3、erve the purpose of deterring the unauthorized use of firearms.Subcommittee F15.53 on Non-Integral Firearm Locking Devices has been working to develop aperformance standard for these products. Our first meeting was held inApril 2001, after the ConsumerProducts Safety Commission and others requested

4、that ASTM organize an effort to develop a standardfor gun locks. Representatives of manufacturers, purchasers, user groups, and others have voluntarilycontributed their time and energy toward a common goal.The subcommittee defined the scope of their work to exclude lock boxes, and Subcommittee F15.5

5、5has since been formed to work on a standard for those products. Subcommittee F15.53 decided totarget a single, minimum performance standard for all devices, as opposed to defining several “grades”or performance levels. Finally, the subcommittee focused on test methods that were objective,realistic,

6、 reliable, and repeatable.1. Scope1.1 This specification covers non-integral locking devicesused to increase safety on unloaded firearms.1.2 This specification contains functional, operational, andsafety requirements for non-integral firearm locking devices.Included are function descriptions, force

7、tests, and surreptitiousentry tests as set forth in Section 5.1.3 The specification is intended to apply only to non-integral locks or locking mechanisms applied to, in, around, orabout a firearm, either external to the firearm or by somemethod of introduction to or within the firearm. The specifi-c

8、ation is not intended to set evaluation standards by whichsafety levers, firing pin blocks, or other traditional dischargeprevention mechanisms are evaluated, notwithstanding the factthat these mechanisms may prevent inadvertent discharge. Thisspecification is not applicable to devices used for, or

9、intendedfor, the prevention of theft or other intentional misuse offirearms.NOTE 1Tests described are laboratory type tests and although theymay simulate some field conditions, they do not duplicate all field testconditions.NOTE 2There is no apparent comparable ISO/IEC standard.1.4 The values stated

Terminology3.1 Definitions of Firearms Terms Specific to t

17、his Standard:3.1.1 actioncombination of the receiver or frame andbreech bolt together with the other parts of the mechanism bywhich a firearm is loaded, fired, and unloaded.3.1.2 barrelpart of a firearm through which a projectile orshot charge travels under the impetus of powder gases. It maybe rifl

18、ed or smooth bore.3.1.3 cartridgesingle round of ammunition consisting ofthe case, primer, and propellant with or without one or moreprojectiles. It also applies to a shotshell.3.1.4 casemain body of a single round of ammunition intowhich other components are inserted to form a cartridge. Itusually

19、refers to centerfire and rimfire cartridges and serves asa gas seal during firing of the cartridge. It is usually made ofbrass, steel, copper, aluminum, or plastic, and is also referred toas a shell case.3.1.5 chamberin a rifle, shotgun, or pistol, the rearmostpart of the barrel that has been formed

20、 to accept a specificcartridge or shotshell. In a revolver, the holes in the cylinderthat have been formed to accept a cartridge.3.1.6 firearmassembly of a barrel and action from which aprojectile is propelled through a deflagration (burning) ofpropellant.3.1.7 primercartridge ignition component con

21、sisting ofbrass or gilding metal cup, priming mixture, anvil, and foildisc, which fires the cartridge when struck with sufficient force.3.1.8 shotgunsmooth bore shoulder firearm designated tofire cartridges containing numerous pellets or a single slug.3.1.9 shotshellround of ammunition containing mu

22、ltiplepellets, or designed for use in a shotgun.3.1.10 trigger guardrigid loop that partially surrounds thetrigger to reduce the possibility of accidental discharge.3.2 Descriptions of Firearms Locking Device Terms Specificto this Standard:3.2.1 casehousing or body of a lock or latch.3.2.2 disabledd

23、efeating the firearm locking device,thereby rendering the firearm capable of firing.3.2.3 firearms locking devicedevice that is non-integral tothe firearm, that locks and that is intended to deter unauthor-ized users from firing a firearm.3.2.4 keyobject intended by the manufacturer to be in-serted

24、into the keyway as a means to lock or unlock the lockingdevice.3.2.5 keywayopening in a lock cylinder that is shaped toaccept a key bit, blade, or other unique device used to lock orunlock the device.3.2.6 plugpart of a lock cylinder which contains thekeyway.3.2.7 properly installedfirearms locking

25、device is in-stalled according to the instructions that accompany the lock-ing device.3.2.8 shacklepart of a padlock that passes through anopening in an object or fits around an object and is ultimatelylocked into the case.4. General Requirements4.1 Removal shall be by key, combination, or other uni

26、quemethod, or a combination thereof, as defined by the instruc-tions accompanying the locking device.4.2 Each combination locking device shall open with onlyone of a minimum of 1000 actual combinations.4.3 Key locking devices shall have a minimum of 130 actualkey codes and the operability of each fi

27、rearm locking deviceshall be limited to only one of these key codes.4.4 Locking devices that function by insertion into thechamber or barrel of a firearm shall not be of such a color ordesign that they may be confused for a cartridge or shotshell.The purpose is to prevent an observer from seeing a l

28、ivecartridge or shell in the chamber and thinking it is the firearmlocking device.4.5 When used in the manner designed and intended by themanufacturer, the firearm locking device shall be capable ofrepeated use and shall pass the testing procedures described inthis specification.4.6 The firearm lock

29、ing device, when properly installed ona firearm, shall not be disabled through disassembly of thefirearm, and subsequent reassembly of that firearm.5. Testing Procedures5.1 General:5.1.1 All tests shall be conducted within the followingtolerances as applicable:5.1.1.1 Force: 0.5 % of working range.5

30、.1.1.2 Height: 66 mm (0.25 in.).5.1.1.3 Torque: 4.0 % of reading.5.1.1.4 Weight: 610 g (0.02 lb).5.1.2 All tests shall be conducted at temperatures between16 and 27C (61 to 81F).5.1.3 Each test in this section shall be performed on alocking device that has been subjected only to the precondi-tioning

31、 specified in 5.1.5.5.1.4 Test methods shall be performed on each firearmlocking device model submitted for testing pursuant to thisstandard in an attempt to disable the device.5.1.5 Open and close locking device fully 100 times prior totesting.5.2 Picking or Manipulating Test:5.2.1 Picking TestThis

32、 test does not apply if the devicedoes not have a keyway. 33、ll screwdrivers that fit in the keyway for2 min with each of these tools. Time shall be counted onlywhile tools are in contact with the lock. If the lock is disabledduring the 6 min of manipulation, picking tests are performedon three additional samples. Failure occurs if any one of thethree additio

34、nal samples is disabled.5.2.2 Combination Manipulation TestThis test does notapply if the device does not have a combination lock mecha-nism. The firearms locking device shall resist manual manipu-lation by dialing the combination wheels or pushing thecombination buttons or manipulating other combin

35、ation lockmeans by hand for 2 min. Manipulation is limited to thecombination mechanism. Time shall be counted only whilehands are manipulating the lock. Failure occurs if the lock isdisabled without the proper combination being entered during2 min of manipulation.5.3 Shock Test:5.3.1 Using the shock

36、 impact fixture referenced in 2.1, dropa 1 kg (2.2 lb) weight from a distance of 1 m (39.4 in.) fivetimes onto the firearm locking device, which is oriented so thata flat blade screwdriver can impinge upon and penetrate alongthe rotation axis into the keyway, or for a combination lock,onto the combi

37、nation mechanism. Additionally, using theshock impact fixture, dropa1kg(2.2 lb) weight from adistance of 1 m (39.4 in.), five times to the side opposite thekeyway or the combination mechanism, of a firearm lockingdevice using the anvil rod (see Specification F883, Detail 5).NOTE 5If this second shoc

38、k test on the side opposite the keyway orcombination mechanism is not possible, the tester is to use discretion andhit the most vulnerable side. Failure occurs if the firearm locking deviceis disabled by the shock test.5.4 Tensile TestSpecific fixtures may be required to allowapplication of the requ

39、ired force to the individual components.5.4.1 For firearm locking devices that have clampingcomponents, support the firearm locking device in a fixturedesigned to enable application of forces in tension along acentral axis of the mating locking components of the firearmlocking device. Apply 1000 N (

40、225 lb) of force slowly alongthe central axis of the firearm locking device locking compo-nents without interfering with or giving support to any of themating locking components of the firearm locking device.Failure occurs if the firearm locking device is disabled by thetensile test.5.4.2 For firear

41、m locking devices that have cable lockingcomponents, support the firearm locking device in a fixturedesigned to enable application of forces in tension along acentral axis. Apply 1000 N (225 lb) of force slowly along theaxis. Failure occurs if the firearm locking device is disabled bythe tensile tes

42、t.5.5 Cutting Test:5.5.1 Shackle Cutting TestThis test does not apply if thedevice does not have a shackle. The shackle of the firearmlocking device shall withstand cutting through when twoblades made of steel, hardened to a minimum hardness ofRc50, are used in conjunction with the blade positioning

43、 holderof the cutting fixture. The shearing assembly must then beplaced in a device having a compression load capability andcompressed with a force of 4450 N (1000 lb). See SpecificationF883 for details. Failure occurs if the firearm locking device isdisabled.5.5.2 Cable Cutting TestThis test does n

44、ot apply if thedevice does not have a cable. Use a fixture that meets therequirements of ASME B107.20M, Sections 4.2 Wire Cutting,4.3 Paper Cutting, 5.1 Cut Test, and 5.2 Hardness Test for Type1 (Linemans) Pliers in accordance with ASME B107.25M,Sections 5.2.1 Wire Cut Test, 5.2.2 Paper Cut Test, an

45、d 5.3.3.2Jaws (Pliers Hardness Test). The cable of a firearm lockingdevice shall withstand cutting through with a machine force of3336 N (750 lbf) applied gradually over not less than 10 s, fora duration of 30 s with the firearm locking device supported onboth sides of the point of the shear cut wit

46、h allowance for bladeclearance. Failure occurs if the firearm locking device isdisabled.5.6 Cable Lock Impact Test:5.6.1 This test does not apply if the device does not have acable. The test shall be performed using a cable lock impacttest fixture. One such example is shown in Appendix X3. Thecable

47、of the lock shall be attached to the test fixture so that thenearest surface of the body of the lock is 50 mm (1.9 in.) fromthe cable-clamping point on the fixture. The lock shall beoriented so that the side of the lock impacts the anvil squarely.The test fixture will be set so that the lock achieve

48、s a speed of10 to 11.5 m/s (33 to 38 ft/s) before striking the anvil. Performthree tests on each surface, excluding the surface(s) where thecable attaches to the body of the lock and the surface oppositethe surface where the cable attaches to the body of the lock.Failure occurs if the firearm lockin

49、g device is disabled.5.7 Trigger Lock Impact Test:5.7.1 This test does not apply if the device does not lock thetrigger or trigger guard. A handgun trigger guard fixture isshown in Appendix X1. The lock shall be affixed to thehandgun trigger guard fixture in accordance with the instruc-tions accompanying the locking device. The handgun triggerguard fixture shall be attached to the test fixture drop mecha-nism so that the side projection of the trigger lock will impactthe edge of the anvil. The test fixture will be set so that the lockis dropped 1.5
