2、catiois” Commission : “The European Conference of Postal and Telecommunications Administrations, considering - that Administrations have for several years made great efforts to automise a respective rational telephone network, - that this automation is now completed or on the point of being complete

3、d in all European countries, - that more and more automatic telephone relations are being developed between CEPT countries, - that CCITT Recommendation E. 145 emphasises the advantages offered by automatic international telephone service and that these will be greater in the future, - that the exist

4、ence of automatic service in a telephone relation in principle limits the need for the subscriber to contact an operator to set up a call, - that the number of calls requested via the operator still remains high in relations where the user can obtain automatic service, - that some Administrations ha

5、ve already taken unilateral steps to discontinue operator service in automatic international relations, - that Administrations are always obliged to offer subscribers the possibility of calling the operator when difficulties arise with the automatic service such as those described in articles 11 1 t

6、o 117 of the international telephone service instruction, - that, in relation with a good quality of service, request for station-to-station calls via the operator, which do not result from a fault in the service, may arise from a special need of the user in certain countries, O recommends - that CE

7、PT member Administrations inform users, by all suitable means, of the advantages of automatic service in relations where quality of service is good, in order to encourage them to make these calls themselves as far as possible, - that, in these relations, Administrations have the right to allow or not to station-to-station calls via the operator; if station-to-station calls via operator service are allowed, it is subject to collect of a surcharge, the amount of which is fixed by the originating Administrations and retained in full by them.” O Edition of July IO, 1990 3.
