36、aterial,intosecondaryrawmaterialorproducts 4 DescriptionofMaterialRecyclingProcesses 4.1 Criteriaforrecyclingprocesses Thebasiccriterionforarecyclingprocessisthatithasaspecifiedinputofused(packaging)materialfromwhichit recoversvalueinusablematerial.Recyclingofusedpackagingwillhaveaninputofusedpackag
37、ing,whichmayor maynotbeprocessedwithothermaterials,andtheoutputwillbefeedstockormaterialusedintheproductionof newproducts,whichmay,ormaynot,beforpackagingapplications.Therecyclingprocesswillvarysubstantially accordingtothematerialtobeprocessed,thesourcefromwhichitcomes,andtheapplicationsforwhichthe
38、recovered/recycledmaterialistobeused. Additionallytherecyclingprocesswillusescrapfromthevariousproduction,fillingandpackagingoperations. Subsequenttotheprimaryproductionprocess,therecyclingprocessisausefulmeansofdivertingthismaterial fromlandfill.Itshouldbenotedthatusedpackagingreprocessedthroughmat
39、erialrecyclingwillbeincludedinthe recyclingratedescribedbyDirective94/62/EC,whilescrapwillnotbeincludedinthisrate. Wherethesecondlifeapplicationhasahighdemandforcleanlinessandconsistency,therecyclingprocesswill berequiredtoensureahighlevelofremovalofextraneous/differentmaterialwithstagesintherecycli
40、ngprocess forcleaningtherecoveredmaterialbywashing,deinkingetc.Inotheroperationswherethenewapplicationhasa lowerdemandonthespecification,separationofsmallamountsofextraneousmaterialmaynotbenecessary,nor complexcleaningoperations.Itwillbeenvironmentallyandeconomicallywrongtobaserecyclingonthehigheren
41、d ofthequalityspecification,andtherecyclingoperationisoftendesignedtomeetthespecificneedsofthesource recoveredproductsandtheapplicationforwhichtherecycledmaterialistobeused.
