3、er-than-air light sportaircraft and their qualification for possible certification.1.2 The values stated in SI units are to be regarded as thestandard. The values given in parentheses are for informationonly.1.3 This standard does not purport to address all of thesafety concerns, if any, associated

Terminology2.1 Definitions:2.1.1 airshipengine-driven lighter-than-air aircraft thatcan be steered.2.1.2

5、 balloonlighter-than-air aircraft that is not engine-driven, and that sustains flight through the use of either gasbuoyancy or an airborne heater, or both.2.1.3 lighter-than-air aircraftaircraft that can rise andremain suspended by using contained gas weighing less thanthe air that is displaced by t

6、he gas.2.1.3.1 DiscussionAirships may include dynamic lift thatderive as much as 30 % lift from other than buoyancy.3. Current Operators List Documentation3.1 The manufacturer shall maintain a list of registeredaircraft owners that includes all aircraft in service by serialnumber, registration numbe

7、r, together with the name andaddress of the owner.3.2 In cases where the appropriate Civil Aviation Authoritymaintains records of registered owners sufficient for trackingaircraft and the manufacturer has access to such records, themanufacturer may elect to utilize such records for complyingwith thi

8、s section.4. Monitoring, Investigation, and Remedial Action4.1 The manufacturer shall maintain contact with dealersand owners who report incidents or other situations that mightrelate to safety, operations, or maintenance of aircraft producedand placed in service. The manufacturer will promptly inve

9、s-tigate all reported failures, malfunctions, or defects and de-velop the appropriate corrective action. The magnitude of theservice problem will define the subsequent publication to theoperators.5. Safety Directives5.1 A safety directive will be distributed to all operatorswhen an unsafe condition

10、is found to exist that may also existin other aircraft in the fleet. When a safety directive is issued,immediately provide a copy to the appropriate airworthinessauthority. A safety directive will require an action (change tooperational limitations, an inspection, a replacement part or adesign chang

11、e, etc.) to specifically address an unsafe conditionwithin a stated time frame. This required action is mandatoryand must be performed and documented in the individualaircraft logs in order for that aircraft to maintain compliancewith ASTM standards and continue to operate as an LSAaircraft. Noncomp

12、liance with any safety of flight bulletin will,at the minimum, result in the aircraft being put in theexperimental category.5.1.1 Manufacturers must have in place a process to gatherand analyze service problems so that safety of flight issues canbe addressed in a timely manner. Distribution of print

13、ed formsor making E-mail templates available is recommended. Theprinted form or template (or equivalent method) will provide tothe operator a listing of critical malfunctions or failures thatmust be reported to the manufacturer in an expeditious manner.5.1.2 Manufacturers must document all service d

14、ifficultyreports and maintain a record of the analysis justifying the levelof response.6. Service Bulletin Documents6.1 Service bulletins will be distributed to all operators bythe manufacturer when no unsafe condition exists that couldlead to an unairworthy condition, but a service problem hasbecom

17、ience of operation or mainte-nance of the aircraft. Service bulletin changes are not manda-tory to maintain the aircrafts compliance with ASTM stan-dards.7. Service Letter Documents7.1 The manufacturer will issue service letters on anysubject that is considered helpful to the operators. Such letters

18、are intended to maintain a good rapport with the operators,encourage feedback on service and other problems, or tocirculate items of interest that an operator may feel would be ofvalue to other operators. A service letter does not include anymandatory operator actions.8. Continuation of Airworthines

19、s8.1 Copies MaintainedIn order to help insure that the fleetof aircraft remains airworthy even after the original manufac-turer has ceased to exist as a viable business entity, the originalmanufacturer shall maintain documentation on file showingcompliance with ASTM specifications. This documentatio

20、nshowing compliance with the standards and any safety direc-tives shall be copied and maintained at a physically safelocation. For purposes of this specification, a physically safelocation is one which is at least 33 m (100 ft) from the mainproduction facility, such that a fire could not destroy bot

21、h setsof records.8.2 Access AssuranceThis documentation should beavailable in such a manner that it can be properly obtained forcontinued airworthiness support in the event that existingavenues of recovering the information are destroyed. Thisdocumentation shall be retained such that in the event th

22、at afuture entity wishes to continue supporting the airworthiness ofthe make and model involved, they may do so by making useof the original manufacturers documentation. The originalmanufacturer may either keep these documents on file such thatthey will be available at any future date or shall turn

23、them overto a responsible agency such as the FAA, or other responsibleentity, for safe keeping. The location and contact for accessingthese documents shall be presented in the Aircraft OperatingInstructions, and any revision to this information shall bedisseminated through service bulletins to the a

24、ircraft owners.Any acquisition of documentation for purposes of maintainingairworthiness shall follow the then applicable laws or rulesconcerning intellectual property rights.9.
