3、e procedures necessary to obtain approval of terminal equipment for connection to public telecommunications networks and/or access to public services, - that such procedures should be harmonized and, ideally, identical in all CEPT countries, - that CEPT has adopted the three aspect approach for term

4、inal equipment Recommendations in the form of standards : Aspect 1 - Formal Procedures and General Requirements; Aspect 2 - Network Interface Requirements; Aspect 3 - Equipment Requirements; and that formal approval procedures are part of Aspect 1, - that the European Commission and the EFTA countri

5、es have requested CEPT to produce a standard for approval procedures, - that Recommendation T/SF 13 gives good guidelines for approval procedures but still allows very wide detailed implementations and therefore does not act as a standard, - that there is a need to take into account the changing Eur

6、opean situation with regard to liberalisation, the need for harmonized telecommunication standards, and the requirement for the mutual recognition of test reports on conformance to standards, - that Administrations or Recognized Private Operating Agencies (RPOAs) are responsible for the quality of s

7、ervice and for the proper functioning of the telecommunications networks and services provided and maintained by them, - that there is a need to protect the networks and subscribers installations, as well as network staff and users, from damage and injury and where justified to assure end-to-end com

8、patibility for terminals used on public teleservices, - that approval procedures should minimize the cost and time of approval and should not hinder innovation by equipment manufacturers, - that individual countries have different legal systems, approval authorities, and arrangements for designating

9、 appropriate technical standards which must be respected, - that a European system of accreditation of telecommunications test laboratories will be introduced, secommends - that in cases where terminal equipment is supplied for connection to any public telecommunications network and/or access to any

12、 PROCEDURAL DETAILS INTRODUCTION Before privately supplied terminal equipment can be connected to a Public Telecommunications Network, it must satisfy specific requirements laid down by the appropriate national authority. CEPT and Industry consider it essential to have harmonized technical standards

13、, and formal approval procedures for connection of terminal equipment to public telecommunications networks in order to ailow suppliers to easily introduce telecommunications equipments into a European market. The standardization of “Formal Approval Procedures” proposed in this document is associate

14、d with the CEPT harmonization work on technical standard. This standards forms part of the General Requirements (Aspect I) in the CEPT scheme of terminal standards dened in the Draft manual guide. Because of the different national situations with respect to monopoly, iiberalisation of supply, and th

15、e organisations involved, it is necessary to define the terms used and the starting points which form the background to the approval of terminal equipment. LIST OF DEFINlTIONS Administrations: The National Telecommunications Administrations or Recognised Private Operating Agencies (RPOAs). Equipment

16、: Customer equipment for connection to public telecommunications networks or for use with public telecommunication services. Approval: The official declaration that equipment is qualified for connection to a particular public telecom- munication network or for use with public telecommunication servi

17、ces. Additional Assessment: The testing and certification of the conformance of a type of equipment to criteria not expressly included in the approval requirements. Approval Authority: A national body authorised to grant approval. Applicant: A person or body who makes a formal request to an approval

18、 authority for the granting of approval for particular equipment. Accredited Laboratory: A test laboratory accredited in accordance with CEPT requirements and listed in the CEPT/SSA Yearbook. STARTING POINTS Approval Aiin The primary aim of the approval is to prevent harm to the network and its serv

19、ices, maintenance personnel, and hindrance to other users of the network and when justified to assure end-to-end compatibility for terminals used on public teleservices. Some Administrations also include the protection of the user and his equipment from hazards originating in the network. Efect (a)

20、An approval authorises connection of the approved equipment type to a particular public telecommu- nicatiops network or service subject to the administrative conditions being fullled and to any adjustment of the equipment to meet local network condition, and allows it to remain connected, provided a

21、ny conditions of the approval are observed. (b) An approval does not guarantee the correct operation of the approved equipment or necessarily imply any quality standards. (c) The approval procedures for privately supplied equipment also apply to equipment supplied by Administrations. Information con

Obligatory Character (a) An approval must be obtained from a National Approval Authority before an equipment can be connected to a public t

23、elecommunications network. It depends upon those requirements which are made mandatory because of national regulations. The administrative procedures necessary to achieve this are laid down in this document. In the case of equipment employing radio transmissions any approval given will also be subje

24、ct to the equipment conforming to separate national regulations governing the radio transmissions (e.g. the frequency and transmitted power used). (b) Certain categories of equipment which are indirectly connected may also be subject to formal approval, in which case these procedures also apply. (c)

25、 The term “approval” is used in this document to include: i) ii) General Approval: this is given to a particular applicant for a type of equipment which may be connected widely to public telecommunication networks; Individual Approval: this is given to a particular applicant for specific equipment u

26、sed in a defined place and manner. A reduced set of requirements may be applicable in such cases. 3.1 A. Validity of the Approval (a) General Approval is normally granted so that new items of equipment of the approved type may be connected to a public telecommunication network at any time during a p

27、eriod of at least five years. Equipment covered by a General Approval may remain connected indefinitely unless the approval is cancelled as described in 3.1.5. (b) iii) below. Individual Approval may remain valid for a shorter period and may not permit the approved equip- ment to remain connected af

28、ter a specified date. (a) The validity of the approval may be cancelled if: i) the equipment differs in ways which could effect compliance with approval requirements from the sample on which approval was originally granted, unless authorized by the Approval Authority; ii) the equipment causes distur

29、bances to the network to which it is connected; iii) the equipment causes damage to the Administrations lines or equipment or endangers the staff; iv) changes in the telecommunications network affect the approval requirements (normaily 12 months notice will be given for impending changes to the appr

30、oval requirements) ; v) the approval holder is no longer legally established within the country concerned; vi) the approval holder fails to ensure that post approval conditions are carried out, e.g. maintenance arrangements, or misuses or falsifies approval documents. (b) Depending on the reason for

31、 the cancellation of approval: i) further connection of equipment manufactured before the date of cancellation is permitted; ii) all new connection of the equipment is prohibited from the date of cancellation although equip- ment connected before that date may remain connected; iii) in an extreme ca

32、se all equipment of the type concerned must be disconnected from the public telecommunications networks. (c) Delegation or transfer of an approval from the approval holder to another person or body can only take place with the permission of the approval authority, who may make a charge for this. 3.1

33、.5. Cancellation and Transfer 3.2. Approval Authority 3.2.1. Identity Approval may only be given by a National Approval Authority, normally after an assessment has been carried out. Normally this is on the basis of compliance with designated standards. An Approval Authority may be the National Telec

34、ommunications Administration or some other body authorized by government. Testing may be carried out within the same organisation or at independent accredited laboratories. 3.2.2. Prerogatives (a) An Approval Authority is not liable for the possible damage to the equipment under assessment which may

35、 occur under normal testing conditions. (b) An Approval Authority shall not, through approval, assume any responsibility for the functioning and quality of equipment. (c) An Approval Authority may: i) request further product samples for testing; ii) request further information essential to the appro

36、val assessment or the continued conformance of the product to the necessary standards; iii) in cases of serious doubt at the approval stage or later, when there is still doubt after i) and ii) have been carried out, visit manufacturers premises to check, through verification or production testing an

38、incurred under (c) above which forms part of the initial approval assessment or of any subsequent reassessment in accordance with 5.4. An Approval Authority may also charge for any expenses incurred after approval is granted when equipment is found not to conform with approval requirements. Obligati

39、ons (a) An Approval Authority is responsible for assessing the acceptability of the equipment for attachment to appropriate public telecommunications network normally by the “type approval” of samples against designated technical standards. (b) An Approval Authority is responsible for maintaining in

40、formation on the current approval require- ments within its field of responsibility. (c) An Approval Authority is responsible for maintaining lists of equipment approved by it. These must include as a minimum the following information: the name of the approval holder, equipment type, model designati

41、on, approval number, date, and if appropriate the cancellation of approval. Indication of any restrictions on installation or use. (d) The information referred to in (b) and (c) must be made readily available to any interested person through one national arrangement. phese national arrangements are

(e) An Approval Authority has the responsibility to handle equipment under assessment or inspection, test reports, and other documentation in a confidential manner. Applications Applicants A request for approval will be considered from any person or body legally es

43、tablished in the countiy concerned such that he or it is subject to the juridiction of that country. Language The communication and documentation will normally be in the language(s) of the country concerned, except to the extent that any other language) is (are) allowed at the discretion of the Appr

44、oval Authority, in which case at least English must be permitted. Additional Assessment Besides the approval there may be a voluntary additional assessment which is riot mandatory for approval purposes. This will cover items which are not expressly included in the approval requirements. According to

45、 national procedures these items may include features such as quality, maintainability and ability to operate properly in relation to other equipments having the same functions. Accredited Test Laboratories for Telecommunications (a) The testing and certification of the equipments conformance to the

46、 technical requirements for approval or additional assessment may be performed by bodies other than the Approval Authority. The Approval Authority will accept a test report from an accredited laboratory in another CEPT country participating in the arrangements referred to in paragraph 3.5. on the ba

47、sis of the mutual opening of the national markets for telecommunications terminal equipment. An accreditation may be restricted to the testing of certain types of telecommunications equipment. (b) The accredited test laboratories for telecommunications in accordance with CEPT requirements are listed

48、 in the CEPT/SSA Yearbook. Their status, integrity, professionalism and specialist skills have been approved and certified in accordance with .I*) (c) Bilateral or wider arrangements for the mutual acceptance of test reports from national laboratories which need not be accredited may be made between

49、 particular CEPT countries.
