Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 certification, nthe written d

10、on of surfaces, control of ambient conditions, appli-cation and repair of coating systems, and inspection.3.1.6 Code of Federal Regulations (CFR), nthe rules andregulations of the United States Federal Government. The codeis subdivided into titles, with Title 10 (10 CFR) applying toenergy.3.1.7 pain

11、tings/coatings/linings, nessentially synony-mous terms for liquid-applied materials consisting of pigmentsand fillers bound in a resin matrix, which dry or cure to forma thin, continuous protective or decorative film. “Linings”indicate an immersion environment.3.1.8 deviation, na departure of a char

Examples of nonconformancesinclude: physical defects, test failures, incorrect or inadequatedocumentation, or deviation from prescribed processing, in-spection, or test procedures.3.1.13 owner, nthe person, group, company, or corpora-

19、tion who has or will have the license for the facility orinstallation.3.1.14 owners designee, na person or persons authorizedby the owner to act in his behalf.3.1.15 vendor, nany individual or organization who fur-nishes items or service to a procurement document.4. Significance and Use4.1 Quality a

20、ssurance, as covered by this practice, com-prises all those planned and systematic actions necessary toprovide adequate confidence that safety-related coating work innuclear facilities as defined in Guide D 5144, will performsatisfactorily in service.4.2 It is not practical to impose all the require

21、ments of thispractice on certain specific items that require only a smallquantity of coating material. The owner, consistent with hisformal Quality Assurance Program, may accept affidavits ofcompliance or certification attesting to the quality of a shop orfield coating for such items. If required by

22、 licensing commit-ment; safety-related coatings that are not qualified or for whichthe quantification basis is indeterminate as defined in GuideD 5144, shall be identified, quantified, and documented.4.3 This practice may be incorporated in a project specifi-cation by direct reference or may be used

23、 to provide guidelinesfor the quality assurance program for coatings, on the basis ofthe owners requirements. Effective use of this practice mayalso require the incorporation of applicable sections in projectspecifications for coatings on concrete, steel, equipment, andother related items.5. General

24、 Quality Assurance Requirements5.1 This section defines the general quality assurance re-quirements necessary for compliance with this practice. Theserequirements shall apply to all other sections of this practice.5.2 The owner or the owners designee shall be responsiblefor determining whether sourc

25、e inspection or a certificate ofcompliance attesting to the quality of coating work activity isrequired.5.3 The general quality assurance requirements necessary tomeet the purpose of this practice provide an acceptable basisfor establishing a protective coating quality assurance program.All deviatio

26、ns from or exceptions to these requirements shallbe reviewed by and shall be subject to approval by the owneror his designee before implementation. If unapproved devia-tions are discovered during any phase of the coating workactivity, a nonconformance report shall be completed either bythe owner, ve

27、ndor, or owners designee. The owner or theowners designee shall approve the disposition of the noncon-formance report in accordance with the owners quality assur-ance program.NOTE 1Notification of the Nuclear Regulatory Commission (NRC) isrequired by 10 CFR 21 for certain types of defects and noncom

28、pliances.5.4 Safety-related coating work shall be governed by pro-grammatic and procedural quality provisions that ensure thatthe requirements of 10 CFR 50, Appendix. B as defined aresatisfied. Guidance in this regard is available in ANSI N45.2and ASME NQA-1. Refer, also, to EPRI TR-109937.6. Contro

29、l of Selection and Qualification of CoatingMaterials6.1 All qualifications of coating materials shall meet theapplicable standards referenced in Guide D 5144 to the extentdefined by the owner or the owners designee in design criteria,safety analysis reports, quality assurance program, or othercontro

30、lling documents.6.2 The coating manufacturer shall furnish recommendedsurface preparation and application procedures for each coatingsystem on each substrate as covered by the project specificationincluding previously coated surfaces as applicable. The coatingmanufacturer shall also furnish recommen

31、ded storage condi-tions for each coating material specified.7. Control of Coating Manufacturing7.1 The coating manufacturer shall maintain a QualityAssurance Program and shall provide adequate documentationto show that the quality of a given coating system as suppliedis the same composition as (with

32、in owner approved manufac-turing tolerances) the coating system previously tested forqualification. The coating system shall be requalified if thereare significant changes in formulation or end-product proper-ties. The manufacturer shall provide the owner or the ownersdesignee documentation based on

33、 the criteria stated in 7.1.1-7.1.5.7.1.1 The coating manufacturer shall provide the purchaserwith a product identity certification record for each batch ofcoating material shipped. As a minimum, the product identitycertification record shall contain the following information:7.1.1.1 Established acc

34、eptance criteria ranges and batchcharacteristics for weight per gallon and viscosity,7.1.1.2 Batch number,7.1.1.3 Date manufactured,7.1.1.4 Shelf life expiration date,7.1.1.5 Certification (signed by a responsible technical man-ager) that the product shipped is the same composition (withinowner-appr

35、oved manufacturing tolerances) as the producttested for qualification.7.1.2 Separate acceptance criteria may be established forevaluation at time of manufacture and for evaluation during theshelf life period, but these shall be separately identified.7.1.3 Data which is generic to the product and not

36、 batchspecific (for example, nonvolatile, cure time, pot life, etc.) shallD3843002be furnished to the owner as requested, but need not beduplicated on each product identity certification record.7.1.4 Material which has exceeded shelf life may be re-evaluated by testing and the shelf life extended in

37、 writing bythe manufacturers technical department. Testing for extensionof shelf life shall be performed on an unopened containerremoved from the job site storage area, and not from a retainedlaboratory sample.7.1.5 The owner may elect to perform verification testing ofproducts received to ensure co

38、mpliance with this practice.7.2 Each container shall be labeled with the product desig-nation. The label or container shall bear a batch number orother factory marking, permanently affixed, showing the indi-vidual lot or batch designation. The date of manufacture, andthe shelf life expiration date s

39、hall appear separately on the labelor container.7.3 Retained batch samples from products furnished for theproject shall be kept by the manufacturer for the stated shelflife.8. Control of Surface Preparation of Substrates8.1 This section defines the quality assurance requirementsfor the surface prepa

40、ration of bare substrates or of previouslycoated surfaces.8.2 The surface preparation of substrates or of previouslycoated surfaces shall conform to the requirements of the projectspecification. Treatment of nonqualified or noncompatibleconcrete primers/sealers and concrete form-release agents shall

41、be addressed.8.3 The project specification shall include inspection meth-ods to ensure the requirements of the specification are met.8.4 The coating applicator shall follow written surfacepreparation procedures addressing each substrate to be coatedincluding previously coated surfaces.8.5 The respon

42、sible organization shall report on surfacepreparation for each area of work, in accordance with approvedprocedures.9. Control of Application of Coating Systems9.1 This section defines the quality-assurance requirementsnecessary to comply with this practice to ensure that theapplied coating system is

43、 basically the same as that which wastested for qualification.9.2 The coating applicator shall follow written owner ac-cepted application procedures for applying each coating systemon each substrate and on each previously coated surface.9.3 All application personnel shall be qualified and theirquali

44、fication documented in accordance with the applicablequality assurance program. Practices D 4227 or D 4228 pro-vide guidelines.9.4 Receiving, storing, and dispensing of coating materialsshall be appropriately documented as per established require-ments.9.5 The responsible organization shall report o

45、n the appli-cation work for each area of work, in accordance withapproved procedures.10. Control of Coating Inspection10.1 It is the responsibility of the owner as identified in 5.3to specify and verify control measures to assure that theinspection of the coating work is adequate to achieve therequi

46、red quality. Inspection hold points shall be established toensure in-process inspection results are adequate. The owner orthe owners designee shall be responsible for the inspectionactivity. In all cases the inspection function shall be properlydocumented as required for record purposes by Appendix

47、B of10 CFR 50 andANSI N45.2 and shall, when required, meet theintent of NQA1.10.2 All inspection personnel shall be qualified and certifiedin accordance with applicable quality assurance programs.Guide D 4537 provides guidelines.10.3 Inspection shall conform to all the applicable require-ments of th

48、e project specification and all other applicablerequirements of this document.10.4 Coating inspection record shall be maintained by theowner.10.5 In the case of any deviation or defective work, thecorrective action shall be documented in accordance with 5.3.10.6 Final acceptance of completed work sh

49、all be docu-mented.11. Documentation11.1 Sufficient quality-assurance records and documentsshall be maintained to furnish objective evidence of compli-ance with the specifications and the specified quality assuranceprocedures.11.2 Documentation shall be maintained by the owner or theowners designee as defined in the owners quality assuranceprogram.11.3 Distribution of documentation shall be as defined in thequality assurance procedures.12.
