24、neralflowchart(AnnexA).Itisexpected,however,thatthefollowingmajor materialgroups,forwhichspecificflowchartshavebeenpreparedwillnormallybeused:paperandboard, plastics,aluminium(foilwithathicknessbelow50microns)andwood; b) therateshallbedeterminedonnationallevel.Exportsofpackagingwasteforenergyrecover

25、ybyaMember Statewillbetakenintoaccountinthecalculationofitsownrateofenergyrecovery.Unlessotherwisespecified byaparticularEuropeanCommissionDecision,thenumeratoroftheequationshouldincludepackaging exportedforenergyrecovery; c) themeasurementpointsfordeterminingtherateofenergyrecoveryshallbebasedoninp

26、utstorelevant processesdefinedintheflowchart; NOTE ThisisinaccordancewiththeprinciplelaiddownintheEuropeanCommissionsDecisionondatabase(97/138/EC). Usingthesepointsofmeasurementisthemostpracticalwayofobtainingreliabledata. d) theenergyrecoveryrateshallbecalculatedforaperiodoftimegivenbylegislation,a
