9、1991 ii BSI 08-1999 Foreword This British Standard, originally prepared at the request of the British Aerosol Manufacturers Association, has now been revised under the direction of the Packaging and Freight Containers Standards Policy Committee to include plastics aerosol dispensers up to1000mL maxi

10、mum brimful capacity and to add requirements for containers closed as in the filling process. It supersedes BS5597:1978 which is withdrawn. The revised standard is primarily concerned with ensuring that the filled aerosol dispenser is safe in respect of pressure performance and integrity throughout

11、its intended life, rather than with providing detailed specifications for materials and methods of construction. Specific requirements are included for the pressure and impact resistance of the unfilled container, as made by the container manufacturer, and the selection and testing of aerosol dispen

12、sers to meet anticipated service requirements in terms of pressure resistance, impact resistance and compatibility with contents. Criteria are established in regard to the closing of the aerosol dispenser and there is a requirement that every filled aerosol dispenser is subjected to a pressure test

13、as an integral part of the manufacturing process. The standard has been divided into sections in order to clarify the responsibility for compliance with the requirements specified for unfilled containers and filled aerosol dispensers respectively. Certain characteristics of plastics, such as chemica

14、l resistance, permeation and creep are fundamentally different from those of other materials used for containers, such as metal and glass. As a wide range of products may be packed in plastics aerosol dispensers, it is a requirement of the standard that appropriate type tests are carried out to ensu

15、re that the treatment of the aerosol dispenser and any effects due to the contents are not such as to bring the performance of the filled aerosol dispenser below any of the requirements of this standard. All plastics containers are subject to some degree of permeation, the extent depending upon the

16、constituents of the contents and the type of plastic used. The rate of permeation is affected by temperature, and therefore long term storage tests have to be carried out under time and temperature conditions to realistically simulate conditions appropriate to the market. Any changes in formulation,

17、 container shape or the polymer type used for the container, require further long term storage tests to reassess performance. Furthermore, plastics aerosol dispensers will exhibit some creep, the magnitude of which is a function of time, temperature, internal pressure, the shape and wall thickness o

18、f the container and the polymer type used. This characteristic of plastics should be taken fully into account in the design of such containers and in assessing the safety of aerosol dispensers in storage, transport and use. Attention is drawn to the need to check legal requirements, both those relat

19、ing to aerosol dispensers in general and those which may relate to specific contents. Current legal requirements in relation to aerosol dispensers specify pressures in bars and this unit is therefore retained in this standard. NOTEBecause of the need to ensure safety in use it is important that a su

20、itable scheme of process and quality control is adopted to verify that both unfilled and filled containers comply with the performance requirements specified. A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards are responsible for the

21、ir correct application. Compliance with a British Standard does not of itself confer immunity from legal obligations. General 1 Scope This British Standard specifies requirements for materials, performance and marking for non-refillable plastics aerosol

23、 dispensers up to1000mL maximum brimful capacity, pressurized by liquefied, dissolved or compressed propellant gases. The maximum equilibrium gauge pressure at55 C of the contents is restricted to23bar 1)for group1 containers and to13.5bar for group2 containers (see2.7 and2.8). NOTEThe titles of the

24、 publications referred to in this standard are listed on the inside back cover. 2 Definitions For the purposes of this British Standard the following definitions apply. 2.1 aerosol dispenser a dispenser, incorporating an aerosol valve, holding a product kept under pressure greater than atmospheric b

25、y means of a propellant, and from which the product is discharged when the valve is opened. It is intended to be discarded when exhausted and not to be refilled 2.2 aerosol valve a mechanical device, the operation of which permits the controlled emission of the product from the aerosol dispenser in

26、a predetermined manner NOTEThe working parts are mounted in an aerosol valve cup or in a valve ferrule which is sealed on to a container. 2.3 (maximum) brimful capacity the total capacity of a container without a closure in millilitres 2.4 unfilled container a container at the end of the manufacturi

27、ng operations carried out by the container manufacturer 2.5 container closed as in the filling process a sealed unfilled container fitted with an aerosol valve cup or valve ferrule in which is mounted an aerosol valve, i.e. as prepared for filling 2.6 closure a component which seals the aerosol disp

28、enser NOTEThis may or may not incorporate the aerosol valve. 2.7 group 1 containers containers having a maximum brimful capacity not exceeding500mL 2.8 group 2 containers containers other than those covered by group 1, having a maximum brimful capacity not exceeding1000mL 2.9 lot a collection of con

29、tainers of a single type, manufactured under essentially the same conditions and at essentially the same time, from which a sample is to be drawn and inspected to determine conformance with the acceptability criteria NOTEThis may differ from a collection of containers designated as a lot for other p

30、urposes, e.g. production, shipment. 2.10 equilibrium gauge pressure the gauge pressure of an aerosol dispenser as filled with the contents in equilibrium at a specified temperature 2.11 type testing a test, or series of tests, indicating whether an aerosol dispenser, made to a unique specification a

31、nd design, meets the appropriate requirements of this standard 2.12 creep the slow deformation of a stressed material 2.13 intended life the period over which the aerosol is intended to be usable, as determined by the marketer in relation to the nature of the contents and the intended market NOTEThe

32、 intended life is normally at least18months. 3 Materials Containers shall be made from plastics, combinations of plastics or composite plastics materials. 4 Filling volume The total liquid (together with any solid) contents at a temperature of55 C shall not occupy more than90% of the internal volume

Certain tests specified in clauses5 and6 are designed to subject dispensers to higher pressure than those normally expected, and/or to detect gross over-filli

34、ng. It is essential that precautions are taken to safeguard operators carrying out these tests. 5.1 General Prior to routine production the type tests specified in5.2, 5.3 and5.4 shall be undertaken by the container manufacturer. 5.2 Pressure test 5.2.1 Procedure At least one container from each ind

35、ividual mould shall be tested as described inAppendix A. 5.2.2 Criteria for type approval All containers tested shall comply with6.1 and6.2. 5.3 Single impact drop test 5.3.1 Procedure Three groups of 25 containers each shall be tested as described inAppendix B. Each group shall be tested at a diffe

36、rent reference temperature, the three temperatures being1 C, 25 C and38 C. The test medium shall be a mixture of95% by mass water and5% by mass propellant. The propellant shall be selected such that the internal gauge pressure at55 C corresponds with the appropriate pressure in column 1 ofTable 1 or

37、Table 2 dependent on container capacity. The volume of fill shall be such that it would occupy90% of the closed volume, if the temperature were55 C. 5.3.2 Criteria for type approval If there is any breakage of, or loss of contents through, any part of any container or its associated components, the

38、container type shall be deemed not to comply with this standard. 5.4 Long term performance test 5.4.1 General NOTEPressurized plastics containers will exhibit creep, the extent of which is dependent upon the internal pressure, polymer type and storage conditions, and also upon the contents (see note

39、 to5.4.2). To ensure that creep does not affect the ability of the container type to retain its assessed level of performance further type tests shall be carried out as specified in5.4.2 and5.4.3. 5.4.2 Drop test Three groups of 25 containers each shall be tested as described inAppendix B. The test

40、medium and volume of fill shall be as specified in5.3.1. Before testing, each group of filled containers shall be conditioned at a different temperature for a specified length of time, the temperatures and time periods being as follows: a) 26 weeks at38 C; b) 100h at50 C; c) 18h at55 C. The criteria

41、 for type approval shall be as specified in5.3.2. NOTEThese tests do not take account of the effect of the contents (see clause10). 5.4.3 Pressure performance After conditioning as specified in5.4.2, containers shall be capable of meeting the burst test requirements specified in6.2. 6 Performance NO

42、TESee warning in clause5. 6.1 Deformation When tested as described inAppendix A, unfilled containers shall show no visible and permanent distortion when tested to the deformation test pressure appropriate to the equilibrium gauge pressure of the intended contents 2) . The deformation test pressure s

43、hall be as given in column2 of Table 1 andTable 2 (for group1 and group2 containers respectively); except for containers intended for certain heat-sensitive products 2)which could be affected by the temperatures involved in normal production testing of filled aerosol dispensers (see11.3.1), when the

44、 deformation test pressure shall be as given in column3. NOTEThe intention of the requirement in relation to visible and permanent distortion is to guard against aerosol dispensers that might be unsafe. To clarify what constitutes an acceptable container or aerosol dispenser, slight symmetrical dist

45、ortion affecting for example a base or shoulder profile should not lead to a container being deemed not to comply with this standard. Tested containers should not show asymmetrical distortion or other similar defects. 6.2 Burst When tested as described inAppendix A, unfilled containers shall not bur

46、st when tested to the burst test pressure appropriate to the equilibrium gauge pressure of the intended contents 2) . The burst test pressure shall be as given in column4 ofTable 1 andTable 2 (for group1 and group2 containers respectively). Any leakage shall be classified as a burst. 2) As notified

Group 2 containers 6.3 Compliance of a lot Samples shall be taken according to BS6001-1 inspection level II (normal inspection). A lot shall be deemed not to comply with this

48、 standard if the total number of sample containers which do not comply with6.1 and6.2 exceeds the acceptance number given in BS6001-1 for an acceptance quality level (AQL) of2.5%. NOTEA lower AQL may be used by agreement between the purchaser and the manufacturer (seeAppendix C). 7 Supply of unfille
