Significance and Use4.1 This practice provides requirements for the handling,transportation, and storage of HCFC Blend B encountered indistribution

11、through both commercial and military channels. Itis intended to ensure that HCFC Blend B is handled, trans-ported, and stored in such a way that its physical propertyvirtues are not degraded. Transport may be by various means,such as, but not limited to, highway, rail, water, and air.5. Practice5.1

12、To ensure safe handling, loading, unloading, storing,and transporting of material, personnel shall be trained in theCGA publications and Title 49 CFR regulations as listed inSections 2.2 and 2.3, respectively.5.2 Handling:1This practice is under the jurisdiction of ASTM Committee D26 on Haloge-nated

15、or both, cylinders ofHCFC Blend B shall be trained properly to recognize andidentify the characteristics of the product and the propermethods of safely handling full, partially full, and emptycylinders.5.2.2 All HCFC Blend B transfers between storage contain-ers and recycling processes shall be perf

16、ormed by personneltrained in handling procedures.5.2.2.1 HCFC Blend B recycling and transfer processesshall be in conjunction with the equipment specified by themanufacturer.5.2.3 HCFC Blend B handling shall be in nonsmoking,heater-free, ventilated areas to preclude product accumulation.Provisions s

17、hall be made to ensure that service areas limitHCFC Blend B concentrations do not exceed 20,000 ppm(2 %) by volume for 1 min and 50 ppm by volume for a timeweighted exposure of 8 h.5.2.4 Cylinders shall not be overfilled. The liquid portion ofthe HCFC Blend B must not completely fill the containersi

18、nternal volume at any temperature up to and including 130F(54C). The maximum permitted filling density for HCFCBlend B shall be 86 lb/ft3(1377 kg/m3). Filling density require-ments are specified in Title 49 CFR, 173.304 and Title 49 CFR,173.305. Recommended fill density is 76 lb/ft3(1219 kg/m3)orles

19、s.5.2.5 Handling of materials should be done in a manner thatprevents contamination or commingling of halocarbons otherthan HCFC Blend B.5.2.6 Cylinders shall be free of dirt and contamination thatwould contribute to or would cause deterioration of productduring shipment or storage. Precautions shou

20、ld be taken toprevent the entry of oil, water, or any other foreign matter intocontainers. Unique coatings or preservatives applied prior toshipment to protect the containers are not considered contami-nation.5.3 Transportation:5.3.1 Transportation shall be as specified in accordance withDOT regulat

21、ions of Title 49 CFR.5.3.1.1 Shipment of materials between collectors, recyclers,and reclaimers should be within approved DOT guidelines forClass 2, Division 2.2, regulated materials. Any further provi-sions for special transportation or packaging should be agreedupon between the collectors, recycle

22、rs, and reclaimers.5.3.1.2 The minimum design pressure requirements shall beas indicated in Title 49 CFR, Part 173.304. The pressure insidethe container at 70F (21C) shall not exceed the servicepressure for which the container is marked. The pressure insidethe container at 130F (54C) shall not excee

23、d54 times theservice pressure for which the container is marked. Fig. 1illustrates the effect of temperature on a typical storagecylinder filled with HCFC Blend B. 24、zed to 100 psig With ArgonD 7123 042compressed liquefied gas, typical cylinder fill density varia-tions do not impact the pressure enough to provide an isometricdiagram.5.3.2 Transportation shall be by suitable vehicles to pre-clude cylinder damage by excessive mechanical vibration,shock, freezing,

25、or deleterious high temperatures throughoutthe entire transport route.5.3.2.1 If cylinders are expected to be subjected to unac-ceptable transport conditions, the cylinders should be placedunder insulated conditions.5.3.3 Compressed gas cylinder permanent marking require-ments shall be as specified

26、under Part 178 of Title 49 CFR andmust be maintained in legible condition as required by Part 173of Title 49 CFR. Warning labels shall be affixed to cylindersconforming to requirements of Part 82.106 of Title 40 CFR.5.4 Storage:5.4.1 Storage shall be in accordance with CGA P-1, SafeHandling of Compr

27、essed Gases in Containers, in qualifiedcylinders in accordance with Parts 173 and 178 of Title 49CFR.5.4.2 Cylinders should be stored in areas that will protectvessels from physical and environmental damage and tamper-ing from unauthorized personnel.5.4.2.1 Facilities should be of construction and o

28、rientationso that safety requirements are fulfilled for the storage ofpressurized cylinders.5.4.3 Storage cylinders shall be fitted with pressure releasemechanisms to limit vessel pressure to not more than theminimum required test pressure of the cylinder. Safety reliefvalves should be set not less

29、than 75 %, nor more than 100 %of the minimum required test pressure of the cylinder. Safetyvalves shall be in contact with the vapor space of the cylinder.5.4.3.1 Periodic hydrostatic testing and reinspection of cyl-inders used for recycled HCFC Blend B shall comply with Title49 CFR, Part 180.5.4.4

30、Containers shall be clearly marked and labeled toidentify whether the HCFC Blend B contained does or does notconform to Specification D 7122.5.4.5 Insulation shall be placed on pallets or shoring, andprovisions should be made to prevent excessive shock orthermal fluctuations to cylinders.5.4.6 Cylin

31、ders shall be stored in a manner that will preventcontamination from external sources.5.4.6.1 If HCFC Blend B meeting the standards of Specifi-cation D 7122 is stored in the same area as material notmeeting the standards, storage shall be segregated or clearlyidentifiable as not being similar.6. Ins

32、pection6.1 HCFC Blend B that is reclaimed using HCFC Blend Bmanufacturer-approved reclamation systems may be releasedfor reissue, provided test examination to validate the materialto specification is fulfilled.6.1.1 Reclaimed HCFC Blend B that cannot be proven tocomply with Specification D 7122 shal

33、l not be reissued. Thematerial will be processed by environmentally safe methodsuntil conformance to the product standard is achieved.7.
