Terminology3.1 Definitions:3.1

6、.1 light sport gyroplane, npowered rotorcraft designedin accordance with Specification F 2352.3.1.2 manufacturer, nany entity engaged in the produc-tion of a light sport gyroplane aircraft or light sport gyroplaneaircraft kit.4. Significance and Use4.1 The purpose of this practice is to establish a

7、method bywhich safety of flight issues are discovered, evaluated, andcorrected for the purpose of maintaining operational safety ofa light sport gyroplane aircraft.5. Current Owner List Documentation5.1 A current owner list will be maintained by the manu-facturer that includes all aircraft in servic

8、e by serial numberand registration number, together with the name and address ofthe owner.5.2 In cases where the presiding aviation authority recordsof registered owners is sufficient for tracking aircraft and themanufacturer has access to such records, the manufacturer mayelect to utilize such reco

9、rds for complying with this section.6. Responsibilities of the Manufacturer6.1 Manufacturers ResponsibilitiesLSA gyroplanemanufacturers shall develop and implement a system ofreceiving, evaluating, and correcting safety of flight andservice difficulty issues.6.1.1 Manufacturer shall evaluate all saf

10、ety of flight andservice difficulty reports and shall initiate corrective action asneeded to correct any safety of flight related issues.6.1.2 Manufacturer shall not use notices of corrective actionto promote or make mandatory non-safety of flight relatedequipment upgrades or additions.6.1.3 The man

11、ufacturer shall provide with the delivery ofeach LSA gyroplane documented continued airworthinessinstructions in the English language. These instructions shallinclude at least the following:6.1.3.1 A method for the owner/operator to report mainte-nance, service, and safety difficulties to the manufa

12、cturer, inaccordance with Section 8.6.1.3.2 A method for the owner/operator to obtain andverify that they have the latest safety of flight informationdeveloped by the manufacturer, in accordance with Section 9.6.1.3.3 Instructions pertaining to annual and 100-h inspec-tion items, as needed.1This pra

Responsibilities of the Owner/Operator7.1 Current owners shall make all service publications, asdefined in this practice, available to all operators of the aircraftto which they apply.7.2 An owner/operator choosing not to comply with anFAA or the aircraft m

16、anufacturers mandatory service require-ment may place the aircraft into the experimental light sportaircraft certification status.7.3 An owner/operator may propose an alternate means ofaddressing a mandatory service requirement by submittingdocumentation, technical information, or both, to the aircr

17、aftmanufacturer to support compliance with SpecificationsF 2352 and F 2449.8. Monitoring, Investigation, and Remedial Action8.1 Manufacturers must provide definitions for those servicedifficulties to be reported to the manufacturer by the owners/operators.8.2 Manufacturers must provide a means for o

18、wners/operators to report such service difficulties.8.3 Manufacturers shall maintain contact with authorizedresellers and owners who report incidents or other situationsthat might relate to safety, operations, or maintenance ofaircraft produced and placed in service.8.4 Manufacturers will promptly i

19、nvestigate all reportedfailures, malfunctions, or defects and develop the appropriatecorrective action.8.5 Manufacturers must document all service difficulty re-ports and maintain a record of the analysis used in determiningthe level of response.8.6 Manufacturers shall issue a notice of corrective a

20、ction inrelation to the magnitude of the service problem as defined inSections 9-11.8.7 Manufacturers who have utilized components or prod-ucts that carry an FAA Type Certificate (TC) or productsmanufactured under the authority of a Technical Service Order(TSO) must address all relevant service bull

21、etins (issued by themanufacturer of said component or product) and FAAAirwor-thiness Directives (AD) through issuance of a service directivethat stipulates an approved method of compliance.8.8 The manufacturer shall consider alternate means ofaddressing a mandatory service requirement proposed by th

22、eowner/operator in accordance with 7.3, and shall issue denialor acceptance of the proposal in writing to the owner/operatormaking the proposal.9. Notice of Corrective ActionSafety Directive9.1 A safety directive shall be distributed by the manufac-turer to all owners when a condition is found to ex

23、ist that mayalso exist in other aircraft from that manufacturer, and whichmay cause a deviation from original design or unsafe conditionfor flight, rendering the aircraft unairworthy. This safetydirective shall contain the manufacturers prescribed correctiveaction. This corrective action detailed in

24、 the safety directive ismandatory. This corrective action may be in the form of amaintenance procedure, inspection procedure, or other proce-dures deemed appropriate by the manufacturer. This must beperformed and documented in the individual aircraft logs inorder for the aircraft to comply with ASTM

25、 standards. When asafety directive is issued, immediately provide a copy to thepresiding aviation authority.10. Notice of Corrective ActionService Bulletin10.1 Service bulletins will be issued by the manufacturer toall owners. A service bulletin does not require immediateaction but is recommended fo

26、r future action. A service bulletinmay be issued as a result of the manufacturer developing adesign change or a service procedure change that will improvethe operation or maintenance of the aircraft. Service bulletinsare not mandatory to maintain the aircrafts compliance withASTM standards.11. Notic

27、e of Corrective ActionNotification11.1 The manufacturer shall issue notification letters on anysubject that is considered helpful to the owners/operators. Suchletters are intended to maintain a good rapport with theowners/operators, encourage feedback on service and otherproblems, or to circulate it

28、ems of interest that an owner/operator may feel would be of value to other owners/operators.A notification letter does not include any mandatory owner/operator actions.12. Document Maintenance, Preservation, and Access12.1 Copies MaintainedIn order to help ensure that thefleet of aircraft remains ai

29、rworthy, the manufacturer shallmaintain documentation on file showing compliance withSpecifications F 2352, F 2449, and Practice F 2415. Upon theevent that the original manufacturer ceases to exist as a viablebusiness entity, the original manufacturer shall arrange for thecontinued maintenance of th

30、is documentation on file, includingthe current owners list. This documentation showing compli-ance with the standards and any safety directive bulletins shallbe copied and maintained at a physically safe location. Forpurposes of this practice, a physically safe location is onewhich is at least 33 m

31、(100 ft) from the main productionfacility, such that a fire could not destroy both sets of records.12.2 Access AssuranceThis documentation should beavailable in such a manner that it can be properly obtained forcontinued airworthiness support in the event that existingavenues of recovering the infor

32、mation are destroyed. Thisdocumentation shall be retained such that in the event that afuture entity wishes to continue supporting the airworthiness ofthe make and model involved, they may do so by making useof the original manufacturers documentation. The originalmanufacturer may either keep these

33、documents on file so thatthey will be available at any future date, or shall turn them overto a responsible agency such as the Federal Aviation Admin-istration (FAA) or other industry entity for safekeeping. Thelocation and contact for accessing these documents shall bepresented in the Pilot Operati

34、ng Handbook, and any revision tothis information shall be disseminated through service bulletinsto the aircraft owners. Any acquisition of documentation forpurposes of maintaining airworthiness shall follow the thenapplicable laws or rules concerning intellectual property rights.13. Keywords13.1 gyr
