This guide is intended to identify conditions that maycause a fire test report which was valid when pre

4、pared to nolonger be an appropriate tool upon which decisions about thematerials or products can be based.1.3 Application of this guide is dependent on the technicalchanges in the fire test standard that could impact the testresults and thus the classification of the material or product.Application

5、of this guide will be better facilitated when fire teststandards include explicit documentation of significant histori-cal technical changes.1.4 This guide does not address fire test reports relating tofire resistance tests.1.5 The determination of the validity of a fire test report isoutside the sc

Summary of Guide4.1 This guide contains guidelines to evaluate the continuedapplicability of reaction to fire test reports.4.2 The procedures to be followed for assessing continuedapplicability of a fire test report may be a function of the typeof fire test conducted and

19、of the type of material or productassessed.4.3 When considering the continued applicability of a firetest report, the questions in 4.3.1 through 4.3.3 should beasked.4.3.1 Is the edition of the standard referenced in the fire testreport and that of the regulatory requirement different?4.3.2 Is the m

20、aterial or product listed in the fire test reportdifferent from the material or product being offered for usenow?4.3.3 Are the differences in 4.3.2 and the technical differ-ences between the two standards in 4.3.1 small enough not toaffect the performance and the safety of the material or productin

Significance and Use5.1 This guide identifies concepts for assessing the contin-ued applicability of fire test reports used in building regulation.It provides guidance to users and requesters of fire test reports,developed in accordance with the fire response test standard

22、s,such as those from ASTM, UL, or NFPA, to determine thecontinued applicability of a fire test report for regulatory use.5.2 This guide assumes that a fire test report generated by atest laboratory represents the performance of the material orproduct in accordance with a fire test standard identifie

23、d in thereport at the time a specific material or product was tested.5.3 This guide is not designed to assist in determining thecontinued applicability of a material or product that is listed,labeled, or given in an evaluation report.5.4 This guide is not designed to assist in determiningwhether a t

24、est laboratory conducted the test reference in the firetest report in accordance with a standard test protocol.5.5 This guide is not designed to assist in determiningwhether the fire test laboratory issuing a fire test report met therequirements of competence of testing and calibration meth-ods.45.6

25、 This guide is not designed to assist in determining theapplicability of a fire test report with respect to the measure-ment uncertainty developed in accordance with Guide E2536.5.7 Do not consider issuance of a new edition with onlyeditorial changes (as notated in ASTM by “epsilon,” “editori-ally r

26、evised,” or “reapproved”) as a new edition containing atechnical change.6. Evaluating Changes in the Fire Test Standard6.1 As a new edition of a regulation or a code is issued, it istypical to update all referenced standards that are current at thetime of the update.6.2 When a requester requires tha

27、t a material or productmeet a certain fire test requirement, the regulation will nor-mally contain the date of the required fire test standard.56.3 If the fire test report is based on the edition of the firetest standard referenced in the regulation, the material orproduct identified in the fire tes

28、t report is applicable.6.4 If the fire test report is based on a more recent edition ofthe fire test standard than the one referenced in the regulation,the fire test report is generally deemed to continue to beapplicable. Final determination on which standard edition isused for compliance is the jud

29、gment of the user.6.5 If the fire test report is based on an earlier edition of thefire test standard than the one referenced in the regulation, thecontinued applicability of the fire test report should be deter-mined as given in 6.5.1, 6.5.2,or6.5.3.6.5.1 A fire test report continues to be applicab

30、le if therehave been no significant technical changes to the fire teststandard that could impact the test results, and thus theclassification of the material or product, between the version ofthe standard referenced in regulation and the version refer-enced in the fire test report.6.5.2 If in the op

31、inion of the requester, or of an expertacceptable to the requester, the fire test standard referenced inregulation does not contain technical changes that could impactthe test results and thus the classification of the material orproduct from the edition identified in the fire test report, thenthe f

32、ire test report is deemed to continue to be applicable.6.5.3 If in the opinion of the requester, or of an expertacceptable to the requester, the fire test standard referenced inregulation does identify technical changes that could impact4Regulatory authorities often mandate that private sector labor

35、nced standard then become secondaryregulatory references.6.6.2 If the edition of the fire test standard referenced inregulation contains a secondary reference standard that was notpresent in the edition identified in the fire test report, the firetest report should be deemed to continue to be applic

36、able if thetest procedure that was followed to derive the fire test reportwas consistent with the secondary reference standard.7. Evaluating Changes in Materials or Products7.1 A material or product subject to a fire test should berepresentative of the construction that the test was intended toasses

37、s.7.2 A fire test report continues to be applicable if thematerial or product has not changed since the fire test reportwas issued. That is, if there has been no change to the materialor product, the fire test report is deemed to continue to beapplicable to the material or product identified in the

38、fire testreport, irrespective of the date of the fire test report.7.3 If there has been a change to the material or productidentified in the fire test report, the continued applicability of afire test report should be determined as given in 7.3.1.7.3.1 If in the opinion of the material or productman

39、ufacturer(s), or of the requester of the fire test report, thechange to the material or product can affect its fireperformance, the requester should require the opinion of anexpert acceptable to the requester of the impact of the changeto determine continued applicability of the fire test report to

40、therevised material or product.8. Additional Guidance8.1 An additional criterion to consider is the placement ofmaterial or product in a material classification system. If thefire test result noted in a fire test report is in the middle of amaterial class boundary, changes to the fire test standard

41、maybe judged to not have an effect on the classification of thematerial or product.9.
