26、ng and transport services, it is necessary that the Provider and the Customer communicate. One document which provides part of this communication is the Design Layout Report (DLR). 1.2 The DLR is initiated by the Provider. It includes pertinent information that will permit the Customer to review the

27、 design and ensure the Providers ability to provide the service being ordered. 1.3 The DLR is divided into four forms: the DLR Administrative Form, the DLR Additional Detail Form, the DLR End User Information Form and the DLR Additional Notes Form. Further description of the information contained on

28、 these forms and their uses in the design of various types of services follow in section 3 of this document. 1.4 All references in this document regarding Feature Group A (FGA) and/or Feature Groups B, C and D (FGB, FGC, FGD) include the equivalent line-side Basic Serving Arrangement (BSA) and equiv

29、alent trunk-side BSA respectively. 1.5 In an effort to ensure that all possible providers, users and customers of services are addressed in all issues and documentation, the terms Provider and Customer will be used, representing the two roles involved with each transaction. Throughout this document,

30、 the terms IC (Interexchange Carrier) and EC (Exchange Carrier) may be used to describe the categories Customer and Provider. This is to maintain consistency with prior uses of this practice, though their use does not imply exclusivity within the Customer and Provider categories. ATIS-0404130-0012 E

32、y the Provider whenever a Customer requests one via the ASR. Administrative changes to the service are excluded. A DLR may be issued for the discontinuance of a switched access digital interface. 2.2 If the service cannot be provided as ordered the Provider will notify the Customer and the provision

33、ing process will stop until: A. The service ordered can be provided by the Provider, or B. The service ordered is changed by the Customer or C. The service ordered is canceled by the Customer 2.3 DLR confirmation is the option of the Customer. If the Customer chooses to confirm the DLR, the Customer

34、 will determine the amount of time required between the Design Layout Report Date (DLRD) and the Confirming Design Layout Report Date (CDLRD). The DLRD and CDLRD are communicated via the Confirmation Notice, ATIS-0404011. This additional time is added to the overall interval and should include: A. T

35、he time for the DLR to be received by the Customer from the Provider B. The time required to review the DLR by the Customer and C. The time required to return the confirming DLR to the Provider. The maximum allowable interval is 10 days 2.4 Verbal confirmation may be accepted by the Provider based u

36、pon local agreements. Confirming DLR changes to the DLR may require supplements to the service ordered. 2.5 Reasonable requests for resends and reissues are a normal part of the business and may be supplied when requested by the Customer. The Provider will identify a DLR point of contact to which re

37、quests may be forwarded. ATIS-0404130-0012 Effective March 21, 2009 Issued September 26, 2008 Implemented March 21, 2009 2-2 2.6 If a DLR is requested after the service is in effect, it can be provided; however, the Customer may incur additional charges from the Provider for assembling the DLR(s). T

38、he Customer should forward their requests to the Providers DLR point of contact and each request will be handled on an Individual Case Basis (ICB) for charges and response time. 2.7 Requests to issue duplicate DLRs to the same location or to multiple locations should be negotiated between the Custom

39、er and appropriate Provider. 2.8 This practice is reissued to clarify current definitions as recommended by users of this practice. Additions, deletions and significant changes are summarized in the synopsis of changes. 2.9 The Design Layout Report Guideline does not convey licensing rights to non-C

40、OMMON LANGUAGE licensees to use the COMMON LANGUAGE code sets identified throughout the Design Layout Report Forms in their internal operations. Where COMMON LANGUAGE is provided, its intended use by non-COMMON LANGUAGE licensees is limited. Allowable uses will be specified by the COMMON LANGUAGE li

41、censee per their COMMON LANGUAGE contract. 2.10 Options described in this practice may not be applicable to individual provider tariffs; therefore, use of either the field or valid entries within the field is based on provider tariffs/contracts/negotiations. _ COMMON LANGUAGE is a registered tradema

DLR CONTENT AND FORMAT 3.1 The DLR document represents the information needed on the DLR and the actual field name, usage and data charact

43、eristics. 3.2 The DLR is divided into four forms with nine subdivided sections. 3.3 The DLR Administrative Form of the DLR is sent with each DLR and contains two sections: The Administrative section which includes: A. Customer and Provider identification and contact B. Critical date information C. I

44、ssue date, issue number, page number and page range D. Remarks The Design section which includes: A. The service technical requirements B. Sequential listing The DLR sequential listing should contain the ID of the last assigned equipment or facility at the interface excluding any locally assigned ti

45、e pairs, e.g., HICAP CFA, Bay, Panel, Jack and Pin. 3.4 The DLR Additional Detail Form section of the DLR is an optional form based upon additional sequential listings being required to provide a complete document. This form is separated into two sections: The Administrative section provides a subse

46、t of the previous Administrative section, relating additional forms with the DLR Administrative Form as part of a complete DLR document.
