GENERAL1.1 This document provides guidelines for administrative procedures forthe priority provisioning and restoration

15、 of Interconnection and LocalService(s) (hereafter, “Service”), provided to Telecommunications ServiceCustomers (hereafter, Customers) by Telecommunications ServiceProviders (hereafter, Providers) relative to National Security EmergencyPreparedness (NSEP) Telecommunications Service Priority (TSP) Sy

16、stem.For the purposes of this document, the Customer, requesting a servicevia an Access Service Request (ASR) or Local Service Request (LSR) isconsidered to be the prime contractor, the Provider is considered to bethe subcontractor and the service constitutes only a portion of the overallservice bei

19、ns Service Priority (TSP) System for NSEP hasbeen developed to provide priority treatment to our nations mostimportant telecommunications services. Under the provisions of the TSPSystem, telecommunication service vendors are both authorized andrequired, when necessary, to provision and restore those

21、eswhich are used to maintain a state of readiness or to respond to andmanage any event or crisis (local, national, or international), whichcauses or could cause injury or harm to the population, damage to orloss of property, or degrades or threatens the NSEP posture of the UnitedStates. This documen

23、N/A2. TSP CODE APPLICATIONS & EXAMPLES2.1 Code Representation. A Telecommunications Service Priority (TSP)code is a two character, alpha/numeric code with the left most characterbeing an E, 1, 2, 3, 4, 5 or 0 (zero) with an adjacent right most characterbeing a 1, 2, 3, 4, 5, or 0 (zero). The left mo

24、st character of a coderepresents the service provisioning priority and its right most characterrepresents the restoration priority for the service. A “TSP” code thereforeserves two purposes for the telecommunication service vendors, but thecode always appears as a singular representation with two oc

25、cupiedcharacter positions. When presented between TSP systems users, thecode should not be subdivided or presented as a single character. Arecorded character of 0 (zero) in either character position is a positiveindication of no TSP priority for the represented function. The only timea 0 (zero) will

26、 appear in both character positions is to indicate arevocation of an existing TSP code.2.2 ASR and LSR entries for provisioning, restoration, revocation orchange of TSP priorities will be in accordance with the Access ServiceOrdering Guidelines (ASOG) and Local Service Ordering Guidelines(LSOG).2.3

29、) and 5 indicates the lowest priority level for restoration.Likewise, a TSP code of 22 indicates a priority level of 2 for provisioning(lower than the previous example) and a level of 2 for restoration (ahigher priority than the previous example).If there were two services being processed at the sam

30、e time and theywere assigned the TSP codes as in the above examples, i.e., E5 and 22,the service coded E5 must be provisioned prior to the service assignedTSP code 22. Likewise, if these same two services became inoperative atthe same time, the service coded 22 must be restored prior to the servicec

SERVICE APPLICATIONThis section represents the reco

32、mmended standard guidelines forimplementing priority treatment, as described under the NSEP TSP System, forthose services provided to a Customer by a Provider. It is understood that inthis case the Customer is acting as a prime contractor and the Provider as asubcontractor and that the Service const

33、itutes only a portion of the overallservice being provided to an End User. Standard processing of ASRs and LSRsapplies along with the additional activities required to implement a TSP codeassignment as discussed in the following paragraphs.3.1 NEGOTIATION AND ORDERING1. When a service with a TSP cod

34、e is ordered from a TelecommunicationsCustomer, the customer will obtain, at a minimum, the complete 12character TSP Authorization Code from the End User or their authorizedagent.2. The Customer will provide an ASR or LSR to the negotiation organization ofthe Provider involved in the service. The AS

35、R or LSR issued to the Providermust include the 12 character TSP Authorization Code as obtained from theEnd User or their authorized agent.3. TSP provisioning codes of E, 1,2,3,4 or 5 will normally authorize shorterprovisioning intervals than provided by a Providers standard, negotiated orindividual

36、 case basis access service intervals.4. When a Provider receives an ASR or LSR from a Customer with a TSPprovisioning code of E, indicating the service ordered is in the emergencyNSEP category, the Provider will allocate the resources necessary to providethis service as soon as possible, working out

37、side of normal business hourswhen necessary.5. An ASR or LSR received with a TSP provisioning code of 1,2,3,4, or 5indicates that NSEP treatment for the priority provisioning of these essentialNSEP services has been invoked. Essential NSEP services are required to beprovisioned by the due date speci

38、fied by the End User. Providers will maketheir best effort to meet the Customers Desired Due Date (DDD) foressential NSEP services.3-2ATIS/OBF-TSP-002Issued March 8, 2002Effective March 8, 2002Implemented N/A6. When the provisioning interval is extremely short, it may be necessary forthe Customer to

39、 provide the ASR or LSR information verbally to theProvider. In such cases, a confirming ASR or LSR (including all of theinformation verbally provided) must follow at the earliest possible date.7. The Providers internal order or equivalent documents will include theappropriate entry to establish and

40、 uniquely identify on billing documentsany charges which result from the implementation of a 2 character TSP codeon an access service.8. When the Service is directly ordered by and billed to the End User, all of theordering information (including, at a minimum, the 12 character TSPAuthorization Code

41、) will be obtained from the End User or their authorizedagent by the Provider. In this instance, the Provider will be the primecontractor with all of the attendant prime contractor responsibilities.3.2 DESIGN1. TSP Services will follow normal design work flow with the addition of the 2character TSP

42、code on all installation work documents (i.e., WORDdocument or equivalent). The 2 character TSP code is also required on theDesign Layout Report (DLR). Best efforts by Customers/Providers arerequired to provide TSP treatment as follows:A. Immediate action to complete the Circuit Design for provision

43、ing of TSPprovisioning priority Level E services.B. Meet the DLR Date (DLRD) for the provisioning of TSP provisioningpriority level 1 to 5 services.C. Reassignment of facilities in response to a request from maintenanceforces to restore TSP (TSP restoration priority level 1 to 5) servicesbased on th

44、eir assigned restoration priority level and prior to non-TSPservices.2. When spare facilities are unavailable, it may be necessary for theCustomer/Provider to preempt a service to obtain the facilities required toprovision or restore a TSP service.3-3ATIS/OBF-TSP-002Issued March 8, 2002Effective Mar

45、ch 8, 2002Implemented N/AA. When preemption is necessary, the sequence in which existing services maybe preempted is as follows:1. Non-TSP services.2. TSP services, selected in the inverse order of their TSP priority levelassignment.3. When preemption is required to provision or restore a TSP servic

46、e,the consent of the End User whose service will be preempted is notrequired. The Provider will restore the preempted service followingnormal maintenance procedures and apply billing account credit, ifapplicable, and in accordance with the appropriate tariff.For these cases, in the event a Provider

47、must preempt an existingService, the Provider will notify the Customer of the preemption.The Customer will be responsible for notifying their preempted EndUser(s).3.3 INSTALLATIONInstallation guidelines for TSP services are detailed in the NetworkInterconnection/Interoperability Forums (NIIF) Reference Document, Parts Iand II (ATIS/NIIF-004-2-1) which can be found at “http:/www.atis.org” in the“ATIS Committees and Forums” section.3.4 COMPLETIONThe completion process consists of three phases as follows:1.
