2、ndation adopted by “Telecommunications” Commission “The European Conference of Posts and Telecommunications Administrations, considering - that in addition to the public switched telephone nehvork (PSTN) the introduction of the Integrated Service Digital Network (ISDN) in many countries make it poss

3、ible to use these networks for digital facsimile trans- mission, - that facsimile services using public data networks (PSPDN, CSPDN) will be subject to further study, - that there is a need to intercommunicate between Group 3 and Group 4 terminals on the PSTN and the ISDN, - that there is a need for

4、 error free and higher speed facsimile transmission, - that there is a need for Group 4 terminals to be able to receive character coded information, and for the - that Working Group TE and CCITT are to define the technical standards for Group 3/Group 4 terminals - that there is a need to harmonize t

5、he development of Group 3/Group 4 terminals, - that there are different service approaches in different countries: o transmission and reception of both character and facsimile coded information in a mixed-mode terminal, operating over the PSTN and ISDN, Case A No Telefax-specifc regulations are appl

6、ied; no minimum parameter of service quality or compatibility are observed; Case B Participation in a service is carried out on an optional basis; Case C A fully regulated service with guaranteed service quality and compatibility exists, - that there is a need for a service denition offering the fol

7、lowing advantages: = users will benefit from a clear service profile; = Administrations can stimulate the service actively and optimize operation; = manufacturers will have clearer guide-lines at their disposal, O recommends CEPT members and RPOA involved in the establishment of a facsimile service

This Recommendation covers the requirements for a public Telefax Service based on Group 3, Group 4 and Group 4/3 terminals. 2. This doc. supersedes the existi

10、ng Recommendations SF 16, 21 and 32. 3. The service shall be operated over the Public Switched Telephone Network (PSTN), the Integrated Services Digital Network (ISDN), and other public data networks. 4. Interworking between terminals on different networks may be achieved by network or terminal base

11、d conversion facilities. NAME OF THE SERMCE 5. To enable the service to be readily identified and conveniently referred to, the general title “TELEFAX” should be adopted as much as possible. TELEFAX TERMINALS Conformance 6. The requirements for a Group 3 and Group 4 Telefax terminal are those which

12、are defined as standard in CCITT T-Recommendations. In addition to paper input and paper output, soft copy should be allowed. 7. The supply and installation of Telefax terminals to the customer will vary from country to country depending on the national regulatory conditions in force. In some countr

13、ies the supply will be open to competition and in others they will be supplied by the Administration. Approval 8. Terminals wil be subject to approval for connection to the public telecommunication network. Testing or certication will be the responsibility of the Administration or RPOA or any other

14、public nominated authority. TERMINAL MAINTENANCE 9. Maintenance arrangements may vary from country to country but are generally desirable in order not to degrade the service. Supply CUSTOMER INFORMATION Operating Instructions 10. The User should be provided with a set of operating instructions. Dire

15、ctories 11. The Administration should publish a Telefax directory, The directory should contain information on how to utilize the Telefax Service. Directories could also contain further operational information where applicable. In order to augment the international status of the service, instruction

16、s in the directory should also be in French or English. It is preferable to work out a uniform format for presentation of information in the directory. Each Administration should actively promote the Telefax directories of other countries to increase customer awareness and traffic: In particular eac

17、h national directory should indicate how the directories of other countries may be obtained. Operational conditions for the contents and distribution of directories are laid down in Recommendation Tg. QUALITY OF SERVICE 12. The quality of the Telefax Service will be variable and dependent on termina

18、ls, networks and the level of maintenance. It is desirable that the service be automatic and that the access should be dedicated to Telefax. An Administration operating a national public Telefax Service should also offer access to services in other countries, where this has been mutually

20、agreed, and if necessary, tested between the countries concerned, The service should normally be offered using International Direct Dialling. TELEFAX INFORMATION CENTRES 14. It is desirable that Administrations establish a Telefax Information Centre in order to support customers in the Telefax Servi

21、ce. CHARGING 15. Call charges for the public Telefax Service should be those applying to the networks used for Telefax trans- missions. However, Administrations may take differing charges where special provisions are necessary for Telefax usage or where value added network or protocol conversion ser

22、vices are offered. USER PROCEDURES 16. The User should be able to send a Telefax message without knowledge of the type of the Group (Group 3 or Group 4) of the receiving terminal. IDENTIFICATION 17. The machines shall have a calling and called terminal identification facility using the international

23、 subscriber number. The calling terminal shall have the capability to present the identification of the called terminal to the operator before the document is transmitted. Means shall be provided to indicate the result of each document transmission. The called terminal shall have the capability of p

24、resenting the identification of the calling station within each page of the received document. 0 INTERCOMMUNICATION OF GROUP 3 AND GROUP 4 TERMINALS 18. With the introduction of Group 4 terminals within the Telefax Service communication can be maintained with Group 3 terminals. CCITT interworking be

25、tween Group 4 and Group 3 terminals should be possible even if they are connected to different networks. Interworking should be provided by the inclusion of Group 3 analogue parts on the Group 4 terminals. The use of network interworking units (Store-and-forward or MHSS systems) is for further study

26、. INTERCOMMUNICATION WITH OTHER TELEMATIC SERVICES 19. It is optional for the network to provide intercommunication with other Telematic Services. In such cases it is necessary to identify the Telematic Service and User-number which is transmitting the message.
