Re-claimed asphalt shingles (RAS) are used in roadway and otherapplications including asphalt paving materials and unboundmaterials such as granular fill.1.2 Guidance is provided relating to material quality, mate-rial quality control, and also operato

17、uct obtained from crushing, grinding, screening, andotherwise processing and recycling shingles derived frommanufacturing scrap (that is, manufacturing waste), tear-offroofing (that is, post-consumer materials), or other shinglemanufacturing waste and post-consumer asphalt shingles.3.2.4 unbound, ad

18、jdescriptor for any granular materialthat has insufficient tensile strength to bear load and has low(less than 5 % by volume) shrinkage potential.4. Significance and Use4.1 Use of reclaimed asphalt shingles in asphalt productionhas become commonplace in transportation applications.4.2 Use of reclaim

19、ed asphalt shingles in unboundapplications, such as granular fill, alone or in mixtures withother materials, is developing.4.3 The quality of RAS is critical for successful reuse of theshingles in asphalt production and other unbound applications.Various specifications are used regarding RAS.4.4 Thi

20、s practice provides a common baseline frameworkfor assuring material, operator, and facility quality for RASproduction.4.5 This practice provides sourcing, inspecting, sampling,testing, and stockpiling requirements for RAS operators.4.6 This practice includes a certification form that is usedfor qua

21、lity control and quality assurance for the facility,operations, and incoming material and outgoing product.5. Material Quality Specifications5.1 GeneralThe material quality specifications are de-signed to ensure that the operator and the facility produces aRAS product that meets appropriate, generic

22、 quality specifica-tions. Therefore, the limits contained within this ASTM stan-dard may be considered as minimum quality standards. Indi-vidual asphalt material producers, RAS users, and localagencies may make their individual RAS specifications morestringent than what is provided herein to meet lo

23、cal require-ments.5.2 The operator and facility shall meet the followingsourcing, inspecting, sampling, testing, and stockpiling re-quirements:5.2.1 Only asphalt shingles are admissible. Other asphaltroofing products (for example, built up roofing, rolled roofing,sheet roofing, slate shingles, clay

24、tile shingles) are not eligible.5.2.2 Incidental amounts of other roofing materials (forexample, wood, plastic, metal) are allowed in the incomingloads to the operator.5.2.3 Each incoming load (defined as manufacturing scrapor tear-off roofing asphalt shingles from a single source,maximum 250 tons;

25、if multiple truckloads are derived from thesame source, they may be combined up to a maximum mass of250 tons) shall be inspected and tested for the presence ofasbestos and cleared for use by a certified inspector (conform-ing to relevant local, state/provincial/regional, and national/federal regulat

26、ions) at the facility prior to any processing orco-mingling with other loads. If shingles can be identified asbeing sourced from either manufacturer rejects producedwithout asbestos or tear-off roofing not containing asbestos, theload shall be exempt from such inspection.5.2.4 Asbestos testing shall

27、 be conducted using polarizedlight microscopy in accordance with applicable local, state/provincial/regional, or national/federal regulations.NOTE 2As an example, EPAMethod 600-R-93-116 is used in the U.S.for building materials.NOTE 3Additional information on the presence of asbestos may beobtained

28、using transmission electron microscopy.5.2.5 If asbestos is determined to be present, as defined inrelevant local, state/provincial/regional, and national/federalregulations, at any time during the testing process, the entireload containing the asbestos contaminated shingles shall berejected, remove

29、d from the facility, and properly disposed of ata licensed and/or permitted landfill or other regulated wastecontainment facility.NOTE 4As an example, according to EPA Method 600-R-93-116,the presence of asbestos concentration more than 1 % indicates anasbestos containing material.5.2.6 No shingles

30、containing asbestos shall be included inthe outgoing RAS product.5.2.7 The outgoing RAS product shall be processed so that100 percent passes the 12.5 mm (12 in.) sieve and at least 95percent passes the 9.5-mm (38 in.) sieve.5.2.8 The outgoing RAS product shall be substantially freeof extraneous wast

31、e materials and entirely free of whole, intactnails. Total extraneous materials such as metals, glass, rubber,nail fragments, soil, brick, tars, paper, wood and plastic shallnot exceed 1 percent by mass. Lightweight extraneous mate-rials such as paper, wood and plastic shall not exceed 0.5percent by

32、 mass.5.2.9 The outgoing RAS product shall not contain morethan 15 percent moisture. The operator shall take necessarysteps to ensure excessive moisture is not retained in the RASstockpiles.5.2.10 The operator shall test the samples for compliancewith the requirements specified herein (in accordance

33、 withrequirements provided in Section 6).5.2.11 All samples shall comply with the requirementsspecified herein. Noncompliance shall necessitate that theentire stockpile be rejected.5.3 The operator shall complete a Facility and MaterialCertification Form (an example is presented in Annex A1). Adiffe

34、rent (for example, company-specific) form may be usedprovided that all of the information contained on the form inAnnex A1 is included.6. Material Quality Control Testing6.1 GeneralQuality control testing shall be conducted onthe finished RAS product after screening or other finishingprocesses are c

35、ompleted.6.2 Testing shall be completed using the following proce-dures:6.2.1 For testing, the sampling criteria shall be based ondesignations by the specifying entity.6.2.2 If specified values are not provided, operator shall:D8012 1826.2.2.1 Collect a minimum of three samples of the finishedRAS pr

36、oduct from random locations per active stockpile ofprocessed material during each production day at the facility.Additional samples may be collected as needed for replicatesfor verification by the asphalt material producer or the pavingproject owner.6.2.2.2 The operator shall use standard stockpile

37、samplingprocedures in Practice D75/D75M for RAS product sampling.6.2.2.3 Each sample shall have a minimum mass of 2 kg.6.2.3 Perform gradation testing on a specimen obtainedfrom each sample in accordance with Test Method C136.6.2.4 Determine mass percentage of extraneous materialsfor each gradation

38、specimen. Identify extraneous materials byvisual observation and determine the mass of extraneousmaterials in the fraction of the gradation specimen retained onthe 4.75-mm (No.4) sieve. Calculate extraneous materialamounts (total and lightweight fraction, 5.2.8) as percentage ofthe mass of total spe

39、cimen used for gradation testing.6.2.5 Determine moisture content in accordance with TestMethod D2216 (Method A) on each sample.6.2.6 All test results, including copies of original laboratoryreports, shall be provided upon request to appropriate entity(for example, asphalt material producer and/or p

40、avementproject owner).7. Operator and Facility Qualifications7.1 GeneralThe operator shall:7.1.1 Secure a supply of manufacturing scrap and/or tear-offasphalt shingles and stockpile these materials; grind andotherwise process these materials; and test and stockpile theoutgoing RAS product.7.1.2 Be c

41、ompliant with local, state/provincial/regional, andnational/federal solid waste management rules, laws, andregulations.7.1.3 Be compliant with other local, state/provincial/regional, and national/federal rules, laws, and regulations.7.1.4 Provide certification that the RAS product does notinclude as

42、bestos according to local, state/provincial/regional,and national/federal regulations.7.1.5 Meet RAS material quality standards specified herein.7.1.6 Meet other stockpiling, sampling, and testing require-ments specified herein.7.1.7 Have the necessary plans in place for protectingworker health and

43、safety and the environment.7.1.8 Have in place a workplace accident prevention pro-gram that addresses workplace hazards in accordance withlocal, state/provincial/regional, and national/federal require-ments.7.1.9 Maintain a quality manual.8.
