SCOPE. This (CID) covers fruit jelly, packed in commercially
2、acceptable containers, suitable for use by Federal, State, local governments, and other interested parties; and as a component of operational rations. 2. PURCHASER NOTES. 2.1 Purchasers shall specify the following: - Type(s), kind(s), style(s), and finished product quality of fruit jelly required (S
3、ec. 3). - Manufacturers/distributors certification (Sec. 8.2) or USDA certification (Sec. 8.3). 2.2 Purchasers may specify the following: - Manufacturers quality assurance (Sec. 8.1 with 8.1.1) or (Sec. 8.1 with 8.1.2). - Packaging requirements other than commercial (Sec. 9). 3. CLASSIFICATION. The

10、rdized, single. Prepared from a single variety of fruit juice ingredients (21 CFR 150.140). 5.1.2 Type II - Standardized, variety. Prepared from a mixture of two or more varieties of fruit juice ingredients (21 CFR 150.140). 5.1.3 Type III - Nonstandardized, single. Prepared from a single variety of
11、 fruit or nonfruit juice ingredients and shall comply with Food and Drug Administration (FDA) Compliance Policy Guide Sec. 550.475 Jellies, Nonstandardized. 5.1.4 Type IV - Nonstandardized, variety. Prepared from a mixture of two or more varieties of fruit and/or nonfruit juice ingredient(s) and sha
12、ll comply with FDA Compliance Policy Guide Sec. 550.475 Jellies, Nonstandardized. 5.2 Processing. The fruit jelly shall be prepared in accordance with Good Manufacturing Practices (21 CFR Part 110). 5.3 Sweetening ingredients. Sweetening ingredients may be any of those permitted in quantities permit
13、ted by the FDA Standards of Identity for Fruit Jelly (21 CFR 150.140). Style 2 that is artifically flavored with saccharin, sodium saccharin, and/or calcium saccharin shall comply with FDA Standards of Identity for Artificially Sweetened Fruit Jelly (21 CFR 150.141) and shall be of Food Chemicals Co
14、dex purity. Specific sweetening agent(s) may be designated in the solicitation, contract, or purchase order. 5.4 Finished product. The fruit jelly shall have a tender to slightly firm texture with a spreadable consistency. The fruit jelly shall be clear or translucent and shall retain a compact shap
15、e without excessive weeping. The fruit jelly shall have a distinct flavor characteristic of the fruit or nonfruit ingredients and shall be free from any caramelized flavor or any objectionable flavor. 5.4.1 Finished product quality. 5.4.1.1 USDA certification. When specified in the solicitation, con
16、tract, or purchase order that U.S. Grade A be provided, the fruit jelly shall be graded and certified by Agricultural Marketing Service (AMS), USDA in accordance with the United States Standards for Grades of Fruit Jelly. 5.4.1.2 Manufacturers certification. When specified in the solicitation, contr
17、act, or purchase order that the fruit jelly shall be equivalent in quality to U.S. Grade A of the United States Standards for Grades of Fruit Jelly, the manufacturer shall provide a certificate as evidence of product conformance. 18、ithout license from IHS-,-,-A-A-20078C 4 5.5 Foreign material. All ingredients and finished product shall be clean, sound, wholesome, and free from evidence of rodent or insect infestation. 6. MANUFACTURERS/DISTRIBUTORS PRODUCT ASSURANCE. The manufacturer/ distributor shall certify that the fruit je
19、lly provided shall meet the salient characteristics of this CID, conform to their own specifications, standards, and quality assurance practices, and be the same fruit jelly offered for sale in the commercial market. The purchaser reserves the right to require proof of conformance. 7. REGULATORY REQ
20、UIREMENTS. The delivered fruit jelly shall comply with all applicable Federal, State, and local mandatory requirements and regulations relating to the preparation, packaging, labeling, storage, distribution, and sale of fruit jelly within the commercial marketplace. Delivered fruit jelly shall compl
21、y with all applicable provisions of the Federal Food, Drug, and Cosmetic Act, the Fair Packaging and Labeling Act and regulations promulgated thereunder. 8. QUALITY ASSURANCE PROVISIONS. Purchaser shall specify 8.2 or 8.3; purchaser may specify 8.1 with 8.1.1 or 8.1 with 8.1.2. 8.1 Manufacturers qua
22、lity assurance. When required in the solicitation, contract, or purchase order, the product manufacturer shall be required to provide evidence, by certificate, that the manufacturing plant has undertaken one of the following quality assurance measures within 12 months prior to providing a bid, or no
23、 later than 10 business days from the date of awarding of the contract. Failure to provide this documentation within the proper time frame may result in the contract being terminated for cause. 8.1.1 Plant systems audit. A plant systems audit (PSA) conducted by USDA, Agricultural Marketing Service (
24、AMS), or another audit performed by a third party auditing service is required within 12 months prior to the date of the awarding of the contract. (An AMS PSA verifies the manufacturers capability to produce products in a clean, sanitary environment in accordance with Title 21 Code of Federal Regula
25、tions Part 110 - Current Good Manufacturing Practice in Manufacturing, Packing, or Holding Human Food, and verifies that the manufacturer has in place an internal quality assurance program. The AMS PSA determines the manufacturers ability to produce under this CID, if the products of interest are id
26、entified at the time of the PSA.) 8.1.2 Plant survey. A plant survey conducted by USDA, AMS, or another survey performed by a third party auditing service is required within 12 months prior to the date of the awarding of the contract. (An AMS plant survey audit verifies that, at the time of the surv
27、ey, the manufacturer produces products in a clean, sanitary environment in accordance with Title 21 Code of Federal Regulations Part 110 - Current Good Manufacturing Practice in Manufacturing, Packing, or Holding Human Food.) When required in the solicitation, contract, or purchase order, the manufacturer/distributor will certify that the finished fruit jelly distributed meets or exceeds the requirements of this CID. 8.3 USDA certification

When required in the solicitation, contract, or purchase order that product quality and acceptability or both be determined, the Processed Products Branch (PPB), Fruit and Vegetable Programs (FV), AMS, USDA, shall be the certifying program. PPB inspectors shall certify the quality and acceptabilit
30、y of the fruit jelly in accordance with PPB procedures which include selecting random samples of the packaged fruit jelly, evaluating the samples for conformance with the salient characteristics of this CID and other contractual requirements, and documenting the findings on official PPB score sheets
31、 and/or certificates. In addition, when required in the solicitation, contract, or purchase order, PPB inspectors will examine the fruit jelly for conformance to the United States Standards for Condition of Food Containers in effect on the date of the solicitation. 9. PACKAGING. Preservation, packag
32、ing, packing, labeling, and case marking shall be commercial unless otherwise specified in the solicitation, contract, or purchase order. 10. USDA INSPECTION NOTES. When Section 8.3 is specified in the solicitation, contract, or purchase order, USDA certification shall include evaluation of the qual
