Summary of Practice4.1 The optical fiber systems in existing gas pipelines shallbe designed and installed so that they have a minimal effect onpipeline performance, and current and future gas deliverycapability, and no effect on their structural integrity. Theirdesign and installation shal

18、l also allow for the safe and efficientoperation and maintenance of the pipeline, and provide for thesafe and efficient operation of the optical fiber system. The firststep in the evaluation process is an analysis of the capacity ofthe gas piping to confirm available capacity for the installationof

19、an optical fiber system. The ultimate success of theinstallation and operation of both the optical fiber and gaspipeline systems depends upon the proper evaluation andselection of appropriate pipelines. The steps in the selectionprocess include evaluation of the following items:4.1.1 Pipeline integr

20、ity and useful life,4.1.2 Standards for installed components,4.1.3 Standards for gas quality,4.1.4 Standards for the safe use of optical fibers in flam-mable atmospheres,4.1.5 Determine franchise and right of way impacts,4.1.6 Installation of the optical fiber system,4.1.6.1 Confirming the pipeline

21、networks capacity,4.1.6.2 Selection of pipeline,4.1.6.3 Determine custody/ownership transfer point,4.1.6.4 Installation of the optical fiber system, and4.1.7 Documentation of cable routing.5. Significance and Use5.1 This practice is intended to assist engineers, LDCs andinstallers in determining the

22、 suitability of gas pipelines for asecondary use as carriers for optical fiber systems. It must bekept in mind that the primary use of the gas pipelines is todeliver natural gas to the end customer. Any secondary use ofthe system shall have minimal impact on its primary function.It is up to the engi

23、neer to decide upon the order of operationsand any exceptions that may be involved in the selectionprocess.5.2 Before the selection procedure begins, the LDC musthave developed an explicit agreement authorizing an installerto place optical fiber cables within their piping system.5.3 The relevant LDC

24、 engineers should also be cognizant ofhow the installation of optical fiber cable will impact the futuregas deliverability, operation, maintenance, and rehabilitationneeds of the pipelines to be used as carriers of optical fibersystems.6. Selection of Pipeline6.1 The following is a list of issues an

25、d criteria to considerwhen selecting a gas pipeline for use as a carrier of optical fiberconduit or cable, or both:6.1.1 Gas QualityFree or disassociated hydrogen at highconcentrations in the gas stream may affect optical fibersystems by diffusion through polyethylene components. Theoperator or opti

26、cal fiber owner should confirm gas quality inrelation to the optical fiber system being used, to ensure thatthere will be no interference from hydrogen.6.1.2 Franchise ImpactsThe LDC operator should con-firm the terms of their franchise agreement to determine if theinsertion of optical fiber systems

27、 is permitted under thatagreement. Similarly, easements that are part of a planned routeshould be examined to confirm that they allow the gas operatorto install an optical fiber system.6.1.3 Pipeline CapacityThe operator should conduct anetwork analysis to confirm that any loss of capacity from useo

28、f an optical fiber system does not hinder current or near-futurepeak day deliverability to customers, and that any bypassing orsystem pressure reduction required during installation will notaffect that particular seasons gas deliverability.6.1.4 Maximum Operating Pressure of the System andRatings of

29、 the Optical Fiber SystemThis confirms that thesystem components or their installation methods do not exceedtheir pressure ratings.6.1.5 Number and Position of ValvesThe ability to installstraight runs may be important for project economics. Know-ing where valves are installed will allow planning to

30、 circum-vent the valves, or to reposition them to maximize installationeffectiveness.6.1.6 Number and Position of Elbows and Other FittingsThe optical fiber system installation may have difficulty navi-gating certain elbows or fittings (especially if there are drips,and so forth). It will be importa

31、nt to identify those fittings forconstruction planning purposes.6.1.7 Method of Attaching Installation FittingsSome op-tical fiber systems may be optimized for a certain gas pipingmaterial. The need for transition, or different fittings will needto be identified, and relevant planning undertaken.6.1

32、.8 Determine Custody/Ownership Transfer PointIssuesAny agreements with installers/owners of an opticalfiber system should clearly define the ownership transfer point;that is, the point at which the facility no longer belongs to theLDC, but to the operator of the optical fiber system. Typicallythis w

33、ill also be the demarcation of responsibility for operationand maintenance of the optical fiber system.6.1.9 Impact on Pipeline IntegrityAs with any operationon or attachment to a gas pipeline system, the impact onshort-and long-term pipeline integrity must be considered.Careful attention should be

34、paid to plastic pipeline made frommaterial that is susceptible to brittle cracking, unprotected steeland older cast-iron pipes.6.1.10 Pipeline Integrity Monitoring RequirementsGaspipelines may be required to be assessed for structural integrityon a periodic basis.
