2、nce of Postal and Telecommunications Administrations, INTRODUCTION One of the aims of the Intemational Telecommunications Union is to ensure efficient and economic use of the frequency spectrum and help towards the mpid eiimination of hannful interference. The Radio Regulations contain the provision
3、s governing the establishment and operation of the Intemational Monitoring System The Eusopean Conference of Postal and Telecommunications Admlliistrations (CEPT), considering the need to develop common and coordjnated procedures and measurement techniques for monitoring within the GEIT framework an
4、d the need for timely exchange of monitoring information between Administrations: the need for a simple, effective means of exchanging such information; the desirability of using current coirniunication means; the advantages resulting from the use of a standard format, that under the Intemational Mo
5、nitoring System, requests for mnitoring information shouid be sent to the Centraiizing Office (see IT document Kit of Addresses”) designated by each Administration which then assembles the information for transmission back to the orighating Admbistration; that in Resolution ITU-R 23 the ITU Radiococ
6、ations Assembly (1993) reconfirmed the need to extend the International Monitoring System on a worldwide scale and also decided that cooperation between monitoring stations of different Administrations should be encouraged and improved with a view to exchanging information; that most monitoring stat
7、ions have sufficient communication facilities available and in cases of responding to interference, the fastest methcd of commmication should be used, Editionof February 26,1998 CEPTERCmEC 01-08 E Page 2 recognsng a) that there is a need for ail monitoring stations to be able to request from each ot
8、her clearly defined information; b) c) d) that such information could relate to emissions in any frequency band; that the need for the request could be to deal with urgent cases of interference to legitimate users of radio; that there will be occasions when mnitonng stations have resource problem an
9、d will be unable, for example, to provide bearing requests on ali emissions; that it will usually be seif-evident why information is being requested, particuiiuly in the case of the clearance of interference. There may, however, be occasions when the requesting station is asked to justify the reason
10、 for the infomtion exchange and nationai security my prevent a fui1 reply. In these circumstances Administrations are asked to co-operate and understand the nature of the problem, e) recommends 1) that comn formats for the exchange of infomation between mnitoring stations be adopted as shown in Anne
11、x 1 (for communication via facsimile) or Armex 2 (for communication via telex); that a request from one station to another for information relating to any emission should include the foilowing details: a.
