3、ed the “MOU” and the EEC Council Directive on the initial stage of the mutual recognition of type approval for telecommunications terminal equipment (86/361/EEC) 2, - the need to implement the mutual recognition of the results of tests of conformity with NETs, - the necessity of establishing agreed

4、criteria for accreditation as an approved testing laboratory for conducting tests of conformity with NETs, O recognising - the work of the International Laboratory Accreditation Conference (ILAC), the International Standards Organi- sation (ISO), the International Electrotechnical Commission (IEC),

5、the International Telephone and Telegraph Consultative Committee (CCITT) and the International Radio Consultative Committee (CCIR), - the obligations of the CEPT implied in the Common Declarations of Intent with the EEC 3 and the EFTA 4 and in the Agreement CEPT/CEN/CENELEC 5, - that national accred

6、itation of a testing laboratory is a pre-requisite for recognition internationally as an approved testing laboratory, recommends the applications of the following criteria for accreditation of a testing laboratory for telecommunications terminal equipment .” Edition of October 31, 1987 - CEPT T/G*OL

SCOPE In order to implement the mutual recognition of the results of tests of conformity with NETS, this recommendation sets out the criteria for accreditation as an approved testing laboratory. 2. DEFINITIONS Relevant definitions contained in IS0 Gu

8、ide 2 6, and other ISO/IEC guides referred to in this recommen- dation will apply, except where specified by the defintions below: Telecommunications terminal equipment. Equipment directly or indirectly connected to public telecommuni- cations networks or for use with public telecommunications servi

9、ces. Accreditation (of testing laboratories for telecommunications terminal equipment). A formal recognition, following verification of compliance with the criteria in this Recommendation, that a testing laboratory is competent to carry out conformity tests. Approved testing laboratory. A laboratory

10、 which has been accredited by the appropriate Administration or an accrediting body recognized as competent in its country, according to his Recommendation, and which is approved by that Administration or State as competent for conducting conformity tests on telecommuni- cations terminal equipment.

11、Conformity specification. A document giving a precise and full description of the technical characteristics of the relevant telecommunications terminal equipment (such a safety, technical parameters, functions and procedures and service requirements) together with a precise definition of the tests a

12、nd test methods enabling the conformity of the equipment with the prescribed technical characteristics to be verified. 2.1. 2.2. 2.3. 2.4. 2.5. NET (Norme Europenne Tlcommunication). An approved conformity specification recommendation of the CEPT, or part or parts thereof, which the signatories of t

13、he MOU adopted in accordance with the procedures set down in that MOU. It includes, where appropriate, requirements made necessary in a given country by historical network peculiarities or established national provisions concerning the use of radio frequencies. 3. CRITERIA FOR ACCREDflATION 3.1. Int

14、roduction 3.1.1. The requirements of ISO/IEC Guide 25(1982) “General requirements for the technical competence of testing laboratories” 7 and of ISO/IEC Guide 38(1983) “General requirements for the acceptance of testing laboratories” 8 shall apply, except where modified by the requirements which fol

15、low. Note. Unless otherwise agreed by CEPT, the editions of ISO/IEC Guides referred to in this recommendation shall still apply despite any subsequent revision by IS0 or IEC. Laboratories must accept that bodies granting accreditation will take all reasonable steps to ensure that there will be an ad

16、equate surveillance of performance of the testing laboratory periodically and that serious lapses in the performance in any area of its accreditation may result in complete reassessment in ail areas of its accreditation. 3.1.2. 3.2. Organization 3.2.1. The testing laboratory should be legally identi

17、fiable, but if this is not the case, its parent body must accept legal responsibility for all the testing laboratorys activities, and must ensure that staff members of the testing laboratory are not subject to undue pressure or inducement that might influence their judgement or results of their work

18、. The testing laboratory shall be required to provide information as listed in ISO/IEC Guide 38(1983), Section 5.3 and its annex. T/G 01-01 E Page 3 Quality systems If the testing laboratory is linked to a parent body, “top management” as used in IS0 Guide 25(1982), Section 4.1 is interpreted as the next higher mangement level being outside the testi

20、ng laboratory domain. For the purpose of this Recommendation the notein Section 4 in ISO/IEC Guide 25(1982) is not applicable. Staff For the purpose of this Recommendation the note in Section 5 ISO/IEC Guide 25(1982) is not applicable. One person may fulfil more than one function in any laboratory a

21、s long as the functions are not confiicting so that they affect the quality of the tests. Calibration All reference standards of measurement shall be used for calibration only and for no other purpose. Handling of items to be tested It is strongly recommended to use photographic records for key area

22、s of hardware to identify the production components and circuits used, where precise identification of telecommunications terminal equipment is necessary. Records It must be adequately assured that one issue of the records and the test reports, are still available during a period of minimum 10 years

23、. The records and the laboratory itself must have controlled access so that no unauthorized person may gain access. Test Reports In general, standardized test report formats or pro-forma should be applied. The Test Reports shall be in accordance with ISO/IEC Guide 45(1985) “Guidelines for the presen

24、tation of Test Results” 9 except where modified by the requirements which follow. The service ordered by the client and undertaken by the testing laboratory shall be described. If the tests performed by the laboratory do not cover all the properties or characteristics of the test item, this fact sha

25、ll be made clear in the test report. Note. If the testing laboratory is of the opinion that the tests ordered by the client may give irrelevant or inadequate results which may be misleading, the laboratory shall consider refusing to undertake the tests or shall make this situation clear in the Test

26、Report if testing is undertaken. The software used in the tested item shall be identified by issue or version covering relevant parts of - the target/object programme; - the target machine (e.g. operating system, file management system and concurrent software). In the event of testing being carried

27、out by subcontractors or away from the testing laboratory, special care shall be taken to record the following: - the production reference of the items tested; - the environmental conditions; - the type of any associated external circuits both public and private; - the mechanical and electrical char

28、acteristics of any associated external circuits both public and private; - the specications and calibration status of the associated test equipment. Subcontractors must be identified against each NET clause for which they have performed tests. Procedures for granting and withdrawing accreditation Wh

29、en the competence of the laboratory is in question, it shall be obliged to assist the accrediting body or national approval authority in determining which tests performed earlier might be in error. If this assistance is not forthcoming, the accredition of the laboratory shalt be withdrawn. Assessmen
