9、9 Foreword This British Standard has been prepared under the direction of the Information Systems Technology Standards Policy Committee. It is the UK implementation of the recommendations of ISO7812 for the establishment of a national numbering system for the identification of issuers of identificat

10、ion cards. The establishment of a national register of UK Issuer Identification Numbers will enable the avoidance of unnecessary duplication of the international register, maximize the life of the International Standard and provide a better service to meet the needs of UK card issuers and users. In

11、the UK, the Association for Payment Clearing Services (APACS) 1)already acts on behalf of BSI to handle all applications for international Issuer Identification Numbers (IINs). Under the authority of the board of BSI, APACS has now been appointed under the provisions of clause5 of this standard, to

12、act as the first UK Registration Authority for the national numbering system, thus enabling APACS to expand and improve its existing service to the UK. A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards are responsible for their corr

13、ect application. Compliance with a British Standard does not of itself confer immunity from legal obligations. 15、ne or more UK IINs for his own ID cards; and b) the reservation of a block of UK IINs to an assigning agency. The UK IIN registration structure for the issue and use of UK IINs is illustrated in Figure 1. 1 Scope This British Standard describes the numbering system, and the assignment and registrati

16、on procedures to be used to obtain issuer identifiers for identification cards designed primarily for use in the UK. The numbering system and the procedures are applicable to all identification cards, including financial transaction cards, and tokens that identify the card issuer and card holder. NO

17、TEGuidance on the applicability of UK IINs is given in Appendix D. 2 Definitions For the purposes of this British Standard the definitions given in BS7105 (ISO7810), BS7107 (ISO7812) and BS7108 (ISO7813) apply together with the following. 2.1 Assigning Agency an organization authorized, as required

19、 a block of UK IINs, reserved by the UKRA for subsequent assignment by an Assigning Agency to card issuers 2.3 card issuer the institution (or its agent) which issues the identification card to the cardholder 2.4 direct assignment an assignment of a UK IIN to an applicant by the UKRA 2.5 indirect as

20、signment an assignment of a UK IIN to an applicant by an Assigning Agency 2.6 IIN an international issuer identification Number, as defined in BS7107 (ISO7812) 2.7 UK IIN an IIN that is specifically identified as originating in, and intended primarily for use in, the UK and that is issued as defined

21、 in this British Standard 2.8 UK Registration Authority (UKRA) the organization that manages the UK IIN Register 3 Numbering system 3.1 General The identification number on identification cards, as illustrated in Figure 2 below, shall be composed of the following five components: 1) major industry i

22、dentifier(9); 2) country code(826); 3) the issuer identifier; 4) the individual account identification; 5) the check digit. The identification number shall not exceed19 digits. NOTEOnly the individual account identification is variable in length (see3.3). 3.2 Issuer identification number The issuer

23、identification number shall be8 numeric digits. The first four digits of the issuer identification number shall be“9826”. The remaining four digits (the issuer identifier) shall be the assignment itself, as entered on the register. NOTE“9” Is the Major Industry Identifier allocated in BS7107 (ISO781

24、2) for assignment by national standards bodies, and“826” is the numeric country code signifying UK as specified in BS5374 (ISO3166). 3.3 Individual account identification The individual account identification shall be assigned by the card issuing organization. The format shall not exceed10 digits. 3

25、.4 Check digit The final digit shall be a single check digit, calculated by the Luhn formula given in Annex B of BS7107:1989 (ISO7812).BS7227:1990 BSI 11-1999 3 4 Assignment of UK IINs 4.1 The assignment of a UK IIN shall be made in accordance with the procedures described in this British Standard.

26、4.2 If UK issuer identifiers (see3.2) are needed for test or diagnostic cards, numbers in the series9990 to9999 inclusive shall be used (but see alsoD.6). NOTEThese numbers can be used without the need for prior registration with the UKRA. 4.3 Where the card issuer needs to restrict the authorized u

27、se of a particular card (e.g.to indicate that the card is for national use only), the service code as defined in BS7108 (ISO7813) shall be given values to effect that restriction. 5 Registration Authority: rights and responsibilities 5.1 A UK Registration Authority (UKRA) shall be established to man

28、age the UK IIN scheme. The appointment of the UKRA shall be made under the authority of the Board of BSI. 5.2 The UKRA shall maintain a register of direct assignments and block reservations it has made, and of indirect assignments made by Assigning Agencies. The register and its use for enquiries pu

29、rposes shall comply with clause10. 5.3 For direct assignments, requests shall be submitted on an application form as shown in Appendix A. Requests to establish an Assigning Agency, shall be handled by correspondence between the UKRA and the applying agency. 5.4 On receiving an application, the UKRA

30、shall check that the purpose of the request is compatible with the principles described in these procedures. The UKRA shall check the availability of UK IINs against the number of UK IINs requested. For block reservation requests and direct requests for more than one UK IIN, the UKRA shall satisfy i

31、tself with regard to the adequate justification of the application. The UKRA shall establish in conjunction with the applicant how many numbers will be sufficient to satisfy the future business requirements of the applicant. 5.5 If an application for assignment is accepted, the UKRA shall assign the

32、 UK IIN(s) by a) completing a register entry and part B of the application form; b) sending the applicant a letter of acceptance in accordance with clause9, together with a copy of the entry in the register. Acceptance of a block reservation request shall be by correspondence. 5.6 Wherever possible,

33、 the UKRA shall assign contiguous issuer identifiers in sequence starting from0000. The UKRA shall review any request for the assignment of specific numbers to an applicant and shall decide whether or not the circumstances are exceptional enough to grant the request. 34、fication numberBS7227:1990 4 BSI 11-1999 5.7 The UKRA shall be empowered to: a) question the right of an organization to receive an assignment or reservation; and b) reduce or withhold the assignment, giving reasons. NOTEThe reason for refusing an assignment or reservation in full would normally be

35、that it is excessive. (Only10000 numbers are available, and a very large block assignment or reservation may be too demanding.) 5.8 The UKRA shall be empowered to make enquiries on the registers maintained by Assigning Agencies. The UKRA shall also be empowered to review the performance of Assigning

36、 Agencies in order to: a) ensure that letters of acceptance are issued in accordance with clause9; b) check that the registers they maintain comply with clause10; c) ensure that the UK IINs are assigned in accordance with the original reservation of a block of UK IINs. 5.9 The UKRA shall review the

37、regular reports (see6.8) from Assigning Agencies on the percentage utilization of each block. The UKRA shall be empowered to recover unassigned UK IINs from block allocations so that they can be re-assigned, subject to the outcome of any appeal (see clause8) by the Assigning Agency against such reco

38、very. 5.10 The UKRA shall monitor the use of the register, and shall prepare a report of its activities at least annually for issue to the technical committee responsible for this British Standard and, on request, for release to UK IIN applicants or users. The report shall give details of: a) the nu

39、mber of direct and indirect assignments; in total, and during the period covered by the report; b) an analysis of blocks reserved and their utilization; c) disputes arising; d) a statement of accounts. 5.11 The UKRA shall be empowered to charge a fee for the assignment or reservation of numbers and

40、for enquiries on the register, in order to cover its costs in managing the UK IIN scheme and keeping the register. NOTEA cost-recovery charge may also be made for copies of the annual report issued on request (see5.10). 5.12 The UKRA shall maintain a list of organizations willing to nominate members

41、 to an Arbitration Panel (see Appendix B). 6 Assigning Agencies: rights and responsibilities NOTEAlthough several Assigning Agencies may be operating under the control of the UKRA, this clause is written in respect of a particular application for UK IIN(s) to the relevant Assigning Agency. 6.1 The A

42、ssigning Agency shall be responsible for assigning UK IINs from the block(s) reserved for it. 6.2 The Assigning Agency shall maintain a register of UK IINs it has assigned, shall make it available for enquiry and shall advise UKRA of its assignments. The register and its use for enquiry purposes sha

43、ll comply with clause10. 6.3 On assigning UK IINs from a block, the Assigning Agency shall check that the purpose for which the assignment is being made is compatible with the principles described in these procedures. 6.4 If the application is accepted, the Assigning Agency shall assign the UK IIN(s

44、) and provide a letter of acceptance in accordance with clause9 together with a copy of the entry in its register. 6.5 Wherever possible, the Assigning Agency shall assign contiguous UK IINs in ascending order from its reserved block(s), but may, on request, assign specific number(s) to an applicant

45、. 6.6 The Assigning Agency shall be empowered to: a) question the right of an organization to receive an assignment; and b) to reduce or withhold the assignment, giving reasons. 6.7 The Assigning Agency shall demonstrate to the satisfaction of the UKRA, on request, that its registration policy compl

46、ies with the original application to the UKRA for a block reservation of UK IINs. 6.8 The Assigning Agency shall monitor the utilization of its block(s) of UK IINs, and shall report on the percentage utilization of each block to the UKRA regularly (at least annually), the period to be agreed with th

47、e UKRA. The Assigning Agency shall return unassigned UK IINs to the UKRA, on request of the UKRA, but shall have the right to appeal against such action to an arbitration panel (see clause8).BS7227:1990 BSI 11-1999 5 6.9 The Assigning Agency shall be empowered to charge for the assignment of numbers

48、 and for separate enquiries on its register in order to cover its costs in managing its register, subject to approval of the charging structure by the UKRA, but the Assigning Agency may appeal to an arbitration panel (seeclause8) if it cannot agree a charging structure with the UKRA. 6.10 Matters of

49、 dispute between the Assigning Agency and the UKRA shall be referred to the Arbitration Panel (see clause8). 6.11 Matters of dispute between the applicant and the Assigning Agency shall be dealt with by the Assigning Agency (see clause8). 7 Applicants: rights and responsibilities NOTEThis clause applies to applicants for direct or indirect assignments, and also to Assigning Agencies requesting block reservations. 7.1 The applicant for a direct assignment shall complete a form as shown in Appendix A to apply for one or more UK IINs, and shall give the reason for the
