21、cationsareconsidered.EN13645:2001(E) 5 1Scope ThisEuropeanStandardspecifiesrequirementsforthedesignandconstructionofonshorestationaryliquefied naturalgas(LNG)installationswithatotalstoragecapacitybetween5tand200t.Thisstandardisnotapplicable toliquefactionprocessfacilitiesbasedonhydrocarbonrefrigeran

22、ts.Largerinstallationsaretreatedaccordingto EN1473:1997. Ifotherdangeroussubstancesarepresentinthefacility,theaforementionedstoragecapacitythresholdsmaybe reduced. NOTE Itisessentialthatthedesignerrefertolocalregulationtodeterminethenewvalues. Theinstallationstowhichthisstandardisapplicableincludeth

23、efollowing: LNGsatelliteplants.TheLNGmaybesuppliedbyroadtankers,bargeorrailcarriers.Afterstorage,LNGis vaporizedandsentouttoconsumers; LNGgasfuellingstationsforvehicles. TheinstallationislimitedfromthegasinletortheloadingLNGareatothegasoutletortheunloadingLNGarea. Fillingsystemsarenotcoveredhere. Fo

36、shallbecarriedoutwhentheLNGstoragecapacityexceedsthethresholdspecified inthelocalregulation.Ifthisvalueisnotavailable,athresholdof50tisrecommended. TheimpactstudyshalltakeintoaccountanyrestrictionsonthetransportationofLNG. Allemissionsfromtheplant,thatis,solid,liquid(includingwater),andgaseous(inclu

37、dingnoxiousodours)shallbe identified.Measuresshallbeimplementedtoensurethatnormalandaccidentalemissionsareharmlessto persons,property,animalsorvegetation. Aneffluentmanagementpolicyshallbeestablishedifrelevant.Therequirementsinthehandlingofanytoxic materialsshallbeidentified. Anyincreaseinactivityca

38、usedbyoperationshallalsobeassessedandundesirablelevelsofactivitiesshallbe eliminatedifpossibleorminimizedandrestricted.Thefollowingitemsshouldbeconsidered: noise levels; vibration levels; nightworking,effectoflights; gasflaringorventing; warmingorcoolingofwater. NOTE Fogmaybecreatedlocallybyatmosphe

39、ricvaporizers. 4.2 Emissioncontrol Thefollowingshallbesafelycontrolled: combustionproductsfromcompressordrivers,submergedvaporizers,firedheatersforregeneration; normaloraccidentalventingofgases; normaloraccidentalflaringofgases; oilywatercondensedduringdryerregenerationorfrommachines; inthecaseofwat

40、ercooledequipment,hydrocarboncontaminationofthiswaterfromleakingexchangertubes; disposalofwasteproducts(chemicals,wasteoilandchlorinatedorganiccompounds); vaporizer water; odorant chemicals. Thestandardofemissionscontrolshallfollowasaminimumspecificationssetbylocalregulation. 4.3 Boiloff/flashgasman

41、agement Continuousflaringorventingshallbeavoided. Boiloffgascanberecycledinaliquefactionprocessorincludedinthesendoutgastoavoidwastegasduring normaloperation.EN13645:2001(E) 8 4.4 Externalcommunicationnetworks Trafficratesofexternalroads,railwaysandwaterwaynetworksneartheLNGplantshallbeidentified. 5

42、 Safetyplan 5.1Purpose LNGinstallationsshallbedesignedtominimizetheriskstopropertyandlifeoutsideandinsidetheplant.Asafety planshallbedefinedduringthedesignoftheplantorduringamajormodificationwhentheLNGstoragecapacity exceedsthethresholdspecifiedinthelocalregulation.Ifthisvalueisnotavailable,athresho

43、ldof50tis recommended. Thesafetyplanshallincludeanidentificationofrisksandanappropriateappraisaloftheconsequences.Itshall alsoincludethesafetymeasuresandprinciplesoftheactionsperformedbytheoperatorforcontrollingrisksfor accidents. Implementationofthesafetyplanshallbeinitiatedasearlyaspossibleandbere

44、viewedwhenunacceptablerisks areidentifiedduringthedesign. Ahazardsandoperabilitystudy(HAZOPorequivalent)shallbeconductedtoidentifyandeliminateorminimise hazards.
