2、 adopted by the “Telecommtmicatiois” Commission: “The European Conference of Postal and Telecommunications Administrations, considering - that in order to ensure a satisfactory telecommunications service between the CEPT member countries, allowing for the ever-increasing automation of the internatio
3、nal service, it is essential to establish a mutual aid service for the re-routing of international transmission links with minimum delay in the event of failures and planned interruptions, - that reserve facilities in the telecommunications network should be provided for this purpose, - that princip
4、les and guidelines for such a service should be established, - that studies are still continuing into the detailed development of a mutual aid service between CEPT members, - that the financial arrangements for restoration of interrupted services are under study (question PGT 15), O recommends that
5、CEPT member countries apply the following principles to achieve restoration of interrupted transmission links. 1. Designated line plant and terminal equipment should be provided for restoration. 2. In the event of failure or a planned interruption, responsibility for restoration should be based on t
