2、 adopted by the “Telecommunications I Commission : “The European Conference of Postal and Telecommunications Administrations, considering - that most Administrations have introduced a national telefax service, - that the introduction of an international telefax service has to be encouraged, - that t

3、he conditions to be met with regard to introducing an international telefax service have to be defined and harmonized. recommends that the CEPT Administrations take account of the following provisions regarding the introduction of an interna- tional telefax service: 1. 2. 2.1. 2.1.1. 2.1.2. 2.1.3. 2

DEFINITION OF THE INTERNATIONAL TELEFAX SERVICE Public facsimile service for the transmission of documents between subscriber stations, provided by means of a suitable public telecommunication network, the provisions of the present Recommendation being applied by Administrations co

5、ncerned. In the telefax service, the terminals used should be CCITT group 2, 3 and 4 facsimile machines. Interworking between group 3 and 2 being currently assured, the Administrations must equally take care to offer the interworking between group 4 and 3. CONDITIONS The introduction of an internati

6、onal telefax service should involve the conditions below being met, and as far as possible applied by the Administrations concerned. Facsimile terminals Facsimile terminals should comply with relevant Recommendtions of the CCITT and the CEPT. Group 3 and 4 facsimile terminals should be equipped with

7、 an automatic subscriber identification device. Group 3 and 4 facsimile terminals should make it possible to introduce and output text or other information on paper. Additional facilities may be provided according to technological developments. For group 4 facsimile terminals, the downward compatibi

8、lity with group 3 facsimile terminal is recom- mended as a standardized option. Facsimile terminals must be type-approved to participate in a telefax service. Network If terminals are connected to the public switched telephone network, the relevant CCITT Recommenda- tions, particularly as regards si

9、gnal levels, should be applied as far as possible. Special attention should be paid to maintenance in cases where conditions are unfavourable (for example: very long subscriber line). Testing centres It is desirable that the Administrations have a testing centre having the following functions: To assist local services in a centralized way, in measurement and monitoring work, namely: - to check if connections are suitable for telefax services thanks to the

11、 measurement of emission and - to transmit and receive standardized texts in order to test the quality of the transmission, - to establish and operate experimental links, - to check protocol process in the course of facsimile transmission. To study international trafic relations. To test facsimile t

12、erminals. To give each telefax subscriber the possibility to exchange texts with the telefax testing centre and thus verify the emission and reception functions of its device. reception level, Directory The Administrations cooperating in the establishment of an international telefax service should b

13、e able to provide a directory of their subscribers in accordance with the relevant CCITT and CEPT Recommenda- tions. Quality of service The participating Administrations should guarantee a minimum quality of service. The following aspects have to be considered: - quality of the network and of establ

14、ishment of communications, - operating procedures, - quality of transmission and of facsimile copy reproduction. The national control centres should arrange tests during operational trials to ensure that the above quality requirements are met where international service is introduced. INTERWORKING W

15、lTH OTHER TEXT COMMUNICATION SERVICES The interworking with other text communication services should be the subject of further study. INSTRUCTIONS FOR TELEFAX SUBSCRIBERS Subscribers should be provided with instructions about international telefax operating procedures and be informed about possible

16、parameters (options, facilities of terminals, cooperation with other services, etc.). OPENING OF AN INTERNATIONAL TELEFAX SERVICE Introduction of international telefax service will be possible as soon as the Administrations involved are sure that the conditions specified in this Recommendation have been met.” Edition of September 15, 1989
