2、 Group “Radio Regulatory“ (RR) Text of the Recommendation adopted by the “European Radiocommunications Committee (ERC): INTRODUCTION TRAK-SAT Communications Limited is a registered company in the United Kingdom which has been formed to establish a Land Mobile Satellite Service (LMSS) in Region 1 of
3、the IT. The TRAK-SAT satellite network provides low bit rate 2-way data services and operates in the 131.6 GHz frequency bands in Region 1 (Europe, Middle East and Africa). This satellite system is optimised for use by closed user groups. TRAK-SAT service has the possibility to use the satellite inf
4、rastructure of Inmarsat or the Russian VOLNA satellite system. European Telecommunication Standards Institute (ETSI) is preparing to develop a European Standard (ETS) for ail mobile satellite terminals in the frequency bands 1.5/1.6/2.5 GHz. Therefore, it is preferable to have an interim Recommendat
5、ion relating to type approval and free circulation and the use of TRAK-SAT terminals in the CEFT member countries. After adoption of an ETS and implementation by the CET Administrations the type approval and marking procedures of the Recommendation TIR 71-03 E are applicable. “The European Conferenc
6、e of Postal and Telecommunications Administrations, considering a) that TRAK-SAT service as a Land Mobile Satellite Service (LMSS) will be introduced into Europe, the Middle East and Africa, b) that for the LMSS the 191.6 GHz. frequency bands have been allocated in accordance with article 8, number
7、726B of the Radio Regulations (RR), c) that frequencies from the bands 1536.15-1536.65 MHz and 1637.65-1638.15 MHz are used by the TRAK- SAT system, d) that TRAK-SAT service provides interconnection with the public telecommunications network for closed user group communications and is limited to non
8、 speech low bit rate 2-way data transmission only, e) that it will be desirable for the CEPT member countries to have common regulations at their disposal in order to control the type approval, marking, free circulation and the use of TRAK-SAT terminals in Europe, f) that TRAK-SAT terminals will be
9、required to meet the standards of technical performance as described in Canadian Astronautics Ltd, specification CAGTS-0494- 10OO5, 24 September 1992, pending the development of a relevant ETS, recommends 1. that CEPT member Administrations will accept type testing as required by the Government of C
10、anada, Department of Communications on TRAK-SAT terminals, as described in Document No. GL-22 Technical Acceptance of Mobile Earth Terminals and will accept this as a basis for interim type approval until end 1995, Edition of Febniary 1, 1994 TIR 21-10 E Page 2 2. that CEPT member Administrations sh
11、all not require an individual licence for non-residents for the TRAK-SAT terminals, 3. that CEPT member Administrations shall permit the free circulation and use of TRAK-SAT terminals provided that pending the developing of an ETS by ETSI the TRAK-SAT terminal has been type approved in accordance wi
12、th Recommends 1 and bearing a mark in conformity with the conditions set out in Annex 1 of this Recommendation.?
