Background The International Telecommunications Union -Telecommunication (ITU-T) provides global notification of Country Co

16、de Assignments. The ITU-T issues an Operations Bulletin announcing actions to be taken (e.g., assignments, realignments or disconnects) on E.164 Country Codes. The Bulletin will always include the country(ies) involved in the action, the action being taken (i.e., new code assignment, code(s) realign

17、ment political changes, code disconnect), the country code(s) involved, and the date the assignment change is officially made by the ITU-T. Frequently, the initial Operations Bulletin will not include an implementation date for the action being taken, since the country(ies) involved may not have set

18、 a firm date at the time the action is announced. These Operations Bulletins have an ITU-T distribution list that includes only those entities that have paid for a Bulletin subscription. Within the United States, this distribution includes the ITU-member international carriers and any other entity s

19、ubscribing to the Bulletin. 2. Procedures for North American Notification Periodically, an indication is received that country code activity has occurred and an Operations Bulletin has not been received. When such a case occurs, the entity that receives such an indication will inform the NANPA and t

20、he NANPA will query the ITU-T to determine if an action has been announced. if the NANPA receives the first indication, it will also query the ITU-T. In either case, the NANPA will request that the ITU-T forward the pertinent Operations Bulletin to the NANPA. If the ITU-T is unaware of the indicated

21、 activity, the ITU-T will be requested to contact the involved administration(s) to determine the validity of the indicated activity. If the activity is determined to be valid by the ITU-T, the ITU-T will be requested to issue an Operations Bulletin. If the activity is not confirmed by the ITU-T, th

22、e report of an activity will be deemed to be invalid and the reporting entity will be so informed by the NANPA. 3. Announcement of Country Code Activity Within the United States. 3.1. The ITU-T Operations Bulletin is the official notification of County Code activity. The NANPA will provide a copy of

23、 the bulletin to Service Providers upon request. 3.2 The iconectiv Telecom Routing Administration (TRA) will publish the activity in the subsequent publication of the LERG Routing Guide1. The LERG Routing Guide will contain a “Country Name“ field, a “Country Code“ field, an “Establish/Disconnect/Mod

24、ify“ field which will indicate the appropriate action, and an “Effective Date“ field that will contain the implementation date, if available. If there is no effective date, but the ITU-T Operations Bulletin contains a comment regarding the effective date, a footnote containing that comment will be i

25、ncluded. If the implementation date is not initially available, it will be reported when it becomes available. TRA will be the official industry wide notification of E.164 country code activities. The publication of implementation dates lacking ITU-T confirmation maybe subject to change. 4. Country

26、Code Activity Implementation Within the US Network. 4.1 Networks within the US affected by E.164 country code activities will use the LERG Routing Guide as the official notification of these activities and will make the appropriate changes by the implementation date within their individual networks.

27、 A minimum of 60 days is necessary to implement code assignment changes. 4.2 When there is a code activity announcement, but no specific implementation date, even after all the above steps have been taken, a default implementation date of 111 days will apply. Within 111 days of the initial publicati

28、on in the LERG Routing Guide, the international carriers will be prepared to accept the code actions and other interconnecting networks can forward calls to them based on these announced code actions. In cases where an approximate implementation date is provided (e.g., late-1995), the 111 day default does not apply and implementation must await a more specific official announcement from the involved country and the ITU-T. 1LERG is a trademark of Telcordia Technologies Inc. dba iconectiv.
