2、n and Tariffs” Working Group T/WG 2 (Tph) Text of the Recommendation adopted by the “Telecommunications” Commission: “The European Conference of Postal and Telecommunications Administrations, coilsidering - in accordance with the principles laid down in Recommendation T/Tph 21 E, a complete restorat
3、ion, to the highest - the reserve capacities of existing links are no longer sufficient with regard to a total restoration of large capacity - clear and simple restoration plans must be drawn up to ensure that these are more rapidly brought into operation, - Administrations must be encouraged in the
4、ir efforts to provide permanent channels specifically for restoration, - restoration of international links routed on large capacity submarine cables concerns all Administrations which have, on whatever basis, rights of use in these systems, - the necessary investment for providing channels for rest
5、oration of international links routed on large capacity submarine cables in the case of outages may be too large to be left to a single Administration, - the said investment is a relatively small proportion of the amounts necessary for the construction of the systems in question, especially if this
6、investment finances restoration channels for several links which are not already protected, standard allowed by the network, must remain a permanent objective, submarine cables, O recommends to CEPT member Administrations that the following rules be applied: . PRINCIPLES ,1. Specific permanent chann
7、els must be provided for restoration of international links routed on large capacity submarine cables. 1.2. Specific permanent restoration channels must be anticipated in the planning of large capacity submarine cable systems, so that the.capacities necessary for their restoration as well as the exp
8、enses incurred are anticipated and costed at this stage. 1.3. Prior to any investment: a) All Administrations with an interest in the planned system) must accept a share of the expenses and/or the costs connected with the restoration channels provided as part of their share of this (these) system(s)
9、. b) The method of remuneration must be subject to a prior agreement between all the Administrations concerned. 1.4. If the Administrations concerned agree that the restoration channels should be shared with the purpose of restoring several systems not already protected, the expenses and/or related
10、costs should be shared equally. 2. METHODS OF REMUNERATION 2.1. Where the restoration channels are planned and provided in conjunction with a large capacity submarine cable system, the costs associated with the said channel should in principle, by agreement between all Administra- tions concerned, b

Where an Administration has existing channels) these could become, with the prior agreement of Administra- tions2) owning a large capacity submarine system, permanent specific
12、 restoration channels for this system. The remuneration for these channels could be made by whatever method is accepted by general agreement, such as total contractual payment, annual payment, payment according to use. Where specifc permanent restoration channels provided in conjunction with large c
13、apacity submarine cable systems are used to restore links normally routed on other systems, the charge received as a result of this use must be shared between the Administrations which bore the total cost of the project.” 2.3. ) These channels may or may not require modification.
