2、ference of Postal and Telecommunications Administrations, considering (a) that the possibilities of use of the frequency spectrum for radiocommunications remain strictly limited, (b) that demand for radio links is constantly growing, (c) that it is therefore necessary to pay greater attention to eco
3、nomizing on the use of frequencies, recommends that the general principles set out hereunder be taken into account when a telecommunications network or link is established : 1. 2. 3. 3.1. 3.2. 3.3. 3.4. 3.5. 3.6. 3.7. The use of radio resources should be limited to those cases where the proposed lin
4、ks are of demonstrable value and where the use of alternative methods of transmission (including inductive systems and carrier current systems) is not feasible in practice. The cost of equipment and of its operation should not be a deciding factor in giving priority to radio over other transmission
5、systems. If the use of radio resources is unavoidable it is desirable: that the equipment used is the most technically up-to-date for an optimum use of the spectrum; that the frequencies assigned be selected in the band which is best suited to the requirements to be met, taking other requirements in
6、to account; that the frequency band assigned to a station be as narrow as possible, taking into account its position in the spectrum; that in so far as this makes it possible to achieve economy in the use of the spectrum, the resources employed should provide a transmission quality which does not ex
7、ceed the minimum requirement; that the transmission power and the type and (the) height of the antenna be chosen so as to achieve the required purpose and cover only the essential service zone; that each frequency be assigned up to the maximum occupancy density allowed by the service to be provided;
