Asuperscript epsilon () indicates an editorial change since the last revision or reapproval.INTRODUCTIONThis consumer safety specification addresses portable bed rail incidents that were identified by theU.S. Consumer Product Safety Commission (CPSC).I

3、n response to incident data supplied by the CPSC, this consumer safety specification attempts tominimize the following type of potential hazard through labeling and performance requirements:entrapment between the portable bed rail and mattress in the bed rail structure and entanglement onprotrusions

4、. Entrapment of a child by the head or neck can result in asphyxiation.This consumer safety specification is written within the current state-of-the-art of portable bed railtechnology. It is intended that this specification will be updated whenever substantive informationbecomes available that neces

5、sitates additional requirements or justifies the revision of existingrequirements.This consumer safety specification is not intended to address all the hazards of bed rails that areeither blatantly misused or used in a careless manner that disregards the instructional literature andwarning statement

6、s provided with each bed rail.1. Scope1.1 This consumer safety specification establishes require-ments for the performance of portable bed rails. It also containsrequirements for labeling and instructional literature. Thisconsumer safety specification does not cover guardrails thatfall under the sco

7、pe of Consumer Safety Specification F1821 orguardrails that are designed for a specific model of bed andwhich attaches at the headboard or footboard.1.2 This consumer safety specification is intended to mini-mize hazards to children resulting from normal use andreasonably foreseeable misuse of porta

8、ble bed rails.1.3 For the purpose of this consumer safety specification, aportable bed rail is a device intended to be installed on an adultbed to prevent children from falling out of bed. These bed railsare intended for children who can get in and out of an adult bedunassisted (typically from 2 to

9、5 years of age).1.4 No bed rail as defined in 3.1.1 that is produced after theapproval date of this consumer safety specification shall, eitherby label or other means, indicate compliance with this speci-fication unless it conforms to all the requirements containedherein.1.5 This consumer safety spe

Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 adjacent type bed rail, nportable bed rail in whichthe guard portion (portion that a child would contact whenrolling toward the mattress edge) of the unit is essentially avertical plane that is pushed

22、against the side of the mattress.The guard remains immediately next to the mattress and doesnot extend over the mattress surface.3.1.2 arm, nfor the purpose of this specification, a de-vice(s) attached to a bed rail that extends between the mattressand mattress foundation and is intended to secure t

23、he bed railto the bed.3.1.3 bed manufacturer specific type portable bed rail,nportable bed rail that is intended for use on a certain typeor model(s) of bed as specified by the manufacturer of the bedor bed rail, or both.3.1.4 captive hardware, nfasteners that remain attached totheir respective comp

Calibration and Standardization4.1 The product shall be completely assembled, unlessotherwise noted, in accordance with the manufacturers in-structions.4.2 No testing shall be conducted within 48 h of manufac-turing.4.3 The product to be tested shall be in a room with anambient temperat

34、ure of 73 6 9F (23 6 5C) for at least 1 hprior to testing. Testing shall then be conducted within thistemperature range.4.4 All testing required by this specification shall be con-ducted on the same unit.5. General Requirements5.1 There shall be no hazardous sharp points or edges asdefined by 16 CFR

35、 1500.48 and 16 CFR 1500.49.5.2 There shall be no small parts as defined by 16 CFR1501.5.3 Any exposed wood parts shall be smooth and free fromsplinters.5.4 The bed rail shall conform to 16 CFR 1303.5.5 Non-rigid bed rails need only meet the general require-ments of Section 5, the performance requir

36、ement of 6.3, andthe warning requirements of 9.3.5.6 Warning labels (whether paper or nonpaper) shall bepermanent when tested per 10.1-10.3. Warning statementsapplied directly onto the surface of the product by hotstamping, heat transfer, printing, wood burning. etc. shall bepermanent when tested pe

37、r 10.4. Nonpaper labels shall notliberate small parts when tested in accordance with 10.5.5.7 Installation components that are required to meet theperformance requirements of 6.4, 6.5, and 6.6 shall be fullyassembled, inseparable, and permanently attached to a compo-nent requiring consumer assembly

38、(this excludes any consumeradjustment).5.8 For products requiring consumer assembly, suppliedhardware used for assembly of the bedrail such as screws, nutsor bolts shall be captive hardware to their respective compo-nents.6. Performance Requirements6.1 Structural IntegrityAll tests of 8.1 shall be p

39、erformedsequentially.After testing in accordance with 8.1, there shall beno hazardous condition created as defined in Section 5.6.2 OpeningsHoles or slots that extend entirely through awall section of any rigid material less than 0.375-in. (9.53-mm)thick and admit a 0.210-in. (5.33-mm) diameter rod

40、shall alsoadmit a 0.375-in. (9.53-mm) diameter rod. Holes or slots thatare between 0.210-in. (5.33-mm) and 0.375-in. (9.53-mm) andhave a wall thickness less than 0.375-in. (9.53-mm) but arelimited in depth to 0.375-in. (9.53-mm) maximum by anotherrigid surface shall be permissible (see Fig. 2). The

Passage is defined as the entireTors

43、o Probe passing the horizontal plane that extends from thetop surface of the mattress toward the guard portion of the bedrail.6.4.1 Bed rails that are marketed as being usable on a bedthat has a mattress support that is solid rather than a box springshall be tested on Platform 3, as defined in 7.1.3

44、, in accordancewith 8.3.6.5 Openings Created by Displacement of Mattress-TopPortable Bed RailsWhen tested in accordance with theprocedure in 8.4, the Wedge Probe (Fig. 4) shall not penetrateto a depth greater than 4.5 in. (114 mm) and the bed rail shallnot displace horizontally such that the inner e

45、dge of the bed railmoves off the top mattress surface. The inner edge of the bedrail is the edge where the Wedge Probe is inserted.6.5.1 Bed rails that are marketed as being usable on a bedthat has a mattress support that is solid rather than a box springshall be tested on Platform 3, as defined in

46、7.1.3, in accordancewith 8.3.6.6 Openings Created by Displacement of Portable BedRails Intended for Use on Specific Manufacturers BedsWhen tested in accordance with the procedure in 8.5 there shallbe no opening between the mattress and bed rail that willpermit passage of the Torso Probe (Fig. 3).
