9、20-4:2014-06 3 Foreword This standard has been prepared by Working Committee NA 173-00-01 AA Normungsgrundstze (ANG) of the Normenausschuss Grundlagen der Normungsarbeit (Standardization Principles Standards Committee). According to the German Standardization Strategy 1, DINs aim is through standard

10、ization to secure Germanys position as one of the leading industrial nations. For this reason it is the task of the offices of DINs standards committees to encourage German stakeholders to become involved in the development of standards at European and international level as transparently and smooth

11、ly as possible, and as early as possible. When adopting a European or International Standard, the working procedures for national standards projects are to be in line with the working procedures at European or international working level. German mirror work is required due to Europeanization and glo

12、balization, as well as a shift in working level to the European and international level. In order to better understand the working procedures for national standards projects, it is necessary to consider the working procedures at European level as laid down in the CEN/CENELEC Internal Regulations Par

13、t 2 2 and the ETSI Directives 3, as well as the working procedures at international level as laid down in the ISO/IEC Directives Part 1 4 and the relevant supplements for ISO 5 and IEC 6. DIN 820 Standardization consists of the following parts: Part 1: Principles Part 2: Presentation of documents (I

15、n of safety aspects in standards (ISO/IEC Guide 51) Part 13: Adoption of European documents of CEN, CENELEC and ETSI Presentation of documents Part 15: Implementation of ISO and IEC international documents Presentation of documents DIN 820-4:2014-06 4 Amendments This standard differs from DIN 820-4:

16、2010-07 as follows: a) in Clause 2 a new introductory text is used; b) in the German original the terms “Organ des DIN” has been changed to “Normungsorgan des DIN” (the English translation of this term, “body of DIN” or “DIN body” has not been changed); c) in the German original the term “Norm-Proje

17、kt” has been changed to “Normungsvorhaben” starting from Subclause 4.1.2 (the English translation of this term, “standards project” has not been changed); d) 4.5.1.1 now specifies that a check shall be made to see if there is interchangeability for the superseding document, and describes the procedu

18、re to be taken if this is not the case; it also now requires the written approval by the convenor when releasing a document for publication; e) 4.5.1.2 has been revised; f) 4.6 has been revised; g) in 6.1.2 “a period of currency of a preliminary publication” is now “a period of currency”; h) Clause

20、es the working procedures to be followed when carrying out standards work in DIN, the German Institute for Standardization (referred to below as “DIN”). The same procedure could be used for company standardization, by analogy. NOTE The working procedures for European and international standards work

21、 are laid down in the rules of procedure of CEN, CENELEC and ETSI, and of ISO and IEC, respectively (see Bibliography). 2 Normative references The following documents, in whole or in part, are normatively referenced in this document and are indispensable for its application. Necessity can be determined: by mea

27、ns of a new work item proposal for standards work in accordance with 4.1.2.1; by a body of a standards committee in accordance with 4.1.2.5; by commencing standards work at European or international level in accordance with 4.1.3. 4.1.2 National standards projects 4.1.2.1 Submission of a new work it

28、em proposal for standards work New work item proposals for new national, European or international standards work, or for the revision of existing standards may be submitted by stakeholders or any other persons to DIN and the responsible standards committee, where known. New work item proposals shal

29、l be well-founded and should include a standards proposal. New work item proposals for standards work shall include the name and address of the applicant. New work item proposals received shall be presented to the responsible body without delay or modification. If more than one standards committee c

30、laims responsibility for processing a new work item proposal, the DIN Management Board shall decide who is responsible. If the standards committees disagree with the DIN Management Boards decision, they have the right to call upon the DIN Presidial Board to make a final decision. If no standards com

31、mittee claims responsibility for the new work item proposal, the DIN Management Board shall assign responsibility or shall transfer this responsibility to the DIN Presidial Board. If the DIN Presidial Board decides to establish a new standards committee to deal with new subjects, this committee shal

32、l be established within six months. In both the aforementioned cases, the applicant is to be given an interim notification within three months. 4.1.2.2 Preliminary standards projects If a national standards project requires preparatory work prior to being processed by the responsible DIN body (e.g.

33、feasibility studies, inter-laboratory tests), this shall be stated in the new work item proposal for standards work and the standards project is to be declared a preliminary standards project. This stage of the process should be completed within two years. The processing period commences after this

34、(see 4.1.2.8). 4.1.2.3 Processing by the responsible DIN body The responsible body shall reach a decision concerning acceptance or rejection of the new work item proposal within three months of the new work item proposal being submitted. If responsibility for reaching a decision on the standards new

35、 work item proposal is to be clarified by the DIN Management Board, or if the responsible body is the DIN Presidial Board, this period is to be extended to six months. In special cases (e.g. issues concerning health and safety), it may be necessary to substantially shorten this period. If the respon

36、sible body decides to accept the new work item proposal by applying for standards work at European or international level, the office of the responsible standards committee shall forward the new work item proposal to the responsible body of the corresponding European or international standards organ

37、ization. DIN 820-4:2014-06 7 If the subject of a new work item proposing standards work concerns several standards committees, cooperation is to be arranged according to the Richtlinien fr Normenausschsse im DIN (Guidelines for Standards Committees in DIN). Decisions regarding the German position on

38、 new work item proposals for standardization at European or international level shall be made by analogy, while adhering to all relevant deadlines. 4.1.2.4 Applicants rights The responsible body shall immediately inform the applicant in writing of the decision made, and in the case of a rejection, w

39、ith justification. Applicants who do not accept the rejection of their new work item proposal by a working committee may appeal to the steering committee of the responsible standards committee. Appeals against a decision of a steering committee may be made to the DIN Management Board, those against

40、a decision of the DIN Management Board may be made to the DIN Presidial Board, who will then make the final decision. This also applies if a working committee removes a standards project which was based on an accepted new work item proposal from its work programme. In this case the responsible stand

41、ards committee is to inform the applicant in writing of the reasons for the removal, at the latest one month after the corresponding decision. 4.1.2.5 Determining necessity by a body of a standards committee If a body of a standards committee determines the necessity for a new standard in the course

42、 of its work, and if this committee is not responsible for developing the standard, it shall submit a new work item proposal for standards work to the responsible body in accordance with 4.1.2.1. 4.1.2.6 Informing the public When a new work item proposal for new standards work, or a proposal for the

43、 revision of an existing standard, is accepted, this shall be publicly announced by publishing the working title of the standards project in the DIN-Anzeiger fr technische Regeln (DIN Gazette for Technical Rules, referred to below as the “DIN-Anzeiger”). If a standards project is subsequently droppe

44、d, this shall also be announced in the DIN-Anzeiger. The same applies if a new work item proposal for standards work is rejected by the DIN Presidial Board. 4.1.2.7 Objections Anyone may make an objection to the inclusion of a new standards project in the work programme of a standards committee; thi

45、s shall be addressed to the committee chairman. If negotiations with the chairman do not produce satisfactory results, an appeal may be made to the DIN Management Board. If these negotiations also do not produce a satisfactory result, an appeal may be made to the DIN Presidial Board. 4.1.2.8 Process

46、ing time The preparation of a standard at national level, from the acceptance of the new work item proposal for standards work to publication of the standard, should not take more than three years. 4.1.3 European or international standards projects The commencement of standards work at European or i

47、nternational level shall be notified to the respective members generally the national standards organizations of the Member States. At DIN, standards work is to be assigned to the responsible German mirror body. The responsible German mirror body works on the European or international standards proj

48、ects in accordance with 4.1.2.1 to 4.1.2.7 by analogy and where applicable. If a European or international standards project is adopted, this shall be announced to the German public in the DIN-Anzeiger. DIN 820-4:2014-06 8 4.2 Working documents 4.2.1 National standards projects Standards proposals shall be submitted, unchanged, to the responsible working committee as working documents for discussion. The proposer shall be invited to attend discussions of the first working doc
