Scope*1.1 This specifica

3、tion defines the minimum requirements forinspection agency personnel or testing agency laboratorypersonnel, or both, and the minimum technical requirementsfor equipment and procedures utilized in the testing andinspection of construction and materials used in construction.1.2 Criteria is provided fo

4、r evaluating the capability ofagency to properly perform designated tests on constructionmaterials, and establishes essential characteristics pertaining tothe organization, personnel, facilities, and quality systems ofthe agency. This specification may be supplemented by morespecific criteria and re

5、quirements for particular projects.1.3 This specification can be used as a basis to evaluate anagency and is intended for use in qualifying and/or accreditingagencies, public or private, engaged in the testing and inspec-tion of construction and materials. Building officials can useSpecification E 3

6、29 as a tool in the qualification and establish-ment of competency of inspection and testing agencies in thefields covered by Specification E 329.1.4 A certificate of accreditation, including the scope ofaccreditation, is required to comply with this standard.1.5 The users of an accredited agency mu

31、ssionNondestructive testing includes alltest methods that do not impair the serviceability of thematerial, part, or assembly under test. Nondestructive tests arespecific. They usually reveal only the specific kinds of defectsand conditions for whose detection they were designed. Con-sequently, they

Significance and Use4.1 The testing and inspection of construction materials isan important element in obtaining quality construction. Atesting and inspection agency must be selected with care a

38、ftera comprehensive evaluation of its competency to perform thework properly.4.2 This standard provides basic minimum criteria for use inevaluating the qualifications of technically oriented testing orinspection agencies, or both. The criteria may be supplementedby more specific criteria and require

39、ments for particular classesof testing or types of inspection agencies. An individual usercan also use it to judge the competency of an agency. Theexistence of a formal accrediting authority such as a federal,state, or independent agency is not necessary for the use of thisspecification, but the spe

40、cification can be used as a basis foraccreditation, if desired.4.3 The intent of this standard is to provide a consensussystem standardized basis for requirements for a technicallyoriented testing or inspection agency, with respect to theagencys capability to objectively and competently provide thes

41、pecific services needed by the user without prejudice.4.4 Typically, evaluating an agency involves the followingthree essential sequential phases:4.4.1 Submittal of basic information in accordance with thecriteria of this specification to the evaluator by an agencydesiring to be qualified to this st

42、andard,4.4.2 Evaluation of the agency-submitted information, and4.4.3 On-site verification of the agency-submitted informa-tion by the user or a qualified national authority.5. Organization and Management5.1 The agency shall be legally identifiable. It shall beorganized and shall operate in such a w

43、ay that its facilities meetthe requirements of this standard.5.1.1 Main facilities, sub-facilities, and permanent site fa-cilities shall maintain staff, equipment, procedures, and docu-mentation as required in this standard. The manager for themain facility may also be responsible for a sub-facility

44、 orpermanent site facility (see 6.2.1). Main facilities, sub-facilities, and permanent site facilities shall be accredited inaccordance with 9.4.1 to perform the functions described in3.1.2.1 and/or 3.1.2.2 of this specification.5.1.2 Temporary site facilities offering a defined scope ofservices for

45、 a specific project, which are demonstrably underthe main facilitys or sub-facilitys technical direction andquality program, do not require separate accreditation. Agen-cies that use temporary site facilities for their projects shalldescribe the operation of these facilities in their qualitymanual.5

46、.1.3 An endorsement for the operation of temporary sitefacilities shall also be listed on the agencys accreditationcertificate.5.2 The agency shall:5.2.1 Have managerial staff with the authority and resourcesneeded to discharge their duties.5.2.2 Have arrangements to ensure that its personnel are fr

47、eefrom any commercial, financial, and other pressures includingtrade organization rules that might adversely affect the qualityof their work.5.2.3 Be organized in such a way that confidence in itsindependence of judgment and integrity is maintained at alltimes.5.2.4 Specify and document the responsi

48、bility, authority,qualifications, and interrelation of all personnel who manage,perform, or verify work affecting the quality of inspections ortests, or both.5.2.5 Provide supervision by persons qualified to performthe inspections and tests and to implement relevant procedures.They should also be qu

49、alified to evaluate the objective of theinspections or tests and the results. The ratio of supervisory tonon-supervisory personnel shall be such as to ensure adequatesupervision.5.2.6 Have a technical manager (however named) who hasoverall responsibility for the technical operations.5.2.7 Have a quality manager (however named) who has theresponsibility for the quality system and its implementation.The quality manager shall have direct access to the highestlevel of management at which decisions are made on agencypolicy or resources, and to the
