by a state DOT or a national orregional authority.7.3 Field/Plant Inspector or Testing Technician:7.3.1 This person shall have applicable technician level orinspector level certifications/qualifications (see Note 2)through a
45、 program approved by a state DOT or a national orregional authority.7.3.2 Trainees working toward certification can be used toperform the inspection or test, or both, if they work under thesupervision of a certified/qualified individual as described inSections 7.2.2 or 7.3.1, at the same facility, p
46、roject, or plant.The trainee cannot evaluate the test or inspection results or signacceptance reports. The trainee must achieve certificationwithin 2 years from the start of work as a trainee.7.4 It is satisfactory for a person to fill one or more of thelevels of management, supervision, inspector,
47、or technicianpositions in accordance with 7.1, 7.2, and 7.3 provided thatperson qualifies for the highest level. It is also recognized thatfrequently a few laboratory control tests are conducted at smallfield or peripheral locations; it is not the intent of this practicethat the supervisory personne
48、l be directly present at suchlocations at all times.NOTE 2The organization certifying should meet the requirements ofPractice D5506.8. Quality System Criteria8.1 The agency shall establish and implement a qualitysystem which meets the following criteria:8.1.1 Quality System Manual (QSM)The agency sh
49、allestablish and maintain a QSM that conforms to the require-ments in Section 9. Each document in the QSM shall indicateits preparation date. If a document is revised, the date ofrevision shall be indicated on the document. The QSM shall beavailable for use by laboratory staff.8.1.2 Quality System ManagementThe agency shall des-ignate a person(s) having responsibility for determining ifquality system implementation activities are being conductedby agency staff in the manner specified in the agencys qualitysystem manual. This individual(s) shall have
