3、 and thereby minimize the risk of injury or death. The specifichazards addressed by this standard are carrier handle strength to support the occupant, product tip over,and falls from elevated surfaces.1. Scope1.1 This consumer safety specification establishes perfor-mance requirements, test methods,

4、 and marking requirementsto promote safe use of a hand-held infant carrier by anoccupant and caregiver.1.2 This consumer safety specification is intended to mini-mize the risk of incidents to an occupant resulting from normaluse and reasonably foreseeable misuse or abuse of a hand-heldinfant carrier

5、.1.3 No hand-held infant carrier produced after the approvaldate of this consumer safety specification, either by label orother means, shall indicate compliance with this specification,unless it conforms to all requirements contained herein.1.4 This consumer safety specification is not intended toad

6、dress accidents and injuries resulting from the interaction ofother persons with the child occupant in a hand-held infantcarrier or the accidents resulting from abuse and misuse bychildren able to walk.1.5 This consumer safety specification is not intended toaddress incidents or injuries resulting f

7、rom use of the productin a motor vehicle, nor is it intended to address any issues thatmay arise from the manufacturer meeting the certificationrequirements of FMVSS-213 or other applicable add-on childrestraint standards.1.6 The values stated in inch-pound units are to be regardedas standard. Terminology3.1 Definitions:3.1.1 conspicuous, adja label that is visible, when theinfant carrier is in a manufacturers recommended use position,to a person standing near the infant carrier at any one positionaround the infant carrier but not necessarily visible from allpositions

17、.3.1.2 hand-held infant carrier, na freestanding, rigid-sided product intended to carry an occupant whose torso iscompletely supported by the product to facilitate transportationby a caregiver by means of hand-holds or handles.3.1.3 manufacturers recommended use position(s), nanyposition that is pre

18、sented as a normal, allowable, or acceptableconfiguration for the use of the product by the manufacturer inany descriptive or instructional literature. This specificallyexcludes positions that the manufacturer shows in a likemanner in its literature to be unacceptable, unsafe or notrecommended.3.1.4

19、 non-paper label, nany label material, such as plasticor metal, which either will not tear without the aid of tools ortears leaving a sharply defined edge.3.1.5 occupant, nthat individual who is in a product thatis set up in one of the manufacturers recommended usepositions.3.1.6 paper label, nany l

20、abel material which tears withoutthe aid of tools and leaves a fibrous edge.4. Calibration and Standardization4.1 All testing shall be conducted on a concrete floor, whichmay be covered with18-in. (3-mm) thick vinyl flooringcovering, unless test instructs differently.4.2 The product shall be complet

21、ely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.3 No testing shall be conducted within 48 h of manufac-turing.4.4 The product to be tested shall be in a room with ambienttemperature of 73 6 9F (23 6 5C) for at least one hourprior to testing. Testing shall t

22、hen be conducted within thistemperature range.4.5 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp edges or points asdefined by 16 CFR 1500.48 and 16 CFR 1500.49 before andafter testing to this consumer safet

23、y specification.5.2 There shall be no small parts as defined by 16 CFR 1501before testing or liberated as a result of testing to thisspecification.5.3 Product must comply with 16 CFR 1303.5.4 Wood PartsPrior to testing, any exposed wood partsshall be smooth and free from splinters.5.5 OpeningsHoles

24、or slots that exist in the product in anymanufacturers recommended use position, that are accessibleto the toes and fingers of the occupant, and that extend entirelythrough a wall section of any rigid material less than 0.375-in.(9.53-mm) thick and admit a 0.210-in. (5.33-mm) diameterrod, shall also

25、 admit a 0.375-in. (9.53-mm) diameter rod. Holesor slots that are between 0.210 in. (5.33 mm) and 0.375 in.(9.53 mm) and have a wall thickness less than 0.375 in. (9.53mm) but are limited in depth to 0.375 in. (9.53 mm) maximumby another rigid surface shall be permissible (see Fig. 3).5.6 Scissoring

Scissor-ing, shearing, or pinching that may cause injury shall not bepermissi

30、ble when the edges of any rigid parts admit a probegreater than 0.210 in. (5.33 mm) and less than 0.375 in. (9.53mm) in diameter at any accessible point throughout the rangeof motion of such parts.5.7 Exposed Coil SpringsAny exposed coil spring that isaccessible to the occupant, having or capable of

31、 generating aspace between coils of 0.210 in. (5.33 mm) or greater duringtesting in any manufacturers recommended use position(s) andtested in accordance with 7.1.2 and 7.1.3 shall be covered orotherwise designed to prevent injury from entrapment.5.8 Labeling:5.8.1 Warning Labels, whether paper or n

32、on-paper, shall bepermanent when tested in accordance with 7.4.1-7.4.3.5.8.2 Warning statements applied directly onto the surfaceof the product by hot stamping, heat transfer, printing, woodburning, etc., shall be permanent when tested in accordancewith 7.4.4.5.8.3 Non-paper labels shall not liberat

33、e small parts whentested in accordance with 7.4.5.5.9 ToysToy accessories attached to, removable from, orsold with an infant carrier, as well as their means of attachment,must meet applicable requirements of Consumer Safety Speci-fication F963.5.10 Protective ComponentsIf a child can grasp compo-nen

34、ts between the thumb and forefinger, or teeth, such as caps,sleeves or plugs used for protection from sharp edges, points,or entrapment of fingers or toes or if there is at least a 0.040-in.(1.00-mm) gap between the component and its adjacent parentcomponent, such component shall not be removed when

35、 testedin accordance with 7.3.6. Performance RequirementsNOTE 1The forces that are to be applied to the sample in the testsdescribed in Section 7 of this specification are readily applied by means ofa calibrated force gage.6.1 Carrying Handle IntegrityAll tests of 7.1 are to beperformed on the same

36、product, sequentially and withoutrefurbishing or repositioning of adjustment. 37、secure a child in the seated positions in any of themanufacturers recommended use positions.6.2.1 For infant carriers that are not for use in motorvehicles, the restraint system shall include a waist restraint andcrotch restraint. The crotch restraints use shall be mandatorywhen the waist restraint

38、is in use.6.2.2 The system and its closing means shall not slip morethan 1 in. (25 mm), break, separate, or permit the removal ofthe test dummy when tested in accordance with 7.56.3 Slip ResistanceAn infant carrier shall not slip morethan 0.12 in. (3.0 mm) within one minute when tested inaccordance

39、with 7.2.7. Test Methods7.1 Carrying Handle IntegrityFor the tests in 7.1.2 and7.1.3 the product shall be loaded to the manufacturers maxi-mum rated load or with CAMI dummy, whichever is greater. Aweighted vest (see Fig. 4) with the CAMI dummy shall be usedto achieve manufacturers maximum rated load

40、.7.1.1 Handle/Latch Preconditioning Cycling:7.1.1.1 Secure the infant carrier onto a test platform with thehandle in the manufacturers recommended carry position andso that the base of the carrier cannot move in the direction ofthe force being applied.7.1.1.2 Apply an oscillating force to the handle

41、 in theforward and rearward direction normal to a plane establishedby the center line of the rotating axis of the handle and thecenter of the grip area of the handle as shown in Fig. 5. Theoscillating force shall have a peak force of 20 6 1 lbf (89 6 4N) for 1000 cycles at a rate of 30 to 60 cycles

42、per minute.7.1.2 Forward Facing Handle Endurance Test:7.1.2.1 Place the CAMI Infant Dummy, Mark II (see Fig. 1),with weighted vest as needed, into the infant carrier and securethe harness straps in accordance with the manufacturersinstructions. Pull the CAMI infant dummys legs forward sothat the dum

43、my is tight against the crotch end of the harness.7.1.2.2 With the carry handle in the manufacturers recom-mended carry position, hang the carrier from the handle anddetermine the inclination of any convenient rigid surface on thecarrier. This value of inclination will be used in the initialplacemen

44、t of the carrier in these endurance tests.7.1.2.3 Place the conditioned infant carrier with the headend of the carrier against a pivot point on a vertical surface asshown in Fig. 6. The inclination of the carrier should be thesame as measured while hanging freely.7.1.2.4 Attach a chain, from the sam

45、e vertical surface suchthat the chain angle is 20 6 2 to the horizontal. Adjust thechain length if necessary.7.1.2.5 Allow the product to hang in this position for 15minutes.7.1.3 Rearward Facing Handle Endurance Test:7.1.3.1 Place the CAMI Infant Dummy, Mark II, withweighted vest as needed, into th

46、e infant carrier and secure theharness straps in accordance with the manufacturers instruc-tions. Push the CAMI infant dummys head and torso rearwardso that the dummy is tight against the seat back.7.1.3.2 With the carry handle in the manufacturers recom-mended carry position, hang the carrier from

47、the handle anddetermine the inclination of any convenient rigid surface on thecarrier. This value of inclination will be used in the initialplacement of the carrier in these endurance tests.7.1.3.3 Place the conditioned infant carrier with the foot endof the carrier against a pivot point on a vertic

48、al surface asshown in Fig. 7. (19 mm), in accordance with thelaminate manufacturers instruction.7.2.1.3
