The obj

12、ect of the IEC is to promote international cooperation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards. Their preparation is entrusted to technical committees; any IEC Nati

13、onal Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardizatio

14、n (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of the IEC on technical matters, express as nearly as possible an international consensus of opinion on the relevant subjects since each technical committee has represen

15、tation from all interested National Committees. 3) The documents produced have the form of recommendations for international use and are published in the form of standards, technical reports or guides and they are accepted by the National Committees in that sense. 4) In order to promote internationa

16、l unification, IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards. Any divergence between the IEC Standard and the corresponding national or regional standard shall be clearly indicated in the l

17、atter. 5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any equipment declared to be in conformity with one of its standards. 6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject o

18、f patent rights. IEC shall not be held responsible for identifying any or all such patent rights. The main task of IEC technical committees is to prepare international Standards. In, exceptional circumstances, a technical committee may propose the publication of a technical report of one of the foll

19、owing types: type 1, when the required support cannot be obtained for the publication of an International Standard, despite repeated efforts; type 2, when the subject is still under technical development or where for any other reason there is the future but not immediate possibility of an agreement

20、on an International Standard; type 3, when a technical committee has collected data of a different kind from that which is normally published as an International Standard, for example “state of the art”. Technical reports of types 1 and 2 are subject to review within three years of publication to de

21、cide whether they can be transformed into International Standards. Technical reports of type3 do not necessarily have to be reviewed until the data they provide are considered to be no longer valid or useful. 24、s a “prospective standard for provisional application” in the field of safe handling and operation of mobile radio equipment because there is an urgent requirement for guidance on how standards in this field should be used to meet an identified need. This document is not to be regarded as an “Intern

25、ational Standard”. It is proposed for provisional application so that information and experience of its use in practice may be gathered. Comments on the content of this document should be sent to the IEC Central Office. A review of this type2 technical report will be carried out not later than three

26、 years after its publication, with the options of either extension for a further three years or conversion to an International Standard or withdrawal.BSIEC1149:1995 BSI 12-1999 1 1 Scope This technical report contains the requirements necessary for the safety of personnel against hazards which may o

27、ccur in operating and maintaining mobile radio equipment. Where mandatory requirements exist relating to safety, these take precedence over the requirements given in this report. This report applies to all mobile radio equipment and auxiliary apparatus, including combining units and matching network

28、s, antenna systems and associated feeder-lines. Remote controls and private or public telephone interconnect circuits are also included. This report refers to all classes of protective insulation and equipment defined in IEC536. NOTEPower supplies and battery chargers operating outside the housing o

29、f the mobile or fixed radio installation are not included in this scope. This report deals with protection against: injury; electric shock; skin burns; high temperature and fire; harmful radiation; miscellaneous hazards. Design and construction requirements and, where appropriate, test methods are s

30、pecified covering: a) the safety of personnel when operating, carrying out routine adjustments to, and as far as practicable, during fault finding and repair of the equipment; b) the safety of personnel when the equipment is operating normally and also when it is operating under certain specific fau

31、lt conditions which may arise in normal use; and c) the prevention of fire and its spread. The requirements do not necessarily ensure the safety of personnel working on the equipment when it is not in normal operation. Tests are specified, where appropriate, for checking that the equipment meets the

32、 safety requirements of this report when operating normally and also under the specified fault conditions. These tests should be carried out on a representative set of equipment in order to determine whether the design meets the requirements of the report. The use of this report is not, however, int

33、ended to be restricted to type tests. It may also be used for acceptance tests after installation of the equipment, for tests after modifications to parts of the equipment and for tests at appropriate intervals to ensure the continuing safety of the equipment throughout its life. 2 Normative referen

BSIEC1149:1995 2 BSI 12-1999 3 Definitions For the purpose of this Technical Report the following definitions apply. 3.1 Type A, B and C equipment The type of equipment indicates whether it is base equipment (A) (

40、see3.1.1), mobile equipment (B) (see3.1.3) or portable equipment (C) (see3.1.5). NOTEAnnex A is an application guide indicating which part of the report relates to the equipment under test. 3.1.1 base equipment (type A) a transmitter or receiver, or a combination of both, used in a base station (see

41、 4.4 of IEC489-1) 3.1.2 mobile radio equipment a radio transmitting and receiving equipment and systems used in the mobile services (see clause 1 of IEC489-1) 3.1.3 mobile equipment (type B) a transmitter or receiver, or a combination of both, including the duplexer, if used, in a mobile station (se

44、 safe if it cannot cause a harmful electric shock or radio-frequency skin burn the conditions for a part to be electrically safe are: either a) the voltage between the part and earth, and also between the part and any other accessible part, does not exceed72V peak when measured with an instrument ha

45、ving an internal resistance of not less than10k7/V; or b) the voltage exceeds72V peak but the following limits with regard to both current and capacity apply: Where the current is measured in a non-inductive resistor of2k7 connected between the part concerned and earth or any other accessible part a

46、nd where f is the frequency in kilohertz. Where the capacity is measured between the part and earth, or any other accessible part, and the peak voltage U is measured in volts with an instrument having an internal resistance of not less than10k7/V.
