Significance and Use4.1 This practice provides basic criteria for the developmentand operation of a certification organization, selection ofexaminat

18、r and limitations on the relationship between theexaminer and the examinee are given in this practice.4.2 The basic criteria provided by this practice is intended tobe supplemented by more specific criteria serving the require-ments of the certification organization.4.3 It is unrealistic and uninten
19、ded that each individual becertified for every test that the employing agency performs.Rather it should be a goal of an agency that a majority ofpersonnel normally performing a given test are certified.Depending on the purpose of the testing, it may be appropriatefor the client to specify whether or
20、 not a certified technicianshould perform a given test.4.4 Although this practice calls for certification specific to asingle ASTM test method, it is not intended that the certifica-tion organization avoid grouping related test methods in theinterest of efficiency.5. Certification Organization5.1 St
21、ructure:5.1.1 The certification organization shall be administrativelyindependent in matters pertaining to certification. Administra-tively independent means that all policy decisions relating tocertification matters are the sole decision of the certifyingorganization and not subject to approval by
22、any other body andthat all financial matters related to the operation of thecertifying organization are segregated from those of the parentor affiliated organization.5.1.1.1 A certifying organization that is not a legal entity inand of itself shall provide proof that the organizations gov-erning bod
23、y is administratively independent in certificationmatters from the organization of which it is part.5.1.2 The certification organization shall disclose, throughpublication of a publicly available document, rules and proce-dures that describe how the certificant, the employer, and thespecifying entit
24、y have input into the policies and decisions ofthe organization.5.2 Resources:5.2.1 The certification organization shall disclose, throughpublication of a publicly available document, evidence that theorganization has the financial resources to properly conduct thecertification activities.5.2.2 The
25、certification organization shall disclose, throughpublication of a publicly available document, evidence that itsstaff possesses the knowledge and skill necessary to conductthe certification activities or has available and makes use ofnon-staff consultants and professionals to sufficiently supple-me
26、nt staff knowledge and skill.5.3 Responsibilities:5.3.1 The certification organization shall disclose, throughpublication of a publicly available document, evidence that themechanism used to evaluate individual competence is objec-tive, fair, and based on the knowledge and skills needed toproperly p
27、erform the test method(s).5.3.2 The certification organization shall publish, at leastannually, a summary of certification activities to includenumber tested, number passing the examinations, numbercertified, and, when applicable, number re-certified.5.3.3 The certification organization shall provid
28、e a mecha-nism for responding to inquiries from individuals and organi-zations wanting to verify that a particular certificant has aspecific certification.5.4 Records:5.4.1 The files of the certification organization should con-tain at least the following:5.4.1.1 Examination identity and date admini
29、stered,5.4.1.2 Examination question source,5.4.1.3 Identity and qualifications of written examinationproctor,5.4.1.4 Identity and qualifications of performance examina-tion examiner, and5.4.1.5 Examination question performance statistics.5.5 Evidence of Certification:5.5.1 Evidence of certification
30、shall be issued by the orga-nization to the candidate upon successful completion of theexaminations. Certification shall include the date of certifica-tion, the period of certification, and the ASTM test method ortest methods for which the examinee is qualified.5.5.1.1 The ASTM test method shall be
31、listed by use of“ASTM,” the test method designation, and the year of theversion used for the certification, for example, “ASTMD XXXX 86.”6. Examiner6.1 The performance examination examiner shall be aqualified professional with at least five years of experience atperforming and supervising the perfor
32、mance of a variety ofASTM test methods and shall have repeatedly performed theASTM test method(s) the examinees will be performing.6.1.1 The examiner shall not be a relative, a supervisor, oran associate (co-worker) of the examinee.6.1.1.1 When there is a possibility of conflict of interest,document
33、ation shall be attached to the examinees file certify-ing that there is sufficient separation in the organizationsstructure between the examiner and examinee so that it is notin the examiners interest whether or not the examinee iscertified.6.2 In the interest of efficiency, use of qualified assista
34、ntexaminers may be appropriate.6.2.1 The assistant examiner shall be an individual with atleast one-half year of experience at performing the ASTM testmethod(s) and shall be certified for the ASTM test method(s)the examinees will be performing.6.2.2 The assistant examiner shall not be a relative, as
35、upervisor, or an associate (co-worker) of the examinee.6.2.3 The assistant examiner, if used, shall assist the exam-iner and cannot be used in lieu of the examiner.7. Examinee7.1 Examinee must be sufficiently literate to read andanswer questions of the written examination, to be capable ofperforming
36、 required calculations, to place necessary data informs or unformatted data tables, and personally perform thetest method.8. Certification and Recertification8.1 Initial certification shall be valid for a period not toexceed five years. This period for which the certification isD 52552valid shall be
37、 clearly and prominently stated on any documentsthat attest to the certification(s) held by the individual.8.2 Recertification shall be valid for a period not to exceedfive years. This recertification action and the period for whichthe recertification is valid shall be clearly and prominentlystated
38、on any documents that attest to the certification(s) heldby the individual.8.2.1 The recertification process shall involve, as a mini-mum, the performance examination.NOTE 2An appropriate written examination should be given if suffi-cient changes to the test method have occurred which cannot be prop
39、erlycovered by the performance exam.8.3 Revocation of certification for just cause shall occuronly after due process is provided to the person charged.9. Written Examination9.1 The written examination shall be prepared by qualifiedprofessionals thoroughly familiar with the ASTM test meth-od(s). The
40、examination shall be changed periodically. Allmeasures required to prevent compromise of the examinationshall be taken.9.1.1 When there is reasonable suspicion of compromise ofan examination, that examination shall not be used.9.2 The examination shall stress the essentials of the ASTMtest method(s)
41、, as well as details. In particular, commonsources of error of the test should be the basis for a number ofexamination questions. A basic understanding of the principlesunderlying the test method and the basis of some of therequired calculations for the test method should also bestressed. The questi
42、ons shall cover the test method elementssuch as apparatus, specimen preparation, test procedure, andreport requirements.9.3 The written examination shall be given in a room thatprovides the lighting level, noise control, work space, ventila-tion, and temperature control that is universally recognize
43、d asnecessary for a testing facility in which written examinationsare administered.10. Performance Examination10.1 The performance examination for each test methodshall be administered by one or more examiners meeting therequirements of Section 6.10.2 The examiner shall conduct the performance exami
44、na-tion for a given ASTM test method in accordance with apre-established checklist that recognizes and weighs the stepsthat must be done to properly perform the test method.10.3 The performance examination shall be given in anenvironment that duplicates or attempts to duplicate the envi-ronment wher
45、e the ASTM test method is normally conducted.11.
