3、y services, which include police, security, customs, fire and ambulance, both nationally and for cross-border operations, 2. that a requirement for international radio network has also been identified for these services, 3. that in the interest of efficient spectrum usage a single frequency bands is

4、 desirable, 4. that a single European frequency band would ease the adoption of a single European equipment standard leading to a economies of scale in equipment manufacture, 5. that a total spectrum requirement in the region of 2 x 3 MHz to 2 x 5 MHz has been identified as meeting the requirements

5、of most countries for this purpose, 6. that at this stage a common fiequency band at VHP or above 400 MHz could be not identified as these bands are intensively used in most countries by different services, 7. that a fiequency band above 800 MHz would be neither technically nor economically suitable

6、 for the type of operation envisaged, that frequencies would not be required in most countries until about 1996-2000, 8. 9. that to guarantee efficient use of the spectrum there is a need to harmonise the use of frequencies for the emergency services in all CEFT countries, noting 1. that the primary

7、 requirement is to accommodate the police, security and customs services but that many Administrations may also want to include the needs of the fire and ambulance services, 2. that in many countries these different services currently operate independently in different frequency bands, 3. that the u

8、se of a hmonised frequency band for the emergency services would release spectrum in the other bands, 4. that ERC Decision ERC/DEC1(96)01 of 7 March 1996 designates the bands 380-385 MHz and 390- 395 MHz as harmonised fiequency bands for the introduction of the Digital Land Mobile Senke for the emer

10、equencies, should provide for operation across the whole 380-400 MHz frequency band, 3. that the frequency band 380-385 MHz shall be used as the mobile station transmitting band and the frequency band 390-395 MHz as the base station transmitting band, 4. that the centre fiequencies shaii be derived

11、as follows: fi = 380.0000 + (nxW) - W/2 MHZ, fi = 390.O + (nxW) - W/2 MHz, where fi and fi are centre frequencies of the mobile. and base station transmitting radio-frequency channels respectively, W is the channel separation in MHz and n = 1, 2, 3, ., 5. that the fiquencies for direct mode (simplex
