2、he European Conference of Post and Telecommunications Administrations, considering - that CCIT Recommendations 4.711-714 and 716 define the Signalling Connection Control Part, - that there are a number of points requiring further specification in these CCIT Recommendations, recommends that European

3、Administration who wish to use the SCCP on the international interface apply the following Recommendation, Note that this Recommendation is likely to require modification to conform with final CCLTT Blue Book Recom- mendations.” Note. This Recommendation contains only those SCCP capabilities require

4、d for the signalling in the European mobile system when using the Mobile Application Part and the Transaction Capabilities. An enhanced SCCP Recommendation is foreseen to be provided at the end of 1989 to support some of the Phase 2 Services. 1. INTRODUCTION This Recommendation is based on Draft Iss

5、ue 3 Rev. I Recommendations Q.711-714* as specified for the Blue Book, Volume VI, Fascicle VI.?. The requirements of those Recommendations shall apply unless modified by the exception statements contained in section 3. of this document and in addition shall include the specific requirements containe

6、d in section 4. of this document. Recommendation 4.716, as agreed for the Blue Book, will apply. It is expected that this Recommendation will be expanded to provide SCCP support for GAP Phase II services. 2. BASIC ASSUMPTIONS This Recommendation has been based on the following assumptions, concernin

7、g the international intercon- nection of national SCCPs. 2.1. The MTP specified for GAP Phase 1 requirements (T/S 43-01) will support the SCCP for the international interconnection of the pan european mobile network. There are no SCCP users (subsystems) in the International Network, and therefore no

8、 need for Management Messages to be originated or terminated. 2.2. 2.3. A global title including the Country Code, is required for routing in the International Network. The global title format of 4.713, Paragraph 3.4.2.3.3 will be used to support MAP applications. As a first step, protocol classes 1

9、, 2 and 3 are not required, since no need for them has been identified from study of the requirements for the Mobile Application Part (MAP) as specied by CEPT GSM. Later consideration of the services required for GAP Phase II may, however, demand the support of these protocol classes. * This documen

11、ONS * The following exceptions to the above mentioned Draft Recommendations Q.711-714 shall apply. General Routing In order to route a SCCP message from one country to another it is always necessary that a globa. title is available. Therefore the possibilities of routing on DPC only, or DPC and SSN,

12、 as mentioned in 4.714 paragraph 2.2.2, do not apply. In the international network the address information can take the following forms : - GT -GT + SSN -GT + DPC + SN -GT + DPC Management Psocedt4ses No management procedures are required except those for updating SCCP translation tables in order to

13、 transfer messages to the backup node, under primary node failure conditions, i.e. only Q.714. Paragraph 5.2 applies, modified as indicated below. 5.2 5.2.1 5.2.2 5.2.3 Signalling point status management General Signalling point status management updates translation and status based on the informati

14、on of network failure or recovery provided by the MTP-PAUSE indication and MTP-RESUME indication primitives. This allows alternative routing to backup signalling points. Signalling point prohibited When SCCP management receives a MTP-PAUSE indication relating to a destination that becomes inaccessib

15、le, SCCP management 1. marks the translation as appropriate “translate to backup node” if that signalling point has 2. marks as “prohibited” the status of that signalling point. Signalling point allowed When SCCP management receives a MTP-RESUME indication relating to a destination that becomes acce

16、ssible, SCCP management 1. marks the translation as appropriate “translate to primary node” if that signalling point has 2. marks as “allowed” the status of that signalling point a backup, a backup SCCP management messages and SCCP primitives are not required. No SCCP response to a received MTP STAT

17、US indication is necessary. Protocol Classes Protocol classes 1, 2 and 3 are not required for MAP support. Load Sharing (reference: 4.71 1 Paragraph 2.2.1 b) If the in-sequence delivery is not required, the SCCP can insert SLS codes with respect to appropriate load sharing within the signalling netw

18、ork. ADDITIONS TO CCITT DRAFT RECOMMENDATIONS If the CCITT Blue Book is published without a SCCP compatibility mechanism, this Recommendation will need to be reviewed on this issue. * This document refers to the latest available copies of the output from the August/September 1987 CCITT meeting in Geneva (TD 218E (Rev.1) and TD 279).
