2、European Radiocommunications Committee” (ERC) EXPLANATORY MEMORANDUM INTRODUCTION At present there are many wide ranging variations in licensing and fee policy and procedures for PMR (Professional Mobile Radio) across CER Administrations. Details can be found in ERC Report 73 - Investigation of the

3、possibilities of harmonising (licensing and fees for) the PMR service within CEPT Administrations. BACKGROUND PMR is defined as self provided, self used or closed user group mobile radio communication systems. PMR is part of the land mobile radio service based on the use of simplex, half and possibl

4、y full duplex at the terminal level in order to provide closed group communications. PMR products follow specific standards such as ETS 300 086 and ETS 300 113 equivalents. Citizens Band- CB- (e.g.Pk.27) is not part of PMR. PMR provides professional users with immediate access to two way tailored ne

5、tworks., customised features and specific coverage for voice and data, using appropriate signalling and protocols through owned or shared infrastructures with easily controllable costs even when connected to Public Switched Telephone Networks (PSTN). A major characteristic of PMR is the very wide ra

6、nge of users, from small users sharing spectrum through to national operators using exclusive spectrum. It is felt by many that a number of existing regulatory requirements need to be relaxed. ER0 studies carried out to investigate PMR discovered that various differences exist within CEPT Administra

7、tions. These include: The validity period for licences, licence fees and the length of time taken to issue a licence. The general procedure for issuing licences, the complexity of licences and the time taken to issue a licence. The handling of applications and the procedures to obtain a licence, inc

8、luding frequency assignment, are too complicated and time consuming. Complete harmonisation is impossible therefore it is suggested that CEPT administrations follow a generic format for licence application form and licence documentation. It would help if approximately the same formats for li

10、cence application form and licence documentation form were used throughout Europe. Therefore, in an effort to standardise the application forms and the licence documentation used by the various CEPT Administrations, a generic application form and licence document format has been drawn up based on th

11、e inclusion of common components. Administrations may use their own national formats and incorporate elements from these generic structures to meet specific national requirements. By following this common sectioned format their application forms should be more user-friendly and their licence documen

12、tation more easily understood. 13、desirable for CEPT Administrations to move towards using a common format for application form and licence documentation to aid the adoption of common licence procedures; c) that within the CEPT Administrations there is a growing awareness of the need for harmonisation of licensing regimes; d) that t

14、here is a desire within CEPT Administrations to harmonise PMR licensing procedures; e) that to achieve complete harmonisation of PMR throughout Europe will require further effort, since there are considerable differences in national laws, policies, licensing and procedures; f) that the first steps t

15、owards harmonisation of PMR should therefore be as simple as possible to enable compliance by as many Administrations as possible; g) that a generic application form and a common format for licence documentation should be as simple as possible to encourage adoption by a wide number of Administration

16、s; h) that an element of harmonisation of PMR in Europe would be achieved through the adoption and use of these basic formats; i) that CEPT Administrations may need to reduce or add details to the application form or licence documentation to cover national legal requirements and for effective spectr

17、um management. noting that harmonisation can only be introduced gradually recommends 1) that CEPT Administrations base the content of their licence documentation for PMR on that given in Annex 1; 2) that CEPT Administrations base the content of their licence application form for PMR on that given in
