Scope1.1 The following continued airworthiness requirementsapply for the manufacture of powered parachute airc

Terminology3.1 Definitions:3.1.1 powered parachute, naircraft comprised of a flex-ible or semi-rigid wing connected to a fuselage in such a waythat the wing is not in posi

7、tion for flight until the aircraft is inmotion. That aircraft has a fuselage with seats, engine, andwheels (or floats), such that the wing and engine cannot beflown without the wheels (or floats) and seat(s). Unique to thepowered parachute is the large displacement between thecenter of lift (high) a

8、nd the center of gravity (low), which ispendulum effect. Pendulum effect limits angle of attackchanges, provides stall resistance and maintains flight stability.4. Current Operators List Documentation4.1 The manufacturer shall maintain a list of registeredaircraft owners that includes all aircraft i

9、n service by serialnumber, registration number, together with the name andaddress of the owner.4.2 In cases where the appropriate Civil Aviation Authoritymaintains records of registered owners sufficient for trackingaircraft and the manufacturer has access to such records, themanufacturer may elect

10、to utilize such records for complyingwith this section.5. Monitoring, Investigation and Remedial Action5.1 The manufacturer shall maintain contact with dealersand owners who report incidents or other situations that mightrelate to safety, operations, or maintenance of aircraft producedand placed in

11、service. The manufacturer will promptly inves-tigate all reported failures, malfunctions, or defects and de-velop the appropriate corrective action. The magnitude of theservice problem will define the subsequent publication to theoperators.6. Safety Directives6.1 A safety directive will be distribut

12、ed to all operatorswhen a condition is found to exist that may also exist in otheraircraft in the fleet and which would cause a deviation fromoriginal design or unsafe condition for flight, rendering theaircraft unairworthy. 15、2959, United States.inspection procedure, or other procedures deemed appropriateby the manufacturer is mandatory and must be performed anddocumented in the individual aircraft logs in order for thataircraft to maintain compliance with ASTM standards. When asafety directive is issued, immediately pro

16、vide a copy to theappropriate airworthiness authority.7. Service Bulletin Documents7.1 Service bulletins will be distributed to all operators bythe manufacturer when no unsafe condition exists that couldlead to an unairworthy condition, but a service problem hasbecome repetitive for which the manufa

17、cturer has developed adesign change, or service procedure change that will contributeto the improvement or convenience of operation or mainte-nance of the aircraft. Service bulletin changes are not manda-tory to maintain the aircrafts compliance with ASTM Stan-dards.8. Service Letter Documents8.1 Th

18、e manufacturer will issue service letters on anysubject that is considered helpful to the operators. Such lettersare intended to maintain a good rapport with the operators,encourage feedback on service and other problems, or tocirculate items of interest that an operator may feel would be ofvalue to

19、 other operators. A service letter does not include anymandatory operator actions.9. Continuation of Airworthiness9.1 Copies MaintainedIn order to help insure that the fleetof aircraft remains airworthy even after the original manufac-turer has ceased to exist as a viable business entity, the origin

20、almanufacturer shall maintain documentation on file showingcompliance with Specifications F 2240, F 2241, F 2242,F 2243, and F 2244. This documentation showing compliancewith the specifications and any safety directives shall be copiedand maintained at a physically safe location. For purposes ofthis

21、 specification, a physically safe location is one which is atleast 33 m (100 ft) from the main production facility, such thata fire could not destroy both sets of records.9.2 Access AssuranceThis documentation should beavailable in such a manner that it can be obtained forcommercial use in the event

22、 that existing avenues of recoveringthe information is destroyed. This documentation shall beretained even after the original manufacturer ceases businessactivity such that in the event that a future entity wishes tocontinue supporting the airworthiness of the make and modelinvolved, they may do so

23、by making use of the originalmanufacturers documentation. The original manufacturer mayeither keep these documents on file such that they will beavailable at any future date or shall turn them over to aresponsible agency such as the FAA, or other industry entity,for safe keeping. The location and co

24、ntact for accessing thesedocuments shall be presented in the Aircraft Operating Instruc-tions, and any revision to this information shall be dissemi-nated through service bulletins to the aircraft owners.10.
