Terminolog

7、y3.1 Definitions:3.1.1 powered parachute, naircraft comprised of a flexibleor semi-rigid wing connected to a fuselage in such a way thatthe wing is not in position for flight until the aircraft is inmotion. That aircraft has a fuselage with seats, engine, andwheels (or floats), such that the wing an

8、d engine cannot beflown without the wheels (or floats) and seat(s). Unique to thepowered parachute is the large displacement between thecenter of lift (high) and the center of gravity (low), which ispendulum effect. Pendulum effect limits angle of attackchanges, provides stall resistance and maintai

9、ns flight stability.4. Current Operators List Documentation4.1 The manufacturer shall maintain a list of registeredaircraft owners that includes all aircraft in service by serialnumber, registration number, together with the name andaddress of the owner.4.2 In cases where the appropriate Civil Aviat

10、ion Authoritymaintains records of registered owners sufficient for trackingaircraft and the manufacturer has access to such records, themanufacturer may elect to utilize such records for complyingwith this section.5. Monitoring, Investigation and Remedial Action5.1 The manufacturer shall maintain co

11、ntact with dealersand owners who report incidents or other situations that mightrelate to safety, operations, or maintenance of aircraft producedand placed in service. The manufacturer will promptly inves-tigate all reported failures, malfunctions, or defects and de-velop the appropriate corrective

12、action. The magnitude of theservice problem will define the subsequent publication to theoperators.6. Safety Directives6.1 A safety directive will be distributed to all operatorswhen a condition is found to exist that may also exist in otheraircraft in the fleet and which would cause a deviation fro

13、moriginal design or unsafe condition for flight, rendering theaircraft unairworthy. This change, maintenance procedure,inspection procedure, or other procedures deemed appropriateby the manufacturer is mandatory and must be performed anddocumented in the individual aircraft logs in order for thatair

14、craft to maintain compliance with ASTM standards. 17、istributed to all operators bythe manufacturer when no unsafe condition exists that couldlead to an unairworthy condition, but a service problem hasbecome repetitive for which the manufacturer has developed adesign change, or service procedure change that will contributeto the improvement or conveni

18、ence of operation or mainte-nance of the aircraft. Service bulletin changes are not manda-tory to maintain the aircrafts compliance with ASTM Stan-dards.8. Service Letter Documents8.1 The manufacturer will issue service letters on anysubject that is considered helpful to the operators. Such lettersa

19、re intended to maintain a good rapport with the operators,encourage feedback on service and other problems, or tocirculate items of interest that an operator may feel would be ofvalue to other operators. A service letter does not include anymandatory operator actions.9. Continuation of Airworthiness

20、9.1 Copies MaintainedIn order to help insure that the fleetof aircraft remains airworthy even after the original manufac-turer has ceased to exist as a viable business entity, the originalmanufacturer shall maintain documentation on file showingcompliance with Specifications F2240, F2241, F2242, F22

21、43,F2244, F2483, and F2563. This documentation showing com-pliance with the specifications and any safety directives shallbe copied and maintained at a physically safe location. Forpurposes of this specification, a physically safe location is onewhich is at least 33 m (100 ft) from the main producti

22、onfacility, such that a fire could not destroy both sets of records.9.2 Access AssuranceThis documentation should be avail-able in such a manner that it can be obtained for commercialuse in the event that existing avenues of recovering theinformation is destroyed. This documentation shall be retaine

23、deven after the original manufacturer ceases business activitysuch that in the event that a future entity wishes to continuesupporting the airworthiness of the make and model involved,they may do so by making use of the original manufacturersdocumentation. The original manufacturer may either keepth

24、ese documents on file such that they will be available at anyfuture date or shall turn them over to a responsible agency suchas the FAA, or other industry entity, for safe keeping. Thelocation and contact for accessing these documents shall bepresented in the Aircraft Operating Instructions, and any

25、revision to this information shall be disseminated throughservice bulletins to the aircraft owners.10.
