2、 Introduction This recommendation deals with the commercial and market aspects of Business Services by Satellite (BSS). It does so in an overall manner, and covers a broad time scale. Reference to further recommendations from other Groups is required. BSS have been considered from the viewpoint of S

3、ervices offered and their commercial strengths and weaknesses. Some of these Services may compete with terrestrial systems for trafic and the factors that wiil influence the use of O BSS have been included. “The European Conference of Posts and Telecommunications Administrations, considering - that

4、international digital business services are now offered by two international organizations: Intelsat and Eutelsat, and that these organizations utilize different satellite systems, each of which requires a unique type of earth station, - that BSS include some unique new services, - that BSS are an a

5、lternative to some other services provided by e.g. ISDN, Broadband, - that the total market is to be shared between Broadband, ISDN and BSS, etc., services, - that factors which determine the market share of BSS need to be identified, - that intermediate plans include newer satellites using current

6、technology up till 1992, - that long term plans are for new satellite technology, effective after 1992, - that North American standards are not the same as those in Europe, - that the foliowing factors are in favour of the use of BSS: (a) the possibility of satisfying emerging demand immediately at

7、both European and national levels; (b) broadcast/point-to-multipoint service availability; (c) the possibility of providing the service to the customer with a shorter lead-time by using transportable terminals, O - that the following factors may not be in favour of the use of SMS systems: (a) percei

8、ved lack of condentiality; (b) transmission delay; (c) limit to number of hops, - that newer satellites will be available at approximately the same time as ISDN implementation, i.e. 1989 onwards, - that there is pressure from outside CEPT for standards in certain services, recommends Marketing - tha

9、t when administrations exploit the Bearer Services provided by BSS, they have regard for: (a) the matters described in CEPT Recommendation T/SF 46 “Services Appropriate to Systems”; (b) the identification of factors determining traffic and market share; (c) the strength of BSS in relation to particu

10、lar markets; (d) the possible migration of trafic between alternative systems, and the consequent effect on the viability of the systems concerned, O Edition of November 15, 1986 - T/SF 44 E Bearer Services - that as a minimum, BSS should provide Bearer Services at 64 kbit/s and 2 Mbit/s, - that the

11、 Bearer Services should relate to emerging standards from CEPT and CCITT e.g. 384 kbit/s, - that the Bearer Services should relate to emerging standards from CEPT and CCITT beyond 2 Mbit/s e.g. - that the Bearer Services must relate to the bit rates to be used for ISDN, and Broadband Services, - tha

12、t the market advantage to BSS at rates higher than 2 Mbit/s should be exploited, Senice Configuration - that the required Service Configurations should include: 34/10 Mbit/s, (a) Point to point, unidirectional; (b) Point to point, bidirectional; (c) Point to multipoint, without return channel, and f

13、or further study: (d) Point to multipoint, with return channel (Note) ; (e) Point to multipoint, with Polling; (f) Point to point, unidirectional, with return channel (Note), Note: the capacity of the return channel is to be considered; and the nature of the return channel is to be considered (e.g.

14、terrestrial or satellite). - that the advantage of BSS for point to multipoint should be exploited, - that the availability of transportable terminals (Earth Stations) should be exploited, Service Occupation - that the occupation of BSS should be offered to customers as follows: (a) Full-Time Bearer

15、 Service (Permanent) (b) Part-Time Bearer Service (Reserved) (equivalent to a classical leased circuit), (equivalent to a circuit leased for a fixed period) scheduled at a fixed time each day; scheduled at a frequency other than daily, for added flexibility in marketing, e.g. weekly, monthly, (c) Oc

16、casional Use of Service (Reserved) with reservation a set minimum of time in advance of required use (e.g. 48 hrs); with special consideration concerning transportable terminals, (d) Random Use of Service (Demand) with no notice required; with the Administration retaining control, - that charging fa

17、cilities should provide the flexibility to relate charges to costs and the meeting of competition, - that time charge units should be similar for all BSS services, - that these charge units should be related to terrestrial system units, Quality of Service - that a statement of the minimum Quality of

20、 considered, - that the necessity for East-West and Intra-European connectivity should be satisfied, - that the necessity for interconnection between countries where the transmission facilities are different should be considered (e.g. hierarchical bit-rate differences such as 2 Mbit/s in Europe to b

21、e connected to 1.5 Mbit/s in North America), Applications - that, when Administrations exploit the capabilities provided by BSS, they have regard for the applications, e.g. (includes High-Grade Satellite performance, full connectivity with all transponders in use, security), Fast Facsimile, Video Conferencing, Remote Newspaper Printing, High Speed Data Transmission, Electronic Mail, etc.” O O Edition of November 15, 1986
